Job Description

The Position:

The International Programme Coordinator will lead the programme team, inspiring it to translate the regional and country goals into tangible solutions and results and will report to the UNFPA Representative.

Job Purpose:

The International Programme Coordinator in Iran will lead the programme team and contribute to the management of UNFPA programme activities in the areas of population and development, reproductive health and women empowerment including in humanitarian situations and coordinate the work of the programme staff of the office.

The incumbent will act on behalf of the representative as requested and will contribute to the UN systems coordination through participation in inter-agency policy dialogue and provision of inputs into joint common system initiatives.

You would be responsible for:

A. Programme Planning and Design:

  •  Providing technical and strategic expertise on Programme Planning and Management of UNFPA Iran CO and will provide technical guidance to Programme planning and design with a view to analyze and advise on policy reforms related to the ICPD including population and sustainable development.
  •  Working with a dynamic CO Team in charge of the corporate effort to expand partnerships with all strategic partners, positioning UNFPA as the leading UN Agency on sexual and reproductive health and women and girls empowerment.
  •  Supporting the CO to leverage the environmental scan and partnership analysis and use strategic entry points to strengthen all aspects of ICPD PoA and UNFPA mandate at the Programme level as well as the resource mobilization.
  •  Scanning the political, social and economic environment relevant to UNFPA Programme activities, conducting enterprise risk assessment and pursuing opportunities for UNFPA assistance and intervention.

B. Programme Implementation and Management:

  •  Enabling the achievement of programme results by identifying, providing and coordinating inputs into programme development and implementation, ensuring programme monitoring and oversight, and coordinating and evaluating the inputs of consultants and technical experts.
  •  Promoting knowledge sharing and continuous learning including testing, evaluating and documenting innovative strategies and best practices internal and external to UNFPA, and integrating these as appropriate.
  •  Providing technical capacity to the country office to strengthen its interagency position and collaboration and to position UNFPA’s mandate.
  •  Promoting a results-based approach, integrating innovative policies and strategies into the design and formulation of country programmes, sub-programmes and projects; ensuring programmes are responsive to the country’s needs in areas of UNFPA’s strategic priorities.
  •  Providing technical assistance/support to the programme team and contribute to the management of UNFPA programme activities and coordinate the work of the programme staff of the office.

C. Partnerships and Advocacy:

  •  Establish and maintain collaborative relationships, promoting strategic partnerships and alliances with counterparts in government, multilateral and bilateral donor agencies and civil society to address emerging issues, and effectively influence diverse stakeholders to contribute to achieving UNFPA’s mandate.
  •  Participating in advocacy and resource mobilization efforts of the CO, by ensuring preparation of relevant documentation, i.e. project summaries and funding proposals, conference papers, speeches, donor profiles, and participating in related meetings with government, civil society as well as public events.
  •  Providing technical guidance on policy reforms related to the ICPD including population and sustainable development.
  •  Translating global strategies into country-specific advocacy strategies. This includes creating and delivering evidence-based advocacy messages to promote UNFPA’s programme goals, taking into account political and social sensitivities.
  •  Contributing to conducting policy dialogue with Government, UN and other development partners to incorporate UNFPA’s priorities and agenda into national plans and strategies, and UN systems, initiatives and development frameworks.

Qualifications and Experience:

Education:

  •  Advanced university degree in Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management or other related discipline.

Knowledge and Experience:

  •  At least 7 years of progressively responsible professional experience in programme management and/or development, including project designing, appraisal and management, relevant to population and development activities.
  •  Demonstrated ability to refine programme design to ensure alignment of organizational programme objectives to national priorities/capacities.
  •  Proven ability to lead and manage teams to achieve demonstrable results.
  •  Excellent written and oral communication skills to foster engaged partnerships at a high level of representation and to maintain political partnerships.
  •  Field experience and prior experience in the UN system is an asset.

Languages:

Fluency in English. Knowledge of other official UN languages is desirable.
