TGH Presentation

“Actor of sustainable and shared solidarity”

Created in 1994, TGH, a French international solidarity association based in Lyon, develops and implements emergency, rehabilitation and development programs in the fields of water, water and water, hygiene and sanitation, food security and rural development, socio-educational and psychosocial care and education. TGH currently works in 10 countries of’Africa,’Europe and’Asia.

Context

The Central African population is estimated at 6.1 million according to projections made in 2022 by the Central African Institute of Statistics and Economic and Social Studies (ICASEES), an increase of 56% since the last census in 2003. With a fertility rate of 6.4% (2019), women make up 51% of the total population compared to 49% of’men, and people over 59 make up barely 4.6% of population. The average LIFE expectancy is 54 years compared to an average of 58 years for’ all neighbouring countries. For a predominantly young population of which 78% is under 35 years of age and 50% is under 18 years of age, the population density in CAR has increased from 6.2 to 9.7 inhabitants per km² in 20 years, with an urbanisation rate of 42.5%.4 The cities of Bambari, Bangui, Berberati, etc, Bimbo, sir,Paoua and Mbaiki account for 39.4% of the total’ population and are among the most populated localities.
Infant and maternal mortality rates in CAR remain a concern on a global scale at’. Despite the average fertility rate of’about 6 children per woman of childbearing age (24.5% of women), the infant and child mortality rate (children under 5 years of age) in CAR is the fifth highest in the world with 99 deaths per 1,000 births and the maternal mortality rate is the fourth highest in the world with 835 deaths per 100,000 live births, with only 40% of births attended by health workers.
According to the Human Development Index (HDI) of the United Nations Development Programme (UNDP), CAR ranks 188th out of 191 countries and territories, is one of the poorest countries in the world. After two consecutive years of economic slump (2020 and 2021), economic activity in the CAR experienced a complete halt in 2022 due to the consequences of the war in Ukraine, which extends into 2023, the shortage of fuel on the market, and the floods of 2022 and 2023. As a result, real gross domestic product (GDP) growth fell to 0% in 2022. According to World Bank projections, the level of poverty remains worrying, with 68.8% of the population living on less than 2.15 dollars per day over the projected period 2023-2025
The heavy dependence on subsistence farming, forestry and mining, which remain underdeveloped, make CAR one of the least economically diverse countries in the world. This fragility aggravated by the multiple shocks ( violence, natural disasters, explosive devices ) that the country is going through over the last decade, results in low socio-economic opportunities for its majority young population and a high dependence on exports of raw materials derived from the subsoil and the environment ( logging ) : all factors preventing the country from creating the shock absorbers necessary to mitigate external shocks.
In general, the humanitarian situation in CAR has improved significantly, but much of the population remains exposed to shocks and their consequences.
According to the’Humanitarian Needs Overview 2024 published by OCHA, at the national level 1.9 million people thus have a humanitarian need under general protection, recognizing that numerous violations and incidents of protection affecting different groups of populations persist throughout the country (23,815 incidents documented between January-August 2023, including, against 9,784 between January-August 2022), and that many areas with economic potential continue to be the subject of conflicts to the detriment of the well-being and rights of populations, resulting in forced displacement and other protection issues such as housing, land and property (LTB).

A new constitution has been in force since August 30, following a referendum, and a new postponement of local elections. Although there have been several demonstrations and calls for boycotts by the main political opposition leaders, armed groups and civil society, a new constitution was adopted after the referendum of July 30, 2023, with 95.3% of votes in favor of the constitutional reform, for 1.7 million’ voters who participated in the process. The main changes include the creation of’a post of vice-president and the lifting of provisions limiting the duration of the presidential term, which is now seven years, no mention of the limit on the number of mandates.
Despite the weekly prevalence of armed clashes in all provinces of the country involving armed groups and the Central African Armed Forces, the overall security situation is considered to be stabilizing. Although highly controversial diplomatically and ethically, the presence of Russian private militias has helped pacify some areas. This one is however today’ much more discreet. It remains visible on the control of mining territories and on the’ technical support to law enforcement in urban areas, especially around Bangui.

It should also be noted that the mandate of MINUSCA was extended in November 2023 until’ in November 2024.

