The position is assigned in the Digital Solutions Division (ITDS) within ADB’s Information Technology Department (ITD). ITD manages the information systems and technology services required for ADB’s operational activities and knowledge exchange in Headquarters and Field Offices.

ITDS provides digital solutions by delivering and supporting software application/data/business process management service products. The division works with business stakeholders to ensure the digital solutions portfolio meets business needs. In support of delivering these services, this division provides governance of applications for ADB. It also provides business process and data management foundational services to drive information consistency and efficiency of product delivery. Guided by the application governance framework and leveraging these foundational services, the division provides digital solutions to support: 1) operations and knowledge management, 2) finance and risk management, and 3) administration and corporate management. In addition, it provides resources and expertise to promote data governance practice and deliver data services, including warehousing, master data management, and business intelligence systems.

Position title upon appointment is IT Officer (Digital Solutions).

Job PurposeTo act as the primary resource to implement, support and manage the evolution of technology platforms. The incumbent supports governance processes to manage the technology platform’s evolution to ensure optimized alignment with the organizational needs and usages. S/he leads the development of solutions in collaboration with a product lead. S/he monitors the use of the platform to ensure its optimal use. S/he oversees development teams and promotes modern software development methodologies, including agile, DevOps, test automation, and CI/CD (continuous integration/continuous delivery). The technology platforms s/he will oversee include ServiceNow and/or any similar service management tools.

The incumbent will report to designated International Staff.

ResponsibilitiesStrategy, Planning, and Client Management

  •  Acts as the primary resource to implement, support, and manage the evolution of technology platforms. Represents ITD to clients and coordinates with different parts of ITD on platform delivery and evolution matters.
  •  Supports governance processes to manage the platform’s evolution to ensure optimized alignment with the organizational needs and usages. Promote the use of the platform through training programs.
  •  Prepare and update the platform evolution roadmap.

Platform Design and Development

  •  Analyze user requirements and define a development approach in collaboration with the product lead.
  •  Oversees the development process and assist the product development team in meeting the objectives of each sprint/release cycle.
  •  Monitors release plan and delivery status for portfolio management.

Production Support

  •  Executes maintenance service plan, in collaboration with product teams, including upgrades, with in-house or managed service.
  •  Monitors the use of the platform to ensure its optimal use and that ensures privacy and information security requirements are met.
  •  Coordinates with product lead to ensure correct and efficient operations of application systems on the platform. Responds to and resolves major and critical incidents swiftly.
  •  Ensures that clients and stakeholders are informed of the status of the platform. Regularly submit reports on progress status, including problems encountered and resource requirements of assigned application systems.

Management and Administration

  •  Performs capacity planning to ensure the team has the resources and skill sets to meet the increasing demand from the business community.
  •  Assigns the work and supervises the work of the assigned staff and contractors—leads staff development efforts. Coaches, mentors, trains team members, and ensures the overall quality of their work.
  •  Manages and evaluates the performance of reporting staff, provides clear direction, regular monitoring, and feedback on performance.

Qualifications

Relevant Experience & Requirements

  •  Bachelor’s degree in Management Information Systems, Computer Science, Business Administration, Accounting, or related areas. Preferably with advanced training on related areas.
  •  At least 8 years experience in developing and implementing large-scale IT initiatives, 2 to 3 years of which were in leading relatively big systems development/implementation projects and/or experience in Service Management platforms and its application to complex hybrid cloud and on-premises solutions.
  •  Experience in developing and implementing ServiceNow development standards and best practices.
  •  Experience in managing ServiceNow solutions to meet established SLAs and regulatory requirements.
  •  Strong analytical and problem-solving skills
  •  Excellent ability in requirements analysis, systems analysis, design, and functional and detailed specifications preparation.
  •  Familiarity with software development lifecycle (SDLC) and Agile methodologies, DevOps. CI/CD (Continuous Integration/Continuous Delivery) and testing/quality assurance.
  •  Experiences in IT service management processes and tools required
  •  Demonstrated teamwork (ability to work with others to achieve more effective results)
  •  Excellent written and verbal communication skills in English are required.

The selected candidate, if new to ADB, is appointed for an initial term of 3 years.
