Junior Research, Training and Evaluation Officer / Quality & Accountability Referent At Emergency Group – Rehabilitation – Development

Join a committed and dynamic team at Groupe URD headquarters in Plaisians in Drôme Provençale where you will work in a magnificent setting. You will thus participate in the production of knowledge, the development of recommendations for the sector, the support and implementation of these recommendations and new approaches.

RESPONSIBILITIES AND ACTIVITIES

GENERAL MISSION
You contribute to research, evaluation, training, development of tools/methods and support related to quality and accountability issues for solidarity actions. Your general mission is to actively participate in the critical and constructive analysis of the international aid sector in order to identify the difficulties encountered and the improvement needs of teams and organizations on project quality management (including monitoring / evaluation / accountability / learning issues), as well as for the development of capacity building approaches for aid partners.

You design, organize and carry out missions:
Methodological and strategic support
– Participation in the dissemination and operationalization of the Core Humanitarian Standard (Groupe URD being co-author of the standard)
– Carrying out diagnostic missions at different levels depending on the requests (organization, methods, practices, etc.)
– Organizational support for improving quality practices and processes, including support for the development of SERA systems

Training
– Participate in the analysis of training needs and the development of training content
– Design and delivery of training sessions for adults (on subjects such as MEAL/SERA (theoretical content and practical implementation issues) , the quality of aid, capitalization initiatives, evaluation, etc.) for international and national humanitarian actors, or in the academic context in France and abroad.
– Participation in the design and delivery of online learning training modules on the Groupe URD platform, particularly for local partners.

Research
– Organization of monitoring (symposiums, meetings, etc.) on issues of quality and accountability, agile management and capacity building
– Participation in setting up research projects/studies (needs analysis, document writing problems, preparation of financing files, etc.)
– Participation in the conduct of research/studies on the subjects of aid quality and accountability as well as in the drafting of research reports.
– Participation in the writing of articles and works for publications

Evaluations
– Carrying out and/or participating in program evaluations:
o Monitoring calls for tender,
o Response to the Terms of Reference,
o Development of collection and analysis methods,
o Carrying out field surveys, interviews, use of participatory methods,
o Bibliographic analysis and collected data
o Drafting of reports
o Dissemination and restitution of results

REQUIRED PROFILE:
Committed to international solidarity, you have initial training (Bac+5) in the fields of Social Sciences (International Relations, socio-anthropology, etc.), Project Management (Master of training in project management of international aid), or higher education in another field (such as Quality – eg. Master in Organizational Quality Management), you are able to demonstrate equivalent expertise acquired through your professional experience.

You have at least 2 years of experience in monitoring, evaluation of projects and experience in:
– Project management in crisis contexts
– Collection and management of information
– Organizational support for improving practices and processes on quality issues
– Experience in facilitating and designing training for adults, particularly in the SERA/MEAL field
– Mastery of quality approaches (eg. Agile management, change management, etc.) and good knowledge of desirable Quality standards
– Conduct of operational research and publication experience desirable

In addition, you have the following skills:
– Ability to analyze, synthesize and write, inclined to writing work
– Knowledge of teaching techniques for adults, as well as team leadership
– Excellent listening skills , communication and negotiation
– Capacity for organization and autonomy, flexibility, prioritization
– Very good command of English and French (oral and written), mastery of another language is a plus.

CONDITIONS:
– Full-time permanent position (start of contract: June 2024)

– Based at the organization’s head office (Plaisians, Drôme provençale)
– Regular travel to humanitarian intervention areas and in Europe (approximately 30% of working time)
– Salary based on experience and training, based on the Groupe URD salary scale
