Background

  • The conflict in North-East (NE) Nigeria is a protracted crisis with continued displacements and increased conflict intensity.
  • Civilians continue to suffer violence, forced displacement, exploitation, and abuse from all parties to the armed conflict. With decreased areas deemed as relatively secure and a shrunk humanitarian space, the conflict and insecurity continue to negatively evolve and are expected to remain volatile.
  • Nigeria is a signatory to the Anti-Personnel Mine Ban Convention (APMBC) and has reiterated its commitment to comply with the articles of the APMBC and has established an Inter-Ministerial Committee for the APMBC compliance.
  • The members of the inter-ministerial committee participated in the 19th meeting of the State of parties which was held from 15-19 November 2021 in the Hague, Netherlands.
  • UNMAS provided support to the Committee in their request for an extension to the obligation under Article 5 and the Transparency report on Article 7 of the APMBC. The Inter-Ministerial Committee on behalf of the Nigerian Government is working on the establishment of a National Mine Action Centre (NMAC) for easier coordination of mine action activities.
  • UNMAS requested IMMAP’s support in the capacity development of seven staff from various national authorities, located in Borno State, in the Humanitarian Mine Action (HMA) Information Management (IM) field through the delivery of in-country capacity building.
  • This capacity development will support the establishment of the NMAC by enabling better-informed coordination and standardized reporting of Mine Action activities by the national authorities and aid the Nigerian government in meeting its obligations under Article 5 of the APMBC.

Description of Duties

  • The Consultant will support and effectively contribute to the initiation, planning, design, development, and implementation of the humanitarian mine action information management capacity building project in Nigeria, in support of UNMAS’s goal to support the establishment of knowledgeable IM staff within the planned National Mine Action Center. The role also involves support for the effective coordination of training and capacity-building interventions at the different stages of the training cycle, which will consist of the delivery of foundational IM and GIS skills using the ArcGIS Enterprise/Online platform, ArcGIS Pro, Survey123, MS Office 365, and MS Power BI. followed by an HMA-focused module applying the foundational knowledge and skills to the mine action sector.
  • Guided by the Country Representative and under the supervision of the Technical Advisor, the Consultant will provide support to capacity building activities such as the organization of training materials, assessments, and learning sessions to transfer knowledge, skills, and techniques for effective government and humanitarian response to explosive ordnance contamination in the country.
  • The foundational training will be delivered by the iMMAP Nigeria team based in Maiduguri from mid-June 2022, with the second module delivered by the incumbent in person at the iMMAP Nigeria offices in Maiduguri. The Consultant will be expected to participate in the design of the baseline assessment, production of the reports to UNMAS, as well as the design and delivery of the HMA-focused training material.

These responsibilities will include the following tasks:

  • Review the training needs assessment to verify the priority training needs and adjust the training material focus accordingly;
  • Planning and scheduling of capacity building activities in consultation with key stakeholders;
  • Development of training and session plans, goals, and objectives for the capacity building program based on identified needs and capacity building priorities;
  • Design and develop capacity building curricula, syllabi, practical exercises, and learning materials;
  • Organize and deliver the HMA IM and GIS-focused training and capacity building activities consistent with the needs of UNMAS and the trainees and their agencies;
  • Develop or identify training content and/or supporting reference resources such as presentations, practical exercises, and handouts to facilitate learning;
  • Conduct pre-training, in-training, and post-training evaluations for feedback, address challenges and impediments to effective learning, and document and share lessons learned;
  • Liaise with other iMMAP Nigeria capacity building programs and ensure consistency and standardization of activities and material where possible;
  • Facilitate staff’s ability to use existing and emerging technology to achieve UNMAS and the trainees’ agencies’ mission and objectives;
  • Train and provide technical support to the identified staff as needed on all relevant HMA Information Management and GIS tools and processes;
  • Provide mentorship and support within the scope of the capacity building plan;
  • Any other duties as required, related to the design and delivery of the capacity building program;
  • Support the iMMAP Nigeria Senior Management Team in the drafting of the project reports, and a humanitarian capacity building success story for inclusion in iMMAP’s reports, newsletters, and social media platforms;

Requirements
Education:

  • A University Degree or equivalent experience in the fields of Science, Education, GIS, or Information Management;

Experience:

  • At least 3 years of relevant work experience and a background in internationally-focused organizations operating in the mine action sector;
  • At least 2 years of advanced experience with ArcGIS Enterprise, ArcGIS Online, or IMSMA Core.
  • Experience in humanitarian, crisis recovery, and resilience aspects is highly desirable;
  • An appreciation of considerations in designing training content focused on the needs of adult learners;
  • Progressively responsible experience in designing needs assessments, data management, mapping and visualization, coaching, and training.

Soft Skills:

  • Understanding of the Mine Action sector and how it operates.
  • Understanding of IMAS, NMAS and business processes applicable to HMA Information Management, Planning and Prioritization.

  • Representation: Where appropriate, represent the iMMAP in various contact sessions. Maintain effective and positive contacts with the national and local government officials, international non-governmental organizations (NGOs), and donor agency officials, when required.
