Organizational framework

The main objective of FAO offices, led by an FAO Representative, is to help governments formulate policies, programs and projects to achieve food security and to reduce hunger and malnutrition, to help develop the agricultural, fisheries and forestry sectors, and use its environmental and natural resources in a sustainable way.

Hierarchical dependency

Under the direct supervision of the FAO Representative in Nicaragua, in coordination with the FAO Leading Technical Officer and the Project Coordinator.

Field of specialization

Develop the conceptual framework and management model of the National Climate Management Information System ( SNIGC ) in order to measure, inform and evaluate the actions implemented by Nicaragua to face climate change.

Tasks and responsibilities

  •  Prepare a work plan, methodological proposal and scope of the consultancy.
  •  Develop or update a mapping of actors in climate management in Nicaragua.
  •  Develop and validate a proposal for the scope and objectives of the SNIGC with the National System for Climate Change Management, the System of Production, Consumption and Commerce ( SPCC ) and FAO.
  •  Identify the components of the SNIGC and analyze the current situation of each one to identify the information and data requirements necessary to meet the scope and objectives of the SNIGC that were validated previously.
  •  Build a document with the management model for the operation of the Climate Management Monitoring System.
  •  Define the information / data collection mechanism, institutional arrangements and the system governance proposal.
  •  Develop a conceptual framework of the SNIGC, which describes the scope, objectives, regulatory framework, conceptual, methodological elements, operational and financial system of the National System that facilitates the report and evaluation of Nicaragua’s climate management, which must describe the links with the country’s regulatory and legal framework; as well as the scope of the system and level of application.
  •  Design a roadmap to implement the National Climate Management Information system

THE CANDIDATES WILL BE EVALUED IN ARRANGE TO THE FOLLOWING CRITERIA:

Minimum requirements

  •  University degree in economic, environmental or legal sciences with postgraduate studies in public policy management, development programs and projects.
  •  Cinco años de experiencia pertinente en tema vinculados a la administración pública desde instituciones y procesos de planificación y seguimiento de la gestión gubernamental, así como experiencia específica en estudios y procesos relacionados al seguimiento de la política pública en temas prioritarios, con especial atención en mitigación y adaptación al cambio climático, finanzas climáticas y fortalecimiento de capacidades.
  •  Conocimiento práctico (nivel C) del español y conocimiento limitado (nivel B) del inglés. Para PSA puede exigirse solo un idioma de nivel C.
