Logistics Officer – Apure (Nationals Only) At Norwegian Refugee Council


NRC is an independent humanitarian organization that helps people in need. We have a team of 15,000 humanitarian workers deployed in 40 countries. We have been in Venezuela since 2005. We start by helping Colombian refugees. In 2019 we expanded our work to also respond to the needs of Venezuelans with needs. We work in five areas of action: education; water, sanitation and hygiene (ASH); food security and livelihoods (LFS); protection against violence and information, guidance and legal assistance (ICLA). We support communities in the states of Bolívar, Zulia and Táchira and we begin to expand our operations also to Apure. In the framework of this expansion, NRC recruits a Logistics Officer to support its operations.

The objective of the position is to follow up on purchasing / contracting, storage, transportation and asset management plans, in order to support the development of programs, projects, agreements and agreements signed following current local regulations and NRC policies, rules and procedures.

Specific responsibilities:
one. Keep the Consolidated Supplier Database (SDB) of the Country areas and office updated. This update involves signing Ethics Standards for Suppliers and Background Research in the CSI Watchdog system.
2. Manage the Purchase and Contracting processes according to the Authorization Table, this implies:
to. Receive Purchase Requests (PR) and start purchase processes according to the Logistics structure of the NRC.
b. Monitor the Purchasing processes and follow-up of pending payments to suppliers.
c. Deliver all documentation to Finance to make payments.
d. Execute the hiring of external consultancies
and. Be the focal point in the Purchase Committees or Proposal Opening Committee
F. Support the monitoring of KPI’s (Key Performance Indicators) in the purchase processes and be a participant in the process of improvement in response times.
3. Monitor the Asset Management of all the offices in the area and compliance with the monthly shipment and the respective registration in Agresso.
4. Responsible for Purchase Orders for Special Transport for passengers or Cargo.
5. Update the registry of Cellular, Satellite, VHF Radios and GPS telephony equipment, periodically verifying (at least quarterly) the correct operation and reporting to the ICT Management.
6. Support the Logistics Management and the ICT department in Caracas, in the design and/o Socialization of SOPs and Logistics Manual (Standard Operating Procedures) as well as regarding Purchasing and Asset Management / inventory processes.
7. Move, in development of their functions, to the offices that make up the area in order to give specific support in the absence of local managers of logistics activities or in events that require it.
8. Provide programs with information for project budgeting (for example, the prices of items purchased according to market research)
9. Ensure that all purchasing processes follow the rules of the NRC Logistics Manual and specific donor standards, according to the economic thresholds and approvals for the Venezuelan country office.
10. The other tasks assigned by the supervisor in fulfilling the objectives of the position.

Qualifications

Generic professional skills:
• University graduate in Business Administration, Logistics Administration, International Business, or the like.
• Desirable verbal and written fluidity in the English language.
Specific Context Competences / Skills, Knowledge and Experience:
Demonstrable experience of / in:
• Minimum 3 years of proven experience in a similar responsibility.
• Writing reports.
• Knowledge in Supply Management – Supply Chains, Management of merchandise transport at national and international level, management of warehouses and warehouses.
• Mastery in the handling of office tools relevant to function management.
• Previous experience in logistics-related issues is positively valued in agencies of the United Nations system, the Red Cross movement or other international or national humanitarian organizations.
• Availability to travel to states where NRC has a presence and spend the night on the ground.
