Mission France: MEDIATEUR (RICE) (H/F) EN SANTE Project MARSEILLE At Doctors Without Borders


Doctors Without Borders, an international humanitarian medical association created in 1971, provides medical assistance to populations whose lives are threatened : mainly in the event of armed conflicts, but also epidemics, pandemics, natural disasters or exclusion from care. The French section is present in about thirty countries.

As part of’a post opening, we are looking for a MEDIATEUR (RICE) (H/F) EN SANTE Project MARSEILLE.

Context :

MSF France has a project in MARSEILLE whose goal is the medico-social care of Unaccompanied Minors (MNA).

The project has two components :

– A’ accommodation system for unaccompanied minors (ANM) ;

medical activities deployed in various locations in Marseille.

C’is within the framework of medical activities that we are looking for a /Mediator(trice) in Health.

Objectives of the position :

Under the responsibility of the Head of Medical Activities, implement actions allowing access to health rights and the implementation of healthcare pathways for a public of vulnerable MNAs in Marseille, France, especially young girls in exile and isolated.

The’objective is to promote and guarantee access to healthcare to a vulnerable public in’exil, in collaboration with the project’s salaried and volunteer health team.

Main responsibilities :

· COORDINATION AND SUPPORT OF BENEFICIARIES IN THEIR CARE JOURNEY :

– Evaluate the health needs of beneficiaries during marauding or health services held by the multidisciplinary team of employees and volunteers.

– Implement the activities « d’aller towards » in the squats and informal places of life of the MNAs in recourse, via regular and planned visits.

– Ensure the orientations and referrals of the beneficiaries identified in consultation with the’ team: young girls and young boys MNA in recourse or first-arrival.

– Guarantee the coordination of the beneficiaries’ health path included in the cohort: link with external health partners, appointment.

– Carry out individual support to places of care in order to strengthen their capacities to act independently.

– Facilitate the adhesion and appropriation of the routes by each beneficiary, ensure that the young person has all the information.

– Use interpretation services to guarantee an understanding and support of the young person in their care path.

– Design mediation and prevention tools in health.

· FACILITATE ACCESS TO HEALTH RIGHTS FOR BENEFICIARIES :

– Information on access to health rights for beneficiaries.

– Constitution of rights opening files for identified young MNAs.

– Procedures with the CPAM for the filing and follow-up of the files constituted.

· PARTICIPATE IN THE ANIMATION AND COORDINATION OF THE BENEFITS OF THE MSF PROJECT :

– In collaboration with the’ health team, participate and lead meetings and training for the’ team of volunteers.

– Ensure the coordination and the’ organization of individual physical accompaniments to the places of care by the volunteers.

– During the delegation of individual’s, transmit to the volunteer the’ all information, and health documents if necessary.

– Guaranteeing’ adherence and participation of volunteers in the care projects and external activities of the MSF project ;

· TAKE PART IN THE LIFE OF’EQUIPE AND CONTRIBUTE TO ADVOCACY :

– Collect data in the’ interest of an individual follow-up, as well as of’a advocacy at the national level common to MSF’s MNA projects in France.

– Report all the information necessary for the follow-up of young people in the reporting software.

– Participate, on request or validation of the head of health center, in external partnership meetings.

– Report any problems related to the safety, physical and mental health of young people and their colleagues.

– Participate in the required team and individual’ meetings.

– Produce, in a team or individually if justified, any support and tool necessary for its work.

– Guarantees the maintenance of the confidentiality of any information relating to the young person.

Profile sought

Education :

Bac+2 training with a D.U. of mediation in health or social engineering, or any degree in the field of health, psychology, anthropology

Experience :

– Minimum two years in a similar position required.

– Knowledge of the French health system, the levers of’access to health care and health rights.

– Experience in the areas of child protection, Unaccompanied Minors (MNA) or’ immigration.

knowledge of the main topics of prevention in health and public health.

ability to work in a multidisciplinary team.

ability to animate and energize a team of volunteers.

respect for the ethical framework of health mediation: confidentiality, non-judgment and respect for people.

Languages : French current, English mastered at the’oral.

Applications with mastery of the languages of’Africa of the’West will be studied in priorities

B PERMIT highly recommended.

Status :

Fixed term contract (CDD) 12 months, renewable.

Conditions :

2691,71 € monthly gross over 13 months. 22 days of RTT per year. Complementary health care 100% supported by Doctors Without Borders. Titles restaurants of’a face value of 11.00€ (60% support by MSF). Support for 50% of the public transport ticket or equivalent.
