UNOPS Ethiopia Multi-Country Office (ETMCO) South Sudan Office exciting career opportunity.

UNOPS ETMCO-SCCO will be implementing the Productive Safety Net For Socioeconomic Opportunities Project (SNSOP) which is funded by the World Bank (WB) to address existing challenges of soaring levels of poverty, vulnerability, unemployment and idleness, particularly amongst the youth. The development objectives of the project are to provide cash transfers and access to income generating opportunities and strengthen the National Safety Net Delivery System SNSOP has four main components namely:

  1. Cash Transfers;
  2. Provision of Economic Opportunities;
  3. Strengthened Institutional Capacity and Social Protection System; and
  4. Project Management, M&E, and Knowledge Generation.

UNOPS – ETMCO South Sudan Office is recruiting for this position: Monitoring and Evaluation Senior Associate to be based in Aweil West, Pariang, Pochalla, Pibor, Juba, Bor and Raja – South Sudan Qualified women and candidates from groups which are underrepresented in the UNOPS workforce are encouraged to apply.

Functional Responsibilities

Under the overall supervision of the Project Management Support Senior Officer (PMSO), the M&E Senior Associate will ensure monitoring, evaluation, communication and reporting of the project activities are operationalized and compiled at the field level and shared with the M&E Officer in Juba. The Monitoring and Evaluation Senior Associate shall be responsible among others the following duties and responsibilities: –

  • Support the development and roll out of the Safety Net for Socio-Economic Opportunities Project
    (SNSOP) Monitoring and Evaluation Frameworks, guidelines, plans or tools to guide quality Monitoring and Evaluation in the project;
  • Support the M&E Officer to regularly review Monitoring and Evaluation plans, tools and other documents such as results matrices, reporting templates etc., as may be necessary in coordination with relevant colleagues or partners;
  • Conduct periodic site visits to the project sites especially Labour Intensive Public work (LIPW) sites to ascertain and promote adherence to agreed standards and timelines of implementation;
  • Lead role in overseeing data collection (including beneficiary bio – data); collation; storage; analysis and reporting ensuring that data is of high quality and audit worthy;
  • Carry out the Beneficiary Registration Lessons Learnt Survey (BRLLS) and Post Distribution Monitoring on a rolling basis to assess the success of the project and the level of impact achieved;
  • Support the Project Management Senior Officer (Team Leader) in the preparation and review of project progress and monitoring reports at the field level in collaboration with other project staff;
  • Support the community mobilization teams with attendance marking (both in hard copy and in the MIS) and generate the payrolls based on the number of days attended;
  • Facilitates the implementation of regular and periodic project evaluations;
  • Performs any other tasks as requested by the supervisor.

Knowledge building and knowledge sharing

  • Provide regular verbal and written feedback on field observations and monitoring findings to the M&E Officer;
  • Develop and share with the M&E Officer reports related to local field M&E activities;
  • Support the project staff in documenting, reviewing and consolidating lessons-learned from the field;
  • Participate in M&E technical meetings and share any relevant field experiences with colleagues.


Final Product

  • Prepares and issues regular reports in accordance with supervisor’s guidelines;
  • Maintains diaries and progress reports as required by UNOPS standard procedures.

Education/Experience/Language requirements

Education Background

  • High School (Secondary School) certificate is the minimum requirement for this role;
  • Bachelor’s Degree in Social Sciences, International Development, International Relations, Project Management, Development Studies, Mathematics, Statistics or relevant disciplines is an asset;
  • Advanced University Degree (Master Degree or equivalent) in Social Sciences, International Development, International Relations, Project Management, Development Studies, Mathematics, Statistics or relevant disciplines is desired.

Work Experience

  • Minimum of Seven (7) years of relevant experience in the areas of M&E is required;
  • Excellent communication, coordination, and organizational skills, including the ability to coordinate with multiple stakeholders is an asset;
  • Experience in development work in remote areas highly desirable;
  • Experience in World Bank, M&E, social protection and food security projects is an asset;
  • Experience in IT using Monitoring and Evaluation software is an asset;
  • Experience in public works projects will be an asset;
  • Clear knowledge and experience working on data analysis.

Language requirement

  • Fluency in written and oral English is required
  • Knowledge of Arabic Language desired