Highlights of the context of’intervention
Between April and October 2023, more than 20,000 people, mostly women and children, including 15,476 refugees and 4,701 returnees fleeing the war in Sudan, have fled, have found refuge in CAR in the prefectures of Vakaga (Birao and Am-Dafock), Bamingui-Bangoran (Ndele 656 people), and Haute Kotto (Sam-Ouandja 2,408 people). As Sudan supplies several cities in the north-east of CAR, including Birao and Ndele, Sudan, the war through the insecurity it has engendered along the border has severely disrupted traffic between Sudan and CAR. This has led to a sharp increase in the price of basic necessities. In the north-eastern region of CAR where 97% of the goods usually come from Sudan, the’interruption of cross-border trade has led to a 20% increase in the cost of the minimum consumption basket in Birao, essential products such as sugar, oil, salt, etc, as soap and flour have become scarce and sometimes unavailable in local markets, this situation exacerbates the vulnerability of the 40% of the population who already suffer from acute food insecurity in the region.
In Birao, where TGH intervened upstream in the’installation of the Sudanese refugee site of’Am-Dafok pouis Korsi (Birao) in EHA and Protection, there was a recent influx of new arrivals in January 2024. The population of the site entrusted to the responsibility of the CNR is 3,000 people (19% from 0-4 years, 21% from 5-11 years). The trend is upward : + 1,000 people registered between mid-October 2023 and early January 2024.
The risks of tensions between refugees and the host community (access to’au, deforestation, imbalance between access to’ humanitarian aid and local living standards) are palpable.

A permanent link of more than 15 years with the communities of Birao and the axes of communication and the traditional authorities, associated with concrete and visible achievements, allow TGH teams to benefit from’a strong notoriety throughout the territory and’a a very good level of’ acceptance.

Presentation of the mission

TGH began its work in CAR in 2007 to support vulnerable populations in the Vakaga Prefecture. Today, the’association intervenes in Vakaga (in Birao and on the axes) in the sectors of Food Security and Means of’Existence, of the’Eau, Hygiene, Sanitation and’Education/Capacity building – through a multisectoral project funded by’AFD in consortium with PUI, which operates in Bamingui-Bongoran. To date, TGH remains one of the only international humanitarian organizations continuously present in this marginalized and off-centre region. Recently, in order to respond to the influx of refugees linked to the Sudanese crisis, TGH has obtained new funding from’UNICEF for a multisectoral’urgent response in EHA, Protection of the CHILD’ and Education on Birao and on the axes,to meet – among others – the need of displaced populations from Sudan (since April 2023).

At the same time, the’association is implementing a multi-year project in the vocational training sector in consortium with Mercy Corps funded by the’AFD in Bangui, France, Mbaiki and in the western region of the country (Carnot, Berberati, etc.). In addition, in Bangui, TGH has been working with street children since 2014, and since 2020 with minors incarcerated to guarantee marginalized children access to basic socio-educational and medical services, and participates in the process of family reunification and placement in a’accueil family. TGH’s intervention aims to improve the protection and reintegration of street children and incarcerated/released minors; it is funded by the CDCS.

TGH has long been present in the Ouaka, but due to lack of funding, the Bambari base was closed in June 2022.
The mission is funded to the tune of’about 3.5 million’euros. The current’ team is composed of 20 expatriates and’about 130 national staffs, spread over the different operational bases (Bangui and Birao).

Post

The/the Logistics Manager comes in logistical support to the activities implemented in the Vakaga region, he/she ensures the proper functioning of the base and he/she/it is the guarantor(e) of the respect of the rules and the logistic procedures.
The/the Logistics Manager works under the hierarchical responsibility of the Field Coordinator (CT) of Birao and under the technical responsibility of the Logistics Coordinator based in Bangui.
He/she supervises the’ national logistics team of Birao composed of :

  • 1 logistics assistant
  • 1 supervisor driver and thermal park
  • 1 supervisor work driver + 1 assistant
  • 1 storekeeper
  • 2 mechanic drivers
  • 1 guardian leader
  • 6 Guardians

He/she assumes the following responsibilities :
TEAM MANAGEMENT

  • Recruit, train and supervise logistics staff
  • Comply with the defined framework for the management of national staff
  • Set smart goals and carry out periodic evaluations of each team member
  • Strengthen the capacities of each team member according to the needs assessed, with the support of the Logistics Coordinator and the Field Coordinator (CT)
  • Give feedback to the Logistics Coordinator and the CT on the issues and problems raised by his team
  • Organize logistics meetings with the’ whole department

SUPPLYING

  • To process requests for’achats of the programmatic activities of the Birao base, from the request to the reception of the goods
  • Elaborate and process requests for’achats relating to support needs, from the request to the receipt of the goods
  • Ensure that the purchase files are complete in accordance with the TGH and donor purchasing procedures
  • Check the conformity of the documents in the purchasing files to ensure good archiving within the base
  • Ensure that the archives are sent regularly to the capital, in conjunction with the Bangui compliance department
  • Coordinate the management of purchases / supplies ( time, transport … ), with the logistics team of Bangui
  • From the BOQs produced by the program teams, develop and monitor the Market Transition Plans, in conjunction with the project managers, and with the support of the Logistics Coordinator
  • Ensure compliance with the purchasing procedures in force at TGH
  • Ensure the adequacy of purchasing procedures with the purchasing plan
  • Complete and update purchasing tracking and Purchase Follow Up
  • Drafting contracts with the assistance of’administration, technical support of program teams; for validation to the administrative coordinator, logistics coordinator and logistics referent
  • Follow up on contracts inherent to the Birao base
  • Ensure an economic watch and market research in Vakaga, with the’ support of the MEAL department
  • Ensure good relations with Vakaga suppliers and service providers
  • Train /awareness the program teams on the development of’achat plan during the project start-ups

