The minimum required qualifications were determined in view of the specific duties and responsibilities of this position.
The specific language requirements for this position are detailed hereunder. However, candidates applying for the professional category vacancies who have not already successfully completed their probationary period within the ILO and whose mother tongue is not one of the working languages of the Office (English, French and Spanish), shall be required to possess a fully satisfactory working knowledge of at least one of the ILO working languages. If appointed they may be required to acquire a knowledge of a second working language of the Office during their initial years of service.

The position is located in the Statistical Standards and Methods Unit (SSMU) within the Department of Statistics (STATISTICS). STATISTICS supports the development of international statistical standards in the field of decent work through the International Conference of Labour Statisticians, the UN Statistical Commission and other international fora. It provides ILO constituents with technical assistance to improve their ability to produce primary data in accordance with agreed standards, classifications and concepts, particularly in developing household and other type of surveys, use adequately international statistical standards. It is also responsible for building capacities of ILO constituents, for compiling and disseminating ILO statistics related to the world of work, and for reporting on the global indicators to monitor Sustainable Development Goals (SDGs).
The position is responsible for providing support to the development and implementation of the latest standards in the domain of work statistics, assisting constituents in their measurement and dissemination programmes. The position involves the provision of support and technical backstopping on a range of topics relevant to work statistics, in collaboration with the team of senior statisticians within the unit.
The position will report to the Head of the Statistical Standard and Methods Unit.
1.Undertake research on assigned topics related to methodology for labour statistics including on country practices, relevant academic research, international standards or other relevant documents and synthesise the results in reports. 2.Draft technical inputs for ILO publications on methods and topics assigned such as labour force survey methodology, questionnaire design and testing, informality, earnings, occupational classifications and others relevant to the current work programme of the unit. 3.In collaboration with the senior statisticians in the SSMU, provide support and guidance to countries on the implementation of labour force surveys based on the latest international statistical standards. 4.Develop and deliver training content on labour statistics as part of the Department’s capacity building programme. 5.Provide support to the global technical team for statistics for the building of capacity and technical assistance to countries on assigned topics. 6.Support the standard setting work of the Department through the provision of inputs and synthesised research to the senior statisticians of the unit, supporting the standard setting process including organisation and support of meetings of working groups or other fora. 7.Provide technical inputs to the design and implementation of pilot study programmes organised by the SSMU, undertake analysis of pilot study datasets using statistical software and synthesise key findings and conclusions in collaboration with the senior statisticians of the SSMU. 8.Perform other relevant duties, as assigned.
These specific duties are aligned with the relevant ILO generic job description, which includes the following generic duties: Generic Duties
- Organize, design, plan and carry out the collection, evaluation, processing, analysis, projections and dissemination of statistical data in specific fields.
- Select methods of collecting data, planning and preparing data-gathering instruments; developing appropriate instructions and guidelines for it, and identify sources of data including research studies, surveys and other statistical sources.
- Develop and manage statistical databases. This includes design and development in collaboration with a system analyst or computer programmer. Ensure maintenance of the databases as well as related documentation.
- Provide technical support to other ILO programmes and projects and/or to the Organization’s constituents.
- Provide technical and administrative backstopping support services to field offices and development cooperation projects.
- Participate in the development or revision of standards on statistical concepts, definitions, classifications and methodologies, including analysis of existing practices. Contribute to the preparation of technical reports.
- Participate in seminars, workshops, expert meetings and training sessions as a technical resource person.
- Draft technical documents for international, intergovernmental and expert group meetings and assist in drafting relevant reports.
- Furnish technical advice and assistance to the statistical offices of national ministries and constituents in solving problems in collecting, classifying and tabulating and presenting data, in designing questionnaires and in developing survey methods, performing these functions through correspondence and missions.
- Undertake research and provide inputs in the preparations of manuals on related topics.
Advanced university degree (Master’s or equivalent) in the field of statistics, economics or other related disciplines with training in basic and applied statistics or similar studies or other relevant field. A first-level university degree (Bachelor’s or equivalent) in one of the afore-mentioned fields or other relevant field with an additional two years of relevant experience, in addition to the experience stated below, will be accepted in lieu of an advanced university degree.
At least five years of experience in the area of labour statistics. Experience of work in a national statistical office would be an advantage.
Excellent command of one working language (English, French, Spanish) of the Organization and a working knowledge of a second working language of the Organization. One of these languages must be English.
In addition to the ILO core competencies, this position requires: Technical competencies
Knowledge of computer science and its application to statistical work. Ability to: apply statistical techniques and methods to a wide variety of practical problems; undertake research techniques and analyse complex cross-national practices and data sets covering a wide range of issues in the specialized technical field; guide and coordinate the work of General Service staff and external collaborators and to prepare reports and publications of a high quality, technically sound with conclusions leading to action plan and programme development; use statistical programming software such as STATA. SPSS or others for the processing and analysis of data.
Behavioural competencies Ability to work in a multicultural environment and to demonstrate gender-sensitive and non- discriminatory behaviour and attitudes.
Conditions of employment
- Any appointment/extension of appointment is subject to ILO Staff Regulations and other relevant internal rules. Any offer of employment with the ILO is conditional upon certification by the ILO Medical Adviser that the person concerned is medically fit to perform the specific inherent requirements of the position offered. In order to confirm an offer from the ILO the successful candidate will be required to undergo a medical examination.
- The first contract will be issued for a twenty-four month period.
- A successful external candidate will be on probation for the first two years of assignment.
- Any extension of contract beyond the probation period is subject to satisfactory conduct and performance.
