Context

UNDP is the global development network of the United Nations system. It advocates change, and connects countries to the knowledge, experiences and resources their populations need to improve their living conditions. UNDP is on the ground in 170 countries, helping them identify their own solutions to the development challenges prioritized by their respective governments, to leave no one behind. The UNDP network connects and coordinates efforts at both global and country levels to achieve the organization’s overall goals, in line with the seventeen Sustainable Development Goals set out in the 2030 Agenda. The support provided to countries is defined in a five-year cooperation program, developed in close collaboration with the governments it supports, on the basis of their priorities, in connection with the mandate and comparative advantages of the UNDP and of course with the 2030 Agenda. The current context in which the UNDP operates in Morocco is marked by a powerful earthquake of magnitude 6.9 which struck central Morocco on September 8, 2023, mainly affecting the province of al-Haouz, located 70 km southwest of Marrakech, and caused 2,946 deaths, 5,674 injured and 500,000 victims. To this end, Morocco is committed to a rapid and effective response to mitigate the devastating effects of this natural disaster. In this perspective, the United Nations Development Program (UNDP), with its proven experience in the field of natural disaster management on a global scale, is a strategic partner to support the government of Morocco in its post-earthquake response, and to support reconstruction and recovery efforts. Indeed, UNDP is resolutely committed to supporting the government of Morocco in its quest for recovery and reconstruction. Thanks to its comparative advantages, proven expertise and partnerships at national and global levels. It aims to contribute significantly to supporting Morocco in the implementation of its multidisciplinary program of reconstruction and upgrading of disaster areas, with a view to helping affected people, communities, institutions and the private sector, not only to cope with the immediate impact of the disaster, but also to recover, paving the way for more sustainable and resilient lives in the longer term. UNDP’s approach to developing its intervention strategy reflects its strong commitment to evidence-based planning, results-oriented monitoring and learning. This approach is based on the belief that the most effective interventions are those that rely on reliable data and objective analyses, thus allowing a thorough understanding of needs, priorities and contextual realities, and the promotion of a culture of continuous learning and adaptation, allowing interventions to be adjusted and decision-making to be based on evidence. UNDP’s approach to developing its intervention strategy reflects its strong commitment to evidence-based planning, results-oriented monitoring and learning. This approach is based on the belief that the most effective interventions are those that rely on reliable data and objective analyses, thus allowing a thorough understanding of needs, priorities and contextual realities, and the promotion of a culture of continuous learning and adaptation, allowing interventions to be adjusted and decision-making to be based on evidence. UNDP’s approach to developing its intervention strategy reflects its strong commitment to evidence-based planning, results-oriented monitoring and learning. This approach is based on the belief that the most effective interventions are those that rely on reliable data and objective analyses, thus allowing a thorough understanding of needs, priorities and contextual realities, and the promotion of a culture of continuous learning and adaptation, allowing interventions to be adjusted and decision-making to be based on evidence.

Task description

Under the direction and direct supervision of the monitoring and evaluation specialist, the Monitoring and Evaluation Officer will be responsible for carrying out the following tasks: Support for the design and deployment of a sensitive monitoring and evaluation system to gender, to monitor the progress of reconstruction and recovery projects deployed as part of the UNDP strategy in terms of support for the post-seismic response, focusing on the achievement of the following results: – Ensure effective application of Results-Based Management tools, ensuring evidence-based and results-oriented planning during the design and implementation of interventions. – Contribute to the development and management of data collection tools adapted to the post-seismic context, ensuring the reliability and validity of the information collected. – Support the development of the information and data collection plan and methodology as well as the periodic monitoring plan. – Contribute to the completion of an initial baseline study to establish baselines to measure the results obtained in the implementation of activities – Coordinate the collection, analysis and documentation of quantitative and qualitative data relevant to evaluate the impact of interventions in disaster areas. – Develop periodic monitoring reports to inform UNDP management and donors on progress made and results obtained. – Contribute to the regular production of a dashboard of the main monitoring indicators (results of activities, effects, i impacts, etc.) and propose recommendations based on observed performance – Support team members in the development of a capitalization document listing good practices and lessons learned during the deployment of the UNDP strategy in earthquake response. – Support to the United Nations country team in the post-earthquake response through support for joint and transversal interventions. Support for the alignment of the UNDP earthquake response strategy with the Sustainable Development Goals: – Support for the systematic integration of the results chain connected to the Sustainable Development Goals in programs/projects; – Advice on program/project monitoring indicators and assurance of their SMART character, taking into account transversal dimensions, including gender, as well as marginalized groups; – Advice on alignment of the program/projects with the Sustainable Development Goals and integration of relevant indicators from the results and resources framework (RRF) of the 2030 Agenda into the RRFs of the program and projects; In addition, UN Volunteers are required to: – Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV online volunteering service whenever technically possible. Expected results: Based on the detailed description of the tasks above, the expected results of the UN volunteer responsible for Monitoring-Evaluation will mainly be: Implementation of UNDP policies and strategies on results-based management ensured on time; Alignment of UNDP programs with the Sustainable Development Goals supported and continuously monitored; UNDP contribution to the joint efforts of the United Nations Development System coordinated and reviewed in a timely manner to ensure quality; Institutionalized capacity building and knowledge management.

  •  Capacity development through coaching, monitoring and ongoing training, working (including supervision) with national staff or counterparts of the counterpart (governmental or non-governmental, including implementing partners ( IP);
  •  Age, gender and diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment
  •  A report of achievements in the field of volunteering for peace and development during the assignment, such as the number of volunteers mobilized, participation in activities and contribution to capacity development.

Requirements

Required experience

5 years of experience including a minimum of two years in project management or monitoring-evaluation system development. Knowledge of the United Nations System and experience in risk management and post-crisis recovery would be an asset. Requirements for using the IT tool: Mastery of IT tools and the Windows environment: Word, Excel, PowerPoint, etc.

Living conditions and remarks

Morocco is a middle-income country with a population of 35 million. The climate in Rabat is mild with very hot summers and short, rainy winters. Accommodations are available at reasonable prices. Public transport, including a cheap train system, connects the main centers of the country. There are taxis in abundance in major cities. The context of Morocco is particularly attractive for working as an international expert and conducive to the professional development of United Nations Volunteers, among others, given the good quality relations between the United Nations system and their national partners, the support including UNDP demonstrates as well as the variety of its projects.
