About the role

This is an unaccompanied one-year replacement position based in Bangui, with frequent trips to the project sites, with a salary of grade 4 from 44,133 to 49,038 euros.

You will report to the director of operations (OD) and provide the hierarchical management of a logistics team of 13 people based in Bangui. You will work closely with the programme manager (PD), the country financial controller (CFC), the area coordinators (Ombella-M’Poko, and Ouaka & Basse-Kotto), and, the managers of the bases and logistics on the bases (Bossembele, Mobaye, Kouango, Grimari), the managers of programs and the logistics advisor in Dublin,; you will have frequent interactions with suppliers, government departments and other logistics managers within other ONGI and the logistics cluster.

We want you to start no later than May 2024.

Your role: As a member of the country management team, you will lead the day-to-day operational management of all logistics operations in the country (purchases, transport/fleet, etc, warehouses and assets) and contribute to security management in the country concerned, under the hierarchical direction of the operations manager. To support field teams and ensure that logistics systems are tailored to the program and context, you will make frequent support visits to program areas and to new areas if necessary. You will work in accordance with Concern’s operational policies and procedures.

You will be responsible for:

Logistical operations

Purchases :

– With the support and guidance of the OD, lead the logistics operations of Concern RCA in an efficient manner, and, timely and efficient to meet program objectives and in accordance with the requirements and guidelines of Concern logistics manuals.

– In support of the’ country management team, regularly assess and review contracting systems and procedures to ensure they are appropriate to the CAR context and compliance requirements.

– Ensure that all programmes have up-to-date and comprehensive procurement plans in place.

lead the review and update of procurement plans as the primary tool for coordination/planning between contracting and programs.

– Establish systems and controls to ensure the quality and value for money of equipment, goods and equipment purchases.

– Ensure the timely delivery of program goods and services and the transportation of personnel.

– Supervise the customs clearance process for imported goods and ensure that all necessary documents are produced to facilitate the process.

– Supervise the process of the supply request tracking system (revise and consolidate), ensure that it is completed and shared with the interested·s, and, all budget holders and logistics staff on a weekly basis.

– Establish and monitor framework agreements for categories of strategic items contributing to the improvement of the efficiency of procurement in CAR.

– Establish, develop and manage relationships with local suppliers and relevant stakeholders, as appropriate, and, in order to allow a good networking and information on the market situation for the efficiency of the purchases of Concern RCA.

maintain a database of local suppliers (including the list of preferred suppliers) and a list of prices of the most requested goods and services.

Transport :

– Ensure that all aspects of the programme receive effective and timely transport support.

– Ensure that vehicle control sheets and fuel control documents are completed in a timely and accurate manner, with monthly reporting and reconciliation.

regularly analyse transport information in order to inform the management team of the situation of the vehicle fleet and to bring any concerns to its attention.

– Review contracts of carriage to ensure that they comply with legal concerns and requirements before submitting them for CD/OD approval.

– Ensure that a vehicle maintenance plan exists for all Concern vehicles (motorcycles, 4×4, etc.) and that all vehicles and drivers comply with the national regulations on transport.

Storage / Stock :

– Supervise all storage facilities in accordance with Concern standards and procedures, ensuring that all items are stacked correctly and can be easily counted. Ensure that warehouses are kept clean and secure, and that all damaged items are reported and processed in accordance with Concern’s existing logistics procedures.

– Advise and support field and programme teams in planning and managing stocks to ensure the achievement of programme objectives.

– Supervise the process of the stock monitoring system (revise and consolidate), ensure that it is completed and shared with the interested parties, and, all budget holders and logistics staff on a monthly basis.

– Advise program and field teams on distribution systems when necessary.

Asset management :

– Maintain a centralized fixed assets register for CAR in coordination with the IT manager and carry out semi-annual and annual assessments ;

– Give advice on the disposal and replacement of assets, if applicable.

Security management

– Help the director of operations to ensure effective security management, which may include participation in the review of the safety management plan ( PGS ) of the CAR and specific PSO, participation in security coordination meetings if necessary at the request of the OD, and contribution to the establishment of clear procedures for the security of personnel, property, CAR equipment and premises.

– Lead the SFG for the Bangui office, Bangui, ensure that meeting minutes are communicated to the OD on time and that security incidents in Bangui are duly and promptly reported on the SIRT (Security Incident Reporting Tool) and classified if necessary.

Reports, documentation and budget management :

– Monitor the implementation of control and reporting processes in the areas of logistics functions (purchases, stocks, etc, assets and transport) in order to ensure accountability to donors and other relevant stakeholders.

– Centralize and consolidate the monthly transport and inventory reports for CAR (and ensure visibility of stock status in accordance with existing Concern logistics procedures) for review by the OD.

– Centralize and consolidate the quarterly report of donations in kind and share it with the country’s financial controller after approval by the OD.

– Ensure that documents related to logistics ( tender process, purchase documents, purchase contracts and framework agreements, transport contracts, stock sheets, etc.) are properly archived to facilitate controls, revisions and audits.

– Prepare the monthly treasury of the logistics department of Bangui and submit it to the OD for consolidation.

– Manage approved budgets specific to the logistics function according to the limits of the delegation of power.

Staff management and capacity building :

– Contribute to the periodic review of logistics capabilities to ensure that CAR maintains its ability to respond to emergencies in the most efficient and timely manner possible.

– Effectively manage and support the staff who fall under this position through a capacity building plan of the’ team as well as a biannual review of performance and frequent meetings in team or one-on-one.

Other :

– Attend regular meetings of the logistics cluster to ensure effective coordination and implementation of program support.

– Support and contribute to the implementation and updating of the Concern Strategy for CAR.

– Contribute to organizational responsibility initiatives, including overseeing the deployment of Concern commitments under basic humanitarian standards (CHS).

Your skills and experiences should include:

– Bachelor degree in the relevant field (logistics, supply chain management, business administration, etc.)

good command of Microsoft 365 Professional software and services

– At least 3 years of proven professional experience in logistics systems or equivalent – distribution, purchasing/warehouses, transport, including at least 1 year of experience in logistics coordination

experience working in the humanitarian sector and in complex emergencies

– Experience working in complex emergencies and ability to work with others while achieving expected results

experience in personnel management

– Good communication skills, that is, consultancy/education skills, network skills, team building skills, training skills/capacity building

– Good time management skills and ability to respond positively and constructively to a rapidly changing operational environment

– Excellent French, oral and written skills, essential

willingness to travel occasionally to rural areas far from the capital and to operate in rudimentary conditions.
