BACKGROUND
Under the direct supervision of the Field Security Officer, the Local Security Assistant assists in the implementation of security operations and participates in the execution of all actions relating to the management of personnel safety and security in the area of operation concerned.
OBJECTIVES OF THE PROGRAM
The position is placed to strengthen the implementation of security operations.
STATION
In the context of the WHO Health Emergency Management System ( SGI ), at country level, the incumbent will provide support for the implementation of security operations and participate in the execution of all actions relating to the management of personnel safety and security in the area of operation concerned.
DESCRIPTION OF THE TASKS
Under the direct supervision of the Field Security Officer, the Local Security Assistant is responsible for: Performing periodic security risk assessments in the area of responsibility ;
Prepare the missions and accompany the personnel deployed in the field. Liaise and coordinate with elements of the Police and / or the FARDC involved in supporting field operations ;
Ensure compliance with the procedures and instructions of the United Nations Security Management System ;
Maintain the lists of staff members.
Organize security briefing sessions for newly deployed staffs ;
Notify staff members in an emergency in accordance with the operational area security plan ;
Monitor security incidents affecting deployed personnel and prepare security incident reports ;
Monitor the Warden System and keep up to date information relating to hotels and residences inhabited by the staff employed ;
Ensure good management of HF / VHF communications resources ;
Perform any other relevant task required by the Field Coordinator.
Any other task assigned by the WHO supervisor or representative.
QUALIFICATIONS REQUIRED
Education
Essential :
Have a high school diploma,
Having completed training in terms of security interventions and procedures
Wishable : .
Experience
Essential : At least 8 years of experience in security interventions and procedures.
Desirable : Experience in coordination and field operations with partners of the security forces
Have work experience within the United Nations and / or another international organization.
Language skills
Essential :
In-depth knowledge of French and
Functional knowledge of English
Desirable : Knowledge of local languages
Computer knowledge
Production capacity for results-based quality reports, control of Excel, Word and other computer system.
