MEAL Officer At Assistance Coordination Unit


Job Purpose

The pivotal role of the MEAL Officer lies in guaranteeing the successful execution of programs, diligent monitoring, evaluation, and fostering a culture of learning within the organization. Their duties encompass crafting and executing comprehensive monitoring and evaluation frameworks, collecting and analyzing data, and promoting accountability and learning across projects. The MEAL Officer works in tight collaboration with program teams, partners, and stakeholders to enhance programs’ quality and impact.

Responsibilities

  • Develop and maintain MEAL plans, tools, and indicators.
  • Design methodologies for data collection, encompassing surveys, interviews, focus group discussions, etc.
  • Ensure MEAL systems harmonize with project aims and donor requirements.
  • Supervise data collection processes to guarantee accuracy, consistency, and timeliness.
  • Evaluate program performance and impact by analyzing both quantitative and qualitative data.
  • Regularly monitor project activities, outputs, and outcomes.
  • Prepare timely and accurate reports for internal and external stakeholders.
  • Coordinate and execute project assessments at various stages (need assessment, baseline, and end-line).
  • Facilitate learning sessions with project teams to promote adaptive management.
  • Document best practices and share lessons learned.
  • Set up and oversee feedback mechanisms for beneficiaries and other stakeholders.
  • Ensure complaints and feedback are addressed promptly and transparently.
  • Foster a culture of organizational accountability.
  • Enhance the proficiency of project teams in collecting, analyzing, and leveraging data efficiently.
  • Train field staff on MEAL tools.
  • Work closely with program managers, technical leads, and field staff.
  • Engage in collaborative efforts with external partners, donors, and additional stakeholders.
  • Take part in relevant working groups and networks.

Qualifications

Essential:

  • University degree in engineering, business administration, statistics, or other related fields.
  • Minimum three years of experience in MEAL and data management.
  • English language (Upper intermediate level).
  • Arabic language (Advanced level).

Desirable:

  • Master’s degree in engineering, business administration, statistics, or other related fields.
  • Five years of experience in MEAL and data management.
  • English language (Advanced level).
  • Turkish Language (Advanced level).
