telephone/Green Line free. WFP DRC strives to ensure that the information received through these different channels is grouped in a centralized location in order to improve the response to beneficiaries and data analysis to inform the

programming.

ORGANIZATIONAL CONTEXT

The SLL ( Saving Vies and Means of Subsistence ) Project is funded by the MasterCard Foundation under the coordination of the African Union Africa-CDC and its operation in the DRC covers two provinces of Kinshasa and Lualaba in its first year. SLL provides logistical support to the Expanded Program on Vaccination ( PEV ) in the transport and handling of vaccines and consumables. The budget allocated to the SLL Project for logistics management in the country is $ 2.4 million for the first year, it being understood that the life of Project is 3 years from December 2022.

As part of the implementation of its Micro-plan, the SLL Project is looking for a/e Administrative and financial assistant to ensure the day-to-day operations of the Project and to liaise with WFP administrative and financial services to dispatch all payments and other related tasks. This position is based in Kinshasa and is under the direct supervision of the SLL Project Manager in collaboration with the WFP BSP Manager.

JOB OBJECTIVE:

Provide a quality service in the management of the logistical and financial tasks of the Project in order to contribute to the’ improvement of the performance of the Project in accordance with the current procedures of the WFP.

MAIN FUNCTIONS AND RESPONSIBILITIES :

  1. In collaboration with Project Operations Officers, ensure coordination of all ENP transport requests and shipment of products from the Central Kinshasa ENP depot in Kinkole to its provincial delivery point.
  2. Verify resource requirements in the field of’ logistical support to the Expanded Vaccination Program (ENP) and help identify emerging needs, including, in order to enable the execution of operations and services in an efficient and economically rational manner.
  3. Process all requests submitted by partners via the SMP (Service Market Place) tracking tool to ensure that requests are processed within the time limit and follow up.
  4. Support and assist other BSP Focal Points and warehouses in the’ use of SMP software in relation to requests and tasks submitted by the Project Manager or his successor in title.
  5. Provide staff with assistance on applicable procedures and technical support in

financial and budgetary areas to ensure compliance with financial management policies and rules and with the WFP Financial Regulations on current payment arrangements.

  1. Contribute to the preparation, implementation and monitoring of budgets and to the monitoring of expenditure and budget forecasts, to ensure that future funding needs are met.
  2. Consult with other country office teams to ensure that all financial and administrative services are delivered efficiently and in accordance with the performance needs of the Project.
  3. Adapt and update administrative procedures and support the implementation of procedures, in order to contribute to the continuous improvement of the administrative and financial services of the Project.

Education:

  • University degree in Business Administration, Economics, Supply Chain / Logistics or any other related field.

Experience:

Knowledge & skills

  • At least five (5) years of professional experience in one of the following areas: Supply Chain, Logistics, Finance, Administration.
  • Experience in administering logistics services/contracts with third parties/companies.
  • Experience in the use of fund management systems and product accounting is required.
  • Professional experience within the WFP or a UN agency, or the international NGO is an asset.
  • Good written and oral communication skills.
  • Ability to build relationships with various individuals through different functions.
  • Proficiency in the use of office equipment and software packages, such as Microsoft Word, XLS, PPT.
  • Knowledge of routines and working methods in order to carry out processes under minimal supervision.
  • Demonstrate tact and courtesy in giving and receiving information to a wide range of people.
  • Results-oriented management ;

Languages:

  • High level of French spoken and written (Level C)
  • Intermediate level of’anglais (level B) as an official language that may be necessary for the’ to perform functions dependent on the workplace and interlocutors.
