Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Under the overall supervision of the Deputy Director General for Management and Reform and the direct supervision of the Head, Occupational Health Unit (OHU) in Geneva, in close consultation/coordination with the administrative supervision of the Head, Panama Administrative Centre (PAC), the Medical Officer will be responsible and accountable for the occupational health and safety services for all employees (Officials and Locally recruited and non -staff) and Managers in Africa and the Americas. They will manage and supervise the OHU Panama employees.

The Medical Officer will be responsible for the implementation of the Occupational Health and Safety (OHS) Forum strategies in their region, for the monitoring of staff’s health including preparedness to travel on official duties, for monitoring of Prolonged Sick Leave, for authorization of medical evacuations and travel for medical reasons, for the review/ analysis of the medical aspect of complaints raised by staff regarding Insurance Administration services from IOM insurance partner.

Core Functions / Responsibilities:

1. Medical insurance

  • Participate with the Head OHU Geneva Medical Officer to the ongoing improvement of the insurance coverage; give input on where IOM instructions and rules may not be appropriate to prevent abuse.
  • Provide guidance upon request to insured staff about the insurance regulations (e.g. for treatments requiring prior approval, for entitlement after cessation of participation, for treatment outside the duty station).
  • Ensure the screening of medical reports of the cases from Africa and America under the Compensation Plan, the United Nations Joint Staff Pension Fund (UNJSPF) and the UN Malicious Act Insurance assessing the residual impairment or disability; ensure that the decisions taken by local doctors are well documented; follow up on the evolution and submit to OHU Geneva with the supportive documents for final evaluation and submission of a request of a disability benefit.

2. Implementation of Occupational Health and Safety

  • When required, provide medical assistance/aid in emergencies. Share the responsibility of “on call” duties with OHU Geneva and OHU Manila Medical Officers. Assist in dealing with the medical evacuation of staff worldwide in coordination with Missions, external service providers, local hospital and with OHU Medical Officers in Manila or Geneva, in compliance with the insurance rules.
  • In coordination with OHU Geneva Medical Officers, advise the Director of Human Resources(DHR) on the classification of incidents (accidents and illnesses) of occupational nature; monitor the occupational incidents and proceed to an assessment of disability benefit within timeframe. Act on behalf of OHU Geneva with regard to occupational health hazards for IOM staff.
  • Undertake official travel to missions upon OHU Geneva ‘s request and proceed to the local Health Risk assessment (including assessment of local health care infrastructures, casevac and medevac possibilities, pharmacy, Post Exposure Prophylaxis (PEP)) using the UN Medical Directors (UNMD) Health Risk Assessment (HRA) tool; Assess mission’s working and living environment; meet and clarify health and insurance issues with staff.
  • Prepare a travel report for the Head of OHU Geneva including priority actions and proposing a health plan for the Mission.
  • In Country Office:
  • Provide Country Offices with OHU educational material on staff‘s health (ergonomics; prevention of infectious diseases) and safety (in office, in guesthouse/compound and related to road accident) as needed;
  • Train Country Offices OHS Focal Points to proceed to regular simplified HRA and ensure they are reviewed overtime; and,
  • Communicate clearly with OHS Focal Points, staff association representative and senior managers in Country Offices about objectives, means and results achieved and those that need improvement.
  • Facilitate the implementation of Health and Safety surveys and of health programmes.
  • In coordination with OHU Geneva provide public health information and guidance on risk to Missions exposed.
  • Participate to the UN Medical Directors development of occupational health tools and help implement them.

3. Management of Medical Examinations

  • Check medical examination reports; i.e. pre-employment Entry on Duty examinations (EOD), annual driver and security guard exams (AME), Periodic Medical Exams (PME or PME-T), exit exams, of all Official staff in Africa and the Americas, Minimum Medical exams (Interns, Consultants, change of Insurance plan/duty station). Inform employee of the medical conclusion and advise.
  • Evaluate if there are any conditions limiting the staff’s work capacity at designated location or according to the type of work and authorize eventual extended insurance coverage upon exit (CACP).
  • Proceed to pre- deployment travel preparedness; provide pre-travel briefing.
  • Follow-up on conditions; ensure that quality control in standards of health assessments aremet in accordance with OHU-IOM requirements.
  • Informing the Human Resources of the administrative conclusion regarding eventualexclusions in IOM ‘s different Insurance Plans or allowing transfer from one insurance plan to the other or authorizing eventual extended insurance coverage upon exit (CACP) without breaching medical confidentiality.
  • Screen all medical questionnaires of IOM eligible dependents entering the medical insurance.

4. Reporting and Documentation Management

  • Management of prolonged sick leave (PSL): proceed the management of PSL of Officials;supervise the National Medical Officer’s follow up of PSL of Local Staff; coordinate PSL cases related to Mental Health with the IOM Staff Welfare officers.
  • Provide statistics on all certified sick leaves medically validated.
  • Submit monthly lists of new CACP and exclusions; of medical travel out of duty station and ofmedical evacuation.
  • Share quarterly updates on all ongoing occupational events; coordinate with OHU Geneva allreferral of staff to an independent medical examinator.
  • provide OHU Geneva with yearly statistics on staff’s health key indicators (occupational & nonoccupational accidents and illnesses encountered, sick leave etc) and on OHU Panama work activities.

5. Perform such other duties that may be assigned.

Required Qualifications and Experience:


  • Post graduate qualification in Occupational Safety from an accredited academic institution with seven years of relevant professional experience; or in the domain of Occupational Safety, General or Internal or Emergencies or Travel Medicine, or Public Health is required if the applicant does not have a post graduate qualification; or
  • University degree that qualifies for registration as a licensed medical practitioner and current unrestricted registration with a medical licensing authority with nine years of professional experience.
  • Emergency training (Pre-hospital Trauma Life Support, MIMMS or equivalent) an asset.


  • Experience post doctorate in clinical and occupational health, including in the context of travel and tropical medicine; promotion of physical and mental health; experience with occupational health issues related to crisis and in developing countries;
  • Three years management/supervision: experience in general office administration;
  • Experience in medical insurances and health claim analysis;
  • Experience in administering medical evacuations;
  • Experience in liaising with international organizations and hospitals in different countries an asset.


  • Knowledge of legal and ethical issues related to occupational health care practice.


IOM’s official languages are English, French, and Spanish.
