Background

The empowerment project for disadvantaged women and girls is aligned with the 5th Hi5 of the African Development Bank ( AfDB ) entitled: « Improving the quality of life of Africans, in particular within the framework of the Youth Employment Strategy and the Gender Strategy ». As part of the Jobs for Young People strategy, the AfDB aims to increase inclusive employment and entrepreneurship, strengthen human capital and create lasting links with the labor market. The proposal is also aligned with the Bank’s Gender Strategy in its pillar 2: « accelerate job creation for women by improving skills ». This pillar aims to increase women’s access to relevant skills and jobs, taking into account the need to’introduce more women in science, technology, engineering and mathematics ( STEM ), while leveraging technology to improve access to skills and information. Based on previous experience from the « project Empowering women in agricultural processing », financed by the Korean Trust Fund and implemented by the UN Women, education and skills development have emerged as a key problem for the development of women and girls, especially in rural areas. With the BuyfromWomen platform developed as part of this project, women and girls have demonstrated their appetite and ability for digital technologies and business opportunities.

  •  Importance of the project

The overall objective of the project is to ensure that disadvantaged girls and women in Côte d’Ivoire have access to, participate and obtain quality learning outcomes, entrepreneurship and employment through education and digital technology, by :

  •  – Developing context-specific, affordable and evolving learning, entrepreneurship and employment paths to empower disadvantaged women and young women in Côte d’Ivoire.
  •  – Offering women and young women, their families, local communities and societies the benefits of access to educational services adapted not only to their needs as learners, but also to their future as employees.

It relies on partnerships, holistic approaches, innovative technologies, learning pedagogies and funding to achieve its objectives. It targets 200 girls and women who are out of school or out of school or out of 10 IFEFs from peri-urban and rural areas aged 16 to 45 ( 72.8% aged 16 to 25 ) who do not have access to formal education and entrepreneurial skills.

The Center for Female Entrepreneurship set up by UN Women in Abidjan, in the commune of Attécoubé, will be used as a support tool for learners in their learning and vocational training program. This center will work in synergy with the Institutes of Training and Education of Women [ 1 ] ( IFEF ) in order to set up centers for the empowerment of women at the national level in the coverage areas of IFEFs.

As part of the implementation of the activities of the project “Autonomization of women and girls disadvantaged by education and digital technology”, UN Women is recruiting a ( e ) Project Coordinator to coordinate interventions related to the Ministry of Women, Family and Child and all stakeholders in the project.

The objective of the « Project Coordinator » post is to ensure the proper management of activities for all UN Women interventions in collaboration with the MFFE and all stakeholders. He / she is at the same time responsible for supporting the planning, implementation and monitoring of project activities ” Empowerment of women and girls disadvantaged by education and digital technology “at the operational level. He / she will support the specialized departments and services of the MFFE and other stakeholders with a view to better ownership and participation in the activities planned by the project.

Women’s training institutes. There are currently 130 Women’s Training Institutes in Côte d’Ivoire. The creation of IFEFs is initiated by the State, local authorities, village communities, individuals, faith-based organizations and private entities. The vast majority of these IFEFs are managed by the State ( 93.5% ) 7% ( being owned by religious organizations established by the government.

Duties and Responsibilities

Under the authority of the program manager and his direct supervision, the Project Coordinator will have the overall mandate to conduct the actions in progress in the project ” Empowerment of disadvantaged women and girls through education and digital technology”. He / she will support the implementation of the various project activities. Specifically, he / she will be responsible for : 1- As “Project Coordinator” of :

  •  Coordinate and supervise the activities being implemented on the project ;
  •  Implement the operational planning of the project ;
  •  Represent the project in regional meetings according to the mandate that will be granted to it and be the interlocutor for UN partners Woman within the limits of the prerogatives granted by the Country office in country level ;
  •  Maintain a good flow of communication and information – in close consultation and collaboration with the technical coordination of the portfolio – with all partners, institutions intervening on themes contributing to training, education and economic empowerment of young girls and in the regions and localities concerned ;
  •  Maintain close collaboration with national and local partners in charge of training and entrepreneurship including female entrepreneurship ;
  •  Ensure the timely drafting of project reports and report regularly directly to the Program Officer ;
  •  Inform the head of UN Women’s programs and the MFFE on the delays and risks of not achieving the objectives of the project and propose strategies and measures to remedy these problems ;
  •  Actively participate in the capitalization and management of knowledge related to the various project interventions for the benefit of beneficiary women ( documentation of the main activities carried out and experiences acquired, success stories … ) ;
  •  Support technical coordination in monitoring the implementation of transversal activities at the field level for all the projects in the training and professional integration portfolio ;
  •  Ensure other tasks assigned by the program manager at the country office level ;
  •  Monitor the evolution of ( output ) effect indicators in collaboration with the UN S&E manager women and the MFFE ;
  •  Support the preparation of regular and timely reports ( internal and external ) ;
  •  Prepare and participate in meetings with the technical and financial partner, the various Advisory committees at the level of the support regions to discuss the progress and annual planning of the project and presentation of the reports ;
  •  Support the identification of needs, preparation, coordination and monitoring of support missions by short-term international and national consultants in the field ;
  •  Identify, analyze and propose measures, promising and innovative ideas for the upgrading and development of the economic initiatives of beneficiary women and their organization ;
  •  Ensure other tasks assigned by the Program Manager.

2-In support of project activities Empowerment of women and girls disadvantaged by education and digital technology

  •  Contribute to the planning and management of the activities of the other projects of the program in collaboration with the specialized departments of the MFFE and the other structures concerned ;
  •  Support the development of the operational plan ( activities and indicators ) / annual work plan ;
  •  Ensure regular monitoring and adjustment of the project phases, namely ; the launch of the – project the development of main and additional content – technical support for the deployment of program implementation and cross-learning and mid-term evaluations and final ;
  •  Develop technical documents for partnership or calls for tenders for project support services as well as actions for the integration of women entrepreneurs / women’s organizations carrying economic initiatives;
  •  Organize, participate and support technical support, supervision, internal and external monitoring and mid-term review missions and ensure the follow-up of their recommendations ;
  •  Participate in monitoring the activities of temporary consultants ;

Participate in the collection of the various data / information necessary to supply the system

  •  monitoring-evaluation and progress of activities ( Results-based management )

Cooperate with institutions and organizations involved in the field of qualifying training, professional integration and entrepreneurship of women in the country

Required Skills and Experience

Education and certification:

  •  Hold a higher education diploma ( BAC + 5 minimum ) in training engineering, administration and project management or any other equivalent diploma.

Professional experience:

  •  Justify at least 3 years of professional experience to a similar post of project manager or component manager of a development project ;
  •  Have solid work experiences in companies ;
  •  Have experience in the field of female entrepreneurship ;
  •  Justify good knowledge in monitoring and evaluation of projects ;
  •  Having a good mastery of gender concepts and empowerment of women is highly recommended.

Languages:

  •  Master of the French ;

Knowledge of English or another official working language of the United Nations is an asset
