The Leader of Monitoring, Evaluation, Accountability and Learning will be in charge, among others, of the following functions:
- Work with the coordinators at each site of our emergency operations in Colombia to plan and establish monitoring and evaluation activities, and learning.
- Determine and develop protocols and management processes of the Monitoring, Evaluation, Accountability and Learning System for programs.
- Develop and implement a framework for program monitoring that includes rapid evaluation and baseline and final tools, tools for monitoring the general and specific response of projects, approaches, responsibilities of staff and teams, and frequency of monitoring and evaluation activities.
- Lead the process of data collection and analysis for research activities of our emergency operations.
- Ensuring data quality and compliance with all grant reporting requirements and timely submission.
- Lead and implement the Request, Complaints and Suggestions System in a way that is ethically sound and shows progress, assesses our impact, indicate any gaps and report to the next steps in the program.
- Apply flexibility and adaptation to the data collection methodology based on landscape change, environmental fluctuations and changing priorities.
- Provide technical support to the country, regional and central office team to ensure that accurate and timely information is distributed to appropriate channels.
- Maintain the quality standards of all monitoring and evaluation systems in accordance with the organization’s policies and guidelines.
- Provide timely progress reports for key leadership, stakeholders, and relevant partners.
- Coordinate and work hand in hand with the parent company M&E technical team.
- Represent Americans in meetings and trainings on data collection and reporting topics for humanitarian response coordination agencies in the country.
- Apply flexibility and adaptation to the data collection methodology based on landscape change, environmental fluctuations and changing priorities.
- Provide technical support to the country team and central office to ensure that accurate and timely information is distributed to appropriate channels.
- Train teams in the country to manage the Information System and protect information.
- Supervise and accompany the technical operations of monitoring and evaluation assistants at headquarters.
- Constantly supervise and train: Monitoring and evaluation officer, two monitoring and evaluation assistants, and technically the monitoring and evaluation assistants, from all the headquarters in Americares Colombia.
