Duties andResponsibilities

Background of the assignment United Nations Office on Drugs and Crime (UNODC) is the Office of the UN Secretariat mandated to assist Member States in countering and preventing illicit drugs, crime, corruption, and terrorism. As part of its efforts to support Criminal Justice reform in Uganda, UNODC is collaborating with the criminal justice actors including the Ministry if Internal Affairs (MIA) and Uganda Prison Service to implement a Five Year Programme on Strengthening Prevention and Criminal and Criminal Justice Programme in Uganda. The programme will implement Comprehensive and gender-responsive criminal justice and prison reforms with the aim to reduce the overuse of imprisonment and prison overcrowding, enhance prison-based rehabilitation programmes, prevent radicalization to violence in prisons and promote social reintegration of prisoners. The programme will support the Directorate of Community Service to strengthen supervision, monitoring and compliance of Community Service Orders. This intervention is in line with expected outcome 3 of the Programme The Directorate of Community Service under Ministry of Internal Affairs implements Community Service in Uganda. Community Service is a noncustodial punishment by which after conviction; the court, with the consent of the offender, makes an order for the offender to serve the community rather than undergo imprisonment. The Directorate derives its mandate from the Community Service Act, 2000 and Statutory Instrument No. 55 of 2001 – Community Service Regulations, 2001. Community Service aims at rehabilitating offenders within their communities, reducing recidivism and promoting social cohesion. During implementation, interventions are identified to help offenders reintegrate into their communities. The interventions aim at mitigating the criminogenic factors to avoid relapse into criminal tendencies. Offender rehabilitation and reintegration require highly skilled and competent Officers. The Community Service Officers involved in implementation of community service have different academic backgrounds. Upon recruitment, they are only equipped with basic knowledge and information on the concept of community service. In-service trainings are also conducted on an adhoc basis. There is therefore need for a training curriculum to guide their career progression and development in the service. The Directorate of Community Service with support from UNODC seeks to engage a consultant, to undertake the development of a comprehensive training curriculum (in English) for Community Service staff, based on training and development needs assessment in close consultation with various stakeholders. Purpose of the assignment: a) To conduct a staff training needs assessment b) To develop a comprehensive layered (Modular) staff training curriculum based on established public service officer levels. (The Curriculum will guide staff training and development for career progression in the community service cadreship). Specific tasks to be carried out by the consultant: The consultant will work under the overall supervision of the Head of Office, UNODC Uganda, under direct supervision of the Programme Management Officer, in performing the following substantive roles and duties: a) Conduct a comprehensive needs assessment. b) Undertake desk research and analyse all the necessary documents such as existing training manual/modules training materials, legislation of Community Service in Uganda and international best practice to fully understand the ground situation. c) Carry out a “Gap†analysis to identify gaps in the trainings being imparted and map out the issues related to the assignment. d) Analyse job descriptions to take into consideration the roles and responsibilities of Community Service staff at various levels. e) Develop a comprehensive training curriculum for Community Service staff career progression and improved service delivery. f) Organize and facilitate one Training of Trainers (TOT) workshop for Resource Persons under the Curriculum. g) Develop a detailed workplan, monitoring plan and budget for implementation of the curriculum

Qualifications/special skillsAdvanced university degree (Master’s degree or equivalent) in criminology, law, social sciences, business administration, or related discipline is required. A first level university degree in similar fields in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. At least seven (7) years of relevant work experience in the field of curriculum development/design, developing training curriculum and training materials is required. Demonstrated knowledge of international standards and norms in crime prevention and criminal justice, in particular the Nelson Mandela Rules, preferably complemented by exposure to delivering technical assistance on prison management related issues at international level, including in low and middle income countries is required. Demonstrate knowledge experience and skills in facilitating consultations, deploying sensitization/trainings workshops, capacity building and coaching skills is desirable. Ability to develop practical and user-friendly tools in the field of staff training is desirable. Demonstrated knowledge and experience in conducting need assessments is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For this post, fluency in oral and written English is required. Knowledge of another official United Nations language is an advantage
