2gether 4 SRHR
Purpose of consultancy:
The primary objective of this consultancy is to develop a Resource Mobilization and Partnership Strategy to raise funding for certain underfunded components of the 2gether 4 SRHR Programme 2023 – 2027, a Joint United Nations Regional Programme that aims to improve the sexual and reproductive health and rights of all people in East and Southern Africa, in particular adolescents and young people, women of reproductive age, men, key populations, and people affected by crisis.
The 2gether 4 SRHR Programme brings together the combined efforts of UNAIDS, UNFPA, UNICEF and WHO to contribute towards the attainment of the SRHR-related targets of the SDGs 3 (Health and Wellbeing and SDG 5 (Gender Equality and empowerment), through:
- Strengthening the legal, policy and financial environment to enable beneficiaries to access services and realise their SRHR rights.
- Increasing access to and utilisation of quality, people-centred integrated SRHR services.
- Addressing gender and social norms and behavioural drivers for the realisation of SRHR for all.
- Ensuring Resilient health systems and communities are enabled to ensure the continuity of SRHR Services during crises.
The programme applies a regional approach working in partnership with regional economic communities, forum of parliamentarians, civil society partners, professional associations, academic and research institutions in the East and Southern African Region, with applied learning in the countries of East and Southern Africa.
It supports applied learning in countries through providing catalytic funding to countries, quality assured technical assistance, curating and brokering the exchange of knowledge, and south-south collaboration and cooperation.
Why a resource mobilisation strategy for the 2gether for SRHR programme
Even though the 2gether for SRH programme is well funded , certain key components within the programme,important to the overall objective of the 2gether for SRH program remain underfunded and therefore the recruitment of this consultant is to explore the potential for various resource mobilisation and partnership opportunities with a focus on resource mobilisation from traditional donors; High Net Worth Individuals (HNWI); general public; cause related marketing initiatives with the corporate sector and engaging in innovative blended financing or impact investment instruments to fund these under funded components of the 2gether for SRH programme.
Scope of work
Description of services, activities or outputs:
The primary objective of this consultancy is to develop a Resource Mobilization and Partnership Strategy to raise funding and financing for the underfunded components key to the implementation of 2gether 4 SRHR Programme 2023 – 2027.The tasks include the following:
Scope of work :
- Review the draft close out report from Phase I, the phase II programme document, results framework, year 1 work plan and budget, advocacy strategy, and other relevant programme documents to develop a Resource Mobilization and Partnership Strategy to strengthen the implementation of the 2gether 4 SRHR Programme.
- Undertake a donor mapping which includes a desktop scoping of potential funders and financers for the 2gether for SRH programme and list them in an excel document detailing the donor, potential funding to be mobilised , components they are interested in and contacts for further engagement.
- Produce a 5 page report detailing at least 5 donor partners for each under funded component of the 2gether for SRH programme including the engagement strategy
- Develop a 10 paged resource mobilisation to fund components of the 2gether for SRH programme
To guide resource mobilization:
- Undertake a desk top review of the UN guidance on resource mobilisation for Joint Programmes global, regional and national examples or case studies that have jointly mobilised resources in support of joint programmes that describe the approaches used, lessons learnt, and promising practices.
- Undertake a donor mapping of multilateral and bilateral donors philanthropic foundations, multilateral development banks, the private sector working on issues relating to SRHR focusing on East and Southern Africa using a regional or multicounty approach. Identify their areas of interest and focus areas, countries of interest, funding cycles, preferred funding/partnership modalities, and guidelines for funding Joint Programmes Map any available crowd-funding platforms and campaigns that can be used to raise funds in support of humanitarian, and development projects their funding cycles, requirements and guidelines for funding, the amount they have mobilized, from whom, for what projects..
To guide strategic partnership:
- Map key strategic partners working on SRHR from Regional UN organizations beyond the four UN partner agencies, Economic Communities (RECs), Forums of Parliamentarians, Regional, Human rights institutions, civil society partners, academia and research institutes, that may facilitate thought-leadership including advocacy, programmatic implementation, knowledge production and management, the exchange of South-South Collaboration.
- Map key regional media, communication and PR entities and platforms that may support UNFPA to enhance its voice and brand, including their core areas of expertise, major achievements, and number of people they reach per population segment and who their core funders and partners are.
