The Norwegian Refugee Council (NRC) is an International Non-Governmental Organization based in Oslo, Norway that works in more than 40 countries offering humanitarian assistance to the most vulnerable population. NRC has been responding to the growing internal and external displacement in Central America and Mexico since 2015, focusing on the protection crisis and integrating legal assistance, education, accommodation and infrastructure interventions, water and sanitation, and livelihoods.
NRC is an organization with a high international reputation for humanitarian assistance and has been working in Latin America for more than 30 years leading humanitarian action in many of the countries where it operates.
In Mexico, NRC has been collaborating with local partners since 2019 and is currently expanding its scope, initiating activities through direct implementation in the States of Veracruz, Coahuila and Mexico City, with more than 20 collaborators hired by NRC in Mexico, assisting displaced people in the intervention areas in the country.
one. Objective
The purpose of the position of Support Manager is to lead the support functions in the NRC Mexico Office, as well as to consolidate and centralize all support needs (finance, human resources and logistics), acting under NRC regulations and standards in Oslo, Mexico and consulting donor requirements.
2. Main responsibilities
- Management of support personnel, such as Finance, Human Resources and Logistics.
- Member of the Area Management Group.
- Compliance and adherence to NRC policies, guides and manuals, and donor / auditor requirements.
- Provide operational support contributions to the Area’s action plans, and coordinate and align operational support with program plans at the Area level.
- Responsible for ensuring quality in the support area in the implementation of projects.
- Facilitate the budget of Support of the area, budgets at the area level, including shared costs (Z).
- Responsible for preparing periodic reports of the area for Area Management.
- Responsible for the implementation of new SOPs, guidelines and specific technical tools for each area in matters of human resources, logistics, administration and finance.
- Facilitate the training of program personnel in financial, logistical, human resources, and internal control procedures.
- Responsible for the technical training of support personnel (Human Resources, Logistics, Administration and Finance).
3. Professional Competences
- University professional in economic, financial, administrative or related fields (Economy, Business Administration, Public Accounting, etc.), with a postgraduate degree in related areas.
- Minimum 3 years of experience in positions of financial responsibility, human resource management, administration and logistics, in humanitarian contexts.
- Work experience coordinating the areas of Logistics, Finance and HR in a context of humanitarian aid.
- Verifiable experience in tax matters of NGOs / Civil Associations / Authorized Donataria.
- Verifiable knowledge in labor matters and application of the Federal Labor Law in Mexico.
- Previous work experience in complex and volatile contexts.
- Verifiable experience related to the responsibilities of the position.
- Knowledge about the skills of the leadership profile and supervision of personnel.
- Written and verbal fluency in the Spanish and English languages.
