WHAT WE DO …

SOLIDARITES INTERNATIONAL (SI) is an association of’ international humanitarian aid which, for more than 40 years, has been providing relief to populations affected by armed conflicts and natural disasters by responding to the vital needs of, drinking, eating, s’abriter. Particularly engaged in the fight against diseases related to unhealthy’, the leading cause of death in the world, SI implements through its interventions an expertise in the field of’access to drinking’water,’sanitation and the promotion of hygiene but also in that, essential, food security and means of’. Present in more than 20 countries, the SI teams, 2500 people in total, composed of’expatriates, national staffs, permanent staff at headquarters, some volunteers…intervene with professionalism and commitment in respect of cultures.

THE MISSION

SI has been present in Mali since 2012. SI implements projects in food security, livelihoods, Water, Hygiene and Sanitation to populations victims of successive shocks: pastoral, agricultural, climatic or security. With a view to double nexus, SI intervenes both on humanitarian actions of’ emergency and on actions of development.

SI has three operational bases (Goundam, Timbuktu region, Niono, Segou region and Mopti, Mopti region).

SI opened the base of Goundam in 2015 in the region of Timbuktu and in 2018 in Niono in the region of Segou where are developed activities of’urgency in particular with the support of DG ECHO via the Rapid Response Mechanism (RRM) and the WFP for seasonal assistance.

In 2022, SI has opened a base in Mopti in the Mopti region where the needs for EHA are addressed with the support of the BHA’ as part of a project also implemented in the regions from Segou and Timbuktu. In the Timbuktu region, the, the support of the BHA also includes an intervention in the municipality of Gargando aimed at revaluing productive assets and restoring the livelihoods of agro-pastoral households through the distribution of small ruminants and’ inputs agriculture and the re-seeding of pastures. Financial and technical support is also provided in order to support beneficiary households in the recovery of’an economic activity allowing them to gain autonomy and meet their needs.

Since 2019 SI takes part in a consortium and implements from the base of Niono, the, a project to strengthen resilience and social cohesion (EU) in the municipality of Nampalari.

Finally, since 2020, SI has supported the sites of displaced people in Bamako through an EHA response and the support of’UNICEF.

JOB DESCRIPTION

General objective :

The Administrator Logistician is responsible for the processing of accounting and financial operations, he/she is in charge of the tasks and procedures related to Human Resources and Logistics management of the base.

Main Challenges :

At the Logistics level :

Ensure the implementation of the logistics activities related to the’ supply chain :

Ensure that the procurement processes on the basis comply with the SI and donor procedures place and monitored
Ensure transversal approaches between program teams and logistics in the context of planning and implementing supplies
Ensure the implementation of LINK software and support the base logistics team in its use

Manage the vehicle fleet :

Expanding the network of vehicle suppliers
Monitor the provision of internet connection via a reliable source and locally identify external providers in this area

Manage and monitor the computer park :

Continue renewing the base’s computer fleet

Manage stocks :

Improve inventory management for better traceability of goods transactions
Choose the premises, decide on the’development plan and organize the securing of the’ storage spaces
S’sensure of the good conditions of storage of the material and ensure the control of the expiry dates

Supervise and manage the’ logistics team :

Participate in the team recruitment process in collaboration with the HR department
Design, organize and facilitate training sessions for teams
Develop and follow the individual’action plans of the’team members
Manage schedules, distribution and coordination of work

Carrying out reporting and capitalization :

Strengthen data backup processes
Improving the quality of logistics reporting and meeting deadlines

At the Finance and Accounting level :

Cash /accounting :

Manage the treasury of its base and ensure the proper supply of banks and caisses
Supervise the physical integrity and security of coffers and cash registers, plan cash flow forecasts in connection with the monitoring of bank books
Supervise the monthly closing, revision and’integration of the accounting of the Base
Supervise the Scan of accounting documents and the coordination of the recovery

Budget monitoring /funding

At the Human Resources level:

Accompany managers on the EAP and their treatment in connection with the HR coordination
S’s ensure that staffs understand the procedures well/when there is good communication about the procedures
Accompany managers in recruitment and ensure that procedures are followed
Deploy on the basis of the new policies being revised at the coordination level and ensure that’elles are well understood and respected
Participate on the basis of reflection on recruitment strategies to adopt

YOUR PROFILE

Training :

Minimum degree in one of these sectors : administrative management ; human Resources management ; accounting ; financial management ; logistics

Technical experience and skills :

3-4 years of experience in the humanitarian sector
First experience in an equivalent position
Good knowledge of HR and Logistics procedures (Appro)
Good knowledge of Admin Software (SAGA and HOMERE) & LOG (LINK)
Good knowledge of accounting, management Finance, Procurement and General Services of the International NGOs
Rigour and sense of confidentiality required
Ease of contact, strong adaptability and working capacity under pressure
Organized, honest and flexible

Languages :

French (required)
Bambara (an asset)

IF YOU WILL OFFER THE FOLLOWING CONDITIONS

An salaried position : According to experience, from EUR 2310 gross per month (2100 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem of EUR 525

SI also covers accommodation and travel costs between the expatriate’s country of origin and the place of employment.

Breaks : During the mission, a system of alternation between work and leave is set up at the rate of 7 working days every three months (with USD 850 allocated by Solidarities International). In addition to these break periods, there is one additional day of rest per month worked.

Social and medical coverage: Expatriates receive insurance that reimburses all health costs (including medical and surgical expenses, dental and ophthalmological care, etc, repatriation) and a contingency system including war risks. Vaccination and antimalarial treatment costs are reimbursed.

The living conditions in Goundam are very good with easy access to a wide range of restaurants, cafes…

Security risks are low and restrictions are very limited.

However, when you go to the basics, living conditions are more basic, with fewer opportunities for socialization, as well as restrictions on individual movements. The levels of security vary depending on the different geographical locations and changes in context.
