Learning and Accountability Consortium Adviser At Norwegian Refugee Council


The Advisor/a of Learning and Accountability of the MIRE Consortium is supervised by the Emergency Response Manager ( Manager of the MIRE Consortium ) and is responsible for designing a methodology and strategy for the taking advantage of all the information generated within it ( M&E data, Information Management and the Complaints and Feedback Mechanism ( MQR ) ), in order to generate learning processes and better programs in implementation, as well as lead the M&E, MQR and EGI team and guarantee the quality and effectiveness of their work.

one. Context

Considering the escalation of the Colombian internal armed conflict and the need to respond to the humanitarian needs generated by it, the Norwegian Refugee Council ( NRC ) in association with other humanitarian organizations, Doctors of the World France ( MDM ) and Action Against Hunger ( ACH ), have formed the MIRE Consortium ( Intersectoral Mechanism for Emergency Response ) whose purpose is the rapid response to emergency situations produced by the actions of armed actors throughout the Colombian territory.

The Advisor/a of Learning and Accountability of the MIRE Consortium is supervised by the Emergency Response Manager ( Manager of the MIRE Consortium ) and is responsible for designing a methodology and strategy for the taking advantage of all the information generated within it ( M&E data, Information Management and the Complaints and Feedback Mechanism ( MQR ) ), in order to generate learning processes and better programs in implementation, as well as lead the M&E, MQR and EGI team and guarantee the quality and effectiveness of their work.

The following is a brief description of the position.

2. General responsibilities

  1. Responsible for developing the consortium’s data management and learning strategy.
  2. Monitor and ensure compliance with the EGI Work Plan designed for the MIRE, and supervise the Technical Monitoring and Evaluation Officer and the MQR Technical Officer.
  3. With the support of the Information Management Team ( EGI ), lead the design and maintenance of the information management system, that is compatible with the tools of the partners themselves and UNOCHA mechanisms.
  4. Monitor the centralized MQR system by the consortium.
  5. Develop protocols to guide the correct use of tools for data collection, advise on quality control of M&E activities.
  6. Provide technical inputs to the M&E plans of the consortium partners, including methodological guidance and resource planning and capacity development.
  7. Manage the development and implementation of a learning agenda.

3. Specific responsibilities

  1. In coordination with the Consortium Manager, partners, and the Operational Committee, lead the development of a learning agenda for the consortium.
  2. Review and optimize M&E processes at MIRE.
  3. Ensure the inclusion of all partners in learning sessions.
  4. Lead in research or evolution studies related to the objectives of the consortium.
  5. Manage internal or external resources that are contracted to carry out specific research, evaluation or learning studies and products.
  6. With the technical officer MQR, support consortium members to align their systems, and support the MQR technical officer in developing and maintaining the accountability system at the consortium level, including joint initiatives, etc.
  7. With EGI, design, establish and implement the Consortium’s information management system, including SOPs and the training plan for personnel for use.

4. Competences

  • University professional in social sciences, engineering, or related to the call, with a postgraduate degree in project evaluation, information management, research.
  • Minimum 5 years of work experience in coordinating monitoring and evaluation systems in a humanitarian context and / or emergency response.
  • Minimum 5 years of experience in results-based project management.
  • Previous experience of work in complex contexts and with a population victim of conflict in Colombia.
  • Technical knowledge necessary to design rigorous research methods and instruments ( including non-experimental, experimental and quasi-experimental designs ).
  • Advanced experience in analysis and qualitative and quantitative data tools.
  • Technical competence and previous experience in the implementation of various methodologies and approaches for evaluating programs.
  • Excellent analytical, communication, interpersonal, writing, collaborative, problem solving, planning and facilitation skills.
  • Desirable experience in coordination and communication processes between different organizations ( Consortiums, sectoral and intersectoral technical / thematic groups such as Clusters or the like ).
  • Written and verbal fluency in English.
