The Humanitarian Logistics Cooperative (also known as “hulo”) is the first humanitarian cooperative that connects stakeholders and pools resources to optimize logistics and the supply chain. hulo member organizations are Acted, Action Against Hunger, Bioport, French Red Cross, Fleet Forum, Handicap International / Humanity & Inclusion, Intersos, Médecins du Monde, Norwegian Refugee Council, Oxfam Intermón, Plan International, Première Urgence International , Solidarités International, and Welthungerhilfe.

Its objective is to increase the impact of humanitarian aid by strengthening links and solidarity between humanitarian logistics actors and improving performance through the pooling of logistics resources and expertise. and supply chain.

Hulo was created in June 2021, and today its permanent team is made up of around forty people, spread across several countries. We anticipate significant growth in the coming months as has been the case since the launch of the Cooperative. We work dynamically to grow this Cooperative and its impact, with daily challenges around innovation, structuring and continuous improvement of our activity.

JOB DESCRIPTION

You will join the IS Projects department team made up of around twenty people (internal resources and service providers) with varied expertise (Web Project Managers, Analysts, Technical Manager, UI-UX Design Coordinator, Back and Front Developers, etc.), in responsible for designing, deploying and maintaining applications made available to humanitarian actors, including version 2 of the “LINK” software package (supply chain management solution for humanitarian organizations). In order to manage the integration and deployment of this solution and its use by organizations, the IS department has created the position of “LINK V2 Solution integration and deployment project manager (M/F)”.

Under the direction of the Head of the IS Projects department, and in continuous coordination with the LINK V2 project team and the other departments of the Cooperative, your missions will be:

Mission 1: Define the strategy and organize the integration and deployment of the LINK V2 Solution

  • With the support of the Department Manager and in coordination with the functional and technical design team, define the integration and deployment strategy of the solution.
  • Integrate into this analysis all the determinants and objectives of the cooperative, in particular the issues of multi-partner governance, communication, institutional reporting and the progressive development of a hulo service offering.
  • Identify the necessary resources and an appropriate organization, define monitoring indicators, steering bodies and reporting tools.
  • Organize the recruitment and on-boarding of team members (when necessary).

Mission 2: Coordinate the production of the first pilots with voluntary organizations

  • Coordinate the structuring and start-up of the project, then the different preparatory study phases until deployment.
  • Support the lead organization in mapping its processes, comparative analysis with the LINK solution and identification of gaps.
  • Coordinate the analysis of external interface needs with the support of the technical team.
  • Support the pilot organization in configuring its instance, its integration tests and its functional acceptance before deployment.
  • Based on feedback from LINK V1 deployments, support the pilot organization in preparing for its deployment, carrying out and evaluating it.
  • Report malfunctions noted by users, support analysis and monitoring of resolution.
  • Capitalize on each of the phases to fuel the design of integration tools.

Mission 3: Communicate and develop the network of organizations involved in the project

  • In coordination with the Communication department and the general management of the cooperative, define the Communication Plan to inform about the solution and reach new organizations.
  • Regularly carry out communications with the organizations concerned to maintain the dynamic of involvement in the project.
  • Coordinate responses to requests for information on the LINK solution
  • Represent the cooperative on forums and events to raise awareness of the LINK solution (and more broadly the hulo digital tools), and carry out visits to the countries of intervention to develop the network of user organizations.
  • Develop monitoring across the network of partners and the humanitarian ecosystem to capture interests and future needs.

Mission 4: Manage the design of the support service offering for organizations

  • Identify the needs of organizations to ensure the successful integration and deployment of the LINK solution, from the first information to use.
  • Define the support process and the services offered at each stage.
  • Design the necessary tools and ensure their dissemination.
  • Gradually develop service packages covering the different cases, making it possible to optimize the integration of new organizations and the scaling of the digital platform.
  • Support the definition and implementation of the economic model of the LINK solution

Mission 5: Contribute to the design of the solution

  • Support the functional and technical teams in designing the solution.
  • Lead the consultation of target organizations to ensure that expectations are covered and raise potentially unmet needs.
  • Identify specific needs related to the operational activities of the cooperative (“Shared Initiatives”) and support the integration of these needs into the solution.

YOUR PROFILE

  • Holder of a BAC+5 degree in Project Engineering, digital marketing and at least 5 years of professional experience in Project Management and 3 years of experience in humanitarian organizations.
  • Knowledge of the humanitarian ecosystem as well as a proven capacity to organize, mobilize and coordinate actors with different profiles are essential.
  • Knowledge of the supply chain of humanitarian organizations is required.
  • Experience in digital solution integration is a real asset.

HULO WILL OFFER YOU THE FOLLOWING CONDITIONS

A full-time salaried position

  • Based in Montreuil in France with the possibility of working remotely.
  • Employment contract under French law for an indefinite period.
  • Framework status at the annual flat rate based on 1600 hours per year.
  • Salary conditions:
  • Gross annual salary: €49K over 13 months
  • 22 days of RTT per year and 25 days of Paid Leave
  • Mutual insurance 100% covered by hulo
  • Transport: 50% of the fixed cost of commuting is covered.
  • Restaurant tickets: face value of €8, 60% covered by hulo.
  • Specific conditions and skills: prolonged sitting, oral expression, work on screen, telephone contacts.