STOCK

  • Ensure proper application of inventory management procedures
  • Carry out periodic stock inventories in accordance with TGH procedures
  • S’ensure that materials are stored in good conditions, in safety and according to technical specifications
  • Supervise stock monitoring and follow-up of equipment/tool loans
  • Communicate the management framework in order to allow the teams programs to anticipate their requests for stocks
  • In connection with the storekeeper, follow the’ status of stocks, analyze the data and organize the renewal accordingly
  • Ensure storage and’ optimization of storage spaces

EQUIPMENTS

  • Oversee the update and regularly check the’ inventory of durable equipment and fixed assets
  • Ensure the correct codification of durable equipment and fixed assets, in accordance with TGH procedures
  • Control and verify the maintenance and the’maintenance of the’equipment fleet (vehicles, generator, computer and communication equipment, etc.…).
  • S’ ensure that the means of communication necessary for the smooth running of activities are available

MANAGEMENT OF THE VEHICLE PARK

  • In connection with logistical coordination, follow the good conformity of administrative documents relating to vehicles : technical controls, insurance…
  • Organize and supervise maintenance and repairs related to the fleet of motorized vehicles (motorcycles, cars and generator)
  • Ensure the proper use of logbooks by TGH drivers
  • Controlling fuel consumption in the motor vehicle fleet

MANAGEMENT OF LAND DISPLACEMENTS

  • Based on the terms of reference and movement planning validated by the CT and the Country Director, organize, coordinate and implement field trips
  • Draft administrative documents related to travel : order of mission, road map…
  • Ensure the availability of the materials and equipment necessary for the smooth running of the mission
  • Provide vehicles in good working order
  • Follow the itineraries of teams on mission
  • Manage communications with the teams during movements on the axes in connection with the CT

IT

  • Manage IT equipment from the base and report on the state of the IT equipment fleet to the logistics coordination (codification before handing over to users)
  • Ensure the application of the IT security measures in connection with the’informaticien in Bangui
  • Manage the’allocation of IT equipment, in connection with the programs, the field coordinator and the logistics coordinator
  • Ensure the proper functioning of the network and’internet, in accordance with the IT kit and in connection with the IT reference of TGH
  • Supporting users in the IT field
  • Perform periodic backups on the hard disks provided for this purpose

MANAGEMENT OF THE BASE

  • Supervise base construction sites when necessary
  • Identify future additional’development needs
  • Supervise maintenance,’ maintenance and security of buildings (electricity, plumbing..).
  • S’ ensure that employees and newcomers on the base have the necessary equipment for their position
  • Make and track UNHAS reservations for air travel

MANAGEMENT OF SECURITY

  • Participate in the updating of the contingency plan of the base
  • Ensure the’ application of safety instructions on the basis, in connection with the CT, through regular reminders and/or training /awareness-raising
  • S’ensure that safety related material is present and in good working order on the base
  • S’ ensure that the passive safety conditions are in place and complied with on the basis
  • Participate in the collection and the’analysis of safety information, in connection with the CT

FINANCIAL MANAGEMENT

  • Estimate the financial needs of logistics related to the’administrator
  • At the request of the’administrator, communicate the cash requirements of logistics
  • Track the expenses of the logistics and the payments of the suppliers, in connection with the’administrator
  • Transmit monthly the forecast of logistics expenditure updated in the accounting and financial monitoring

REPORTS

  • Carry out the monthly logistics report for the Birao base and transmit it in coordination, in compliance with the deadlines imposed (procurement follow-up, stock report, equipment inventory, etc, fuel consumption tracking, etc..).
  • Weekly distribution of Procurement Tracking to Birao teams
  • Monthly update of the procurement plan and dissemination to the programs, in conjunction with the project manager
  • Provide documents for the logistics part of donor reports and audits

These responsibilities can be reviewed in line with changing needs on the ground.

Safety, working and living conditions

The security context requires strict compliance with the security rules (curfew, movement monitoring, etc.) put in place by the Field Coordinator and regularly revised according to the evolution of the context. Field trips outside the main cities are currently only possible’ with rental vehicles and after validation by the Country Director. TGH is a well-known and appreciated humanitarian actor in the area.
In Birao, TGH has’a secured concession on a 3,600m² plot comprising 2 houses, offices, warehouses and a borehole. L’adduction in water is provided by a borehole and the’electricity by a generator. Wifi connection is available.
In this context, expatriates from Birao have the opportunity to spend a few days in Bangui every 6 weeks.
In Bangui, expats have single rooms in three shared houses, two of which are located on the concession where the office is also located. A wifi connection is available in all homes and in the office.

  • Higher education in the field of logistics
  • Previous experience on a job as a TRAGne NGO Logistician recommended
