ORGANIZATIONAL CONTEXT
Emergency preparedness and response is the core of WFP’s work. With the number and intensity of natural disasters around the world on the rise, it is more crucial than ever before that WFP maintain and grow a team of dedicated, committed and specialized emergency response professionals at all levels in HQ, Regional Bureaus and Country Offices. In HQ, the Emergency Preparedness and Response Division leads preparedness and response at the corporate level by ensuring early warning and context analysis, corporate attention to priority countries, advocacy with donors and partners, operational alliances and early response, including through deployment of surge staff.
We are currently seeking to expand our team in Rome with three (3) entry-level professional positions (P1). We are looking for dedicated, enthusiastic professionals who wish to pursue a career in a humanitarian organisation that includes multiple field assignments. JOB PURPOSE
You will contribute to WFP’s corporate emergency preparedness and response efforts at all levels to ensure emergency preparedness and response is timely, efficient, effective, and implemented in an agile and integrated manner, as a core element of WFP’s global programme delivery. You are a flexible and all-round member of the EME team, ready to support the Division and the operations it supports, in whatever way necessary and are ready to deploy to emergencies for periods up to several months, and to travel when required.
KEY ACCOUNTABILITIES (not all-inclusive)
1. Contribute towards WFP’s corporate effort to maintain and improve emergency preparedness, early warning analysis, early action, and emergency response, ensuring alignment with wider programme policies and guidance.
2. Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
3. Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
4. Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
5. Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
6. Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
7. Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
8. Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support, learning initiatives, and on-the-job experience building.
9. Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
10. Deploy when required to emergency situations and, under close supervision, contribute to the implementation of emergency response operations.

OTHER SPECIFIC JOB REQUIREMENTS
The continuing increase in emergencies across the globe calls for a continuing investment in WFP’s emergency workforce. The P1 Emergency Programme Policy Officer profile is created as an entry-level function for humanitarian professionals who want to engage in emergency preparedness and response. The role requires a willingness to deploy, over time, to emergencies and to serve in challenging duty stations, as well as to contribute at HQ level to Corporate and Divisional efforts in emergency preparedness and response. The role requires flexibility and adaptability, the capacity to rapidly adjust to changing circumstances, and an overall willingness to contribute to WFP’s efforts in fighting hunger by leading from the front.
We are looking for dynamic, enthusiastic, and dedicated professionals who are at the start of their careers with at least 1 year of professional experience, in which they have shown their dedication to humanitarian work.
STANDARD MINIMUM QUALIFICATIONS
- Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.
- Language: International Professional: Fluency (level C) in English language. Intermediate knowledge (level B) of a second official UN language: Arabic, Chinese, French, Russian, Spanish, and/or WFP’s working language, Portuguese.
- At least one year of professional experience in implementing humanitarian operations
- Capacity to write reports and conduct meetings in English
- Experience using MS Office tools (Outlook, Excel, PowerPoint, …)
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- A demonstrated interest in humanitarian/development work, such as through volunteer work or specific academic interest
- Experience working in emergency conditions in natural or man-made disasters
- Participation in academic or other training courses specifically related to UN, development and humanitarian work
- Experience in drafting project proposals and reports
- International experience, outside of country of residence
TERMS AND CONDITIONS
Selected candidate will be employed on a fixed-term contract with a probationary period of one year. He/she will be required to travel abroad frequently to remote and difficult locations.
