UNICEF efforts have been focused on the most vulnerable regions identified by the Government of the Philippines Development Plan, particularly in the regions of Visayas and Mindanao. To ensure that interventions are sustainable and scaled up, UNICEF will support both the national and local government units (LGUs) as the main instruments of delivering services and building systems. The level of engagement with government institutions will consider capacities, economies of scale and sector issues.

UNICEF Philippines has two offices. One office is based in Manila and a field office in Cotabato City, the second largest city in Mindanao, Southern Philippines, with some 300,000 population. The city is the regional administrative centre of the Bangsamoro Autonomous Region of Muslim Mindanao (BARMM) and over 80 percent of the population is Muslim. Mindanao is both conflict-affected and prone to frequent earthquakes and typhoons.

How can you make a difference?

Under the supervision of the Chief, Child Protection the Consultant will assist in assist in fulfilling UNICEF commitments externally in the Humanitarian Country Team (HCT) PSEA Task Force, and internally provide technical assistance in implementing the UNICEF PSEA workplanAdvertisement

The consultant will have the following tasks and deliverables:

1.  Oversee the development and implementation of UNICEF PSEA workplan.

2.  Coordinate and build capacity of the UNICEF Task Team to better integrate PSEA into all sectors of UNICEF.

3.  Support PSEA risk assessment for all UNICEF partners, in coordination with Operations unit and PSEA sectoral focal points.

4.  Support PSEA capacity building activities of UNICEF CSO partners.

5.  Participate when needed in the HCT PSEA Task Team, regional and other meetings.

6.  Support for the preparation of Child Protection Outputs relevant reports and updates, including for the Country Office Annual Reports (COAR) and support donor reports and other internal and external reports.

7.  Support Appropriate Reporting and Response to SEA allegations.

A university degree in in social work or social science, law, human rights, social policy, psychology, or other fields related to social development and humanitarian work.

Advanced education degree is preferred.

A minimum of five (5) years of professional experience both at national and/or overseas with an international NGO and/or Civil Society Organizations in emergency context and significant exposures in the Protection sector.

Knowledgeable and familiar on the implementation of the Cluster Approach during emergencies in the Philippine setting.

Professional experience in the field of capacity-building work, designing and developing training programs for service providers at national and international organizations and addressing capacity-building requirements in development and emergency/humanitarian operations including training program design, management, implementation, monitoring and evaluation.

Experience working in international organizations or non-governmental organizations, and field work experience an asset.

Knowledge of Philippine policies, legislation, procedures/protocols, and structures related to the prevention and response specifically, child protection and GBV is a plus.

Familiarity with government planning, budgeting and administrative regulations is desired.

High level of writing and communication skills, computer skills.

Dynamic, independent, self-motivated, and well organized.

At least 120 hours of relevant training on child rights and child protection.

Fluent in English and knowledge of Filipino languages an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws. 

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