- Map key campaigns, coalitions and platforms led by civil society organizations in support of UNFPA mandate and highlight what they are doing, where, when and how, their main achievements and the number of people per population segment they reach.
- Undertake key informant interviews with the key partners that explores their perception of the Joint Programme, their expectations of a partnership with the Joint Programme and how the relationship can be further strengthened.
Cross cutting:
- Provide strategic guidance on how resource mobilisation and strategic partnerships can be enhanced in the annual work plan, and reports of the Joint Programme.
- Provide clear recommendations on how to ensure that donors and partners are engaged in regional efforts being convened through the Joint Programme.
- Facilitate a virtual session to present the draft strategy for validation and inputs to the Regional Interagency Working Group and the Regional Interagency Steering Committee.
- Recommend strategies for maintaining strategic partnerships and engagement with key donors (traditional and non-traditional).
Expected Deliverables:
- Inception/Design report with details on how the assignment will be undertaken, with clear timelines and time frames.
- Undertake a desktop scoping scoping of potential partners to fund components of the 2gether for SRH programme and list them in a excel document detailing the donor, potential funding to be mobilised , components they are interested in and the contact for further engagement
- Produce a 5 page report detailing at least 5 donor partners for each under-funded component of the 2gether for SRH programme including the engagement strategy
- Develop 10 paged resource mobilisation strategy to fund components of the 2gether for SRH programme
NB: Resource Mobilization and Partnership Strategy should be 5-10 pages maximum.
Duration and working schedule:
The consultancy will be for 25 days and will be carried out over the period starting on 1 November 2023 – 30 November 2023.
Place where services are to be delivered:
All the tasks shall be undertaken remotely and all stakeholder consultations shall be undertaken virtually.
Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.)
- Inception Report outlining the methodology and approach to be submitted within 5 days of commencement of the assignment (2 – 3 pages with gantt chart with clear timelines.
- Undertake a desktop scoping of potential partners to fund components of the 2gether for SRH programme and list them in a excel document detailing the donor, potential funding to be mobilised , components they are interested in and the contact for further engagement .
- Produce a 5 page report detailing at least 5 donor partners for each under funded component of the 2gether for SRH programme including the engagement strategy.
- Develop a 10 paged resource mobilisation to fund components of the 2gether for SRH programme.
Monitoring and progress control, including reporting requirement, format and deadline.
The consultant will be provided with the necessary administrative and logistical support to enable him/her deliver on the expected outputs.
UNFPA will apply performance based principles to the management of the evaluation contract, in which case the contract sum will be paid in instalments pegged to achievements of milestones as follows:
- 20% initial deposit, which covers up to the delivery of the inception report that is acceptable to the RIWG.
- 40% payable upon submission of an acceptable draft (i) Resource Mobilisation desk review and mapping. ii) Strategic partnership desk review and mapping.
- 30% payable on receipt of the draft cost Resource Mobilization and Partnership Strategy which meets the 2gether 4 SRHR standards.
- 10% Upon receipt of the final draft strategy incorporating all changes.
Supervisory arrangements
Under the day-to-day supervision of the ESA Resource Mobilization and Partnership Advisor in close consultation with the 2gether 4 SRHR Programme Manager
Expected travels
All meetings with donors and partners will take place virtually.
Required expertise, qualifications and competence, including language requirements:
- Advanced university degree (Master’s or equivalent) in Business Administration, Social Science, Political Science, International Development or a related field with 10 years experience on Public and Private Sector fundraising and partnerships, with SRHR experience as an added advantage Or Bachelor degree in Business Administration, Social Science, Political Science, International Development or a related field with 12 years of relevant experience on Public and Private Sector fundraising and partnerships, with SRHR experience as an added advantage.
- Relevant work experience with UN, bi-lateral, international donors/agencies and/or nongovernmental organizations.
- Familiarity with UNFPA programmes and policies, knowledge of international development policies.
- Knowledge of humanitarian, developmental, political and socio-cultural context in East and Southern Africa
- Excellent report writing, communication, interviewing and computer skills.
- Awareness and sensitivity in working with people of various cultural and social backgrounds
Inputs/ services to be provided by UNFPA or implementing partner (eg support services, office space, equipment), if applicable.
2gether 4 SRHR will provide the following programme documents in support of the consultancy:
- The programme document and Year 1 work plan and budget for Phase II of the 2gether 4 SRHR Programme, the Advocacy Strategy, the mapping of networks working on SRHR in East and Southern Africa, and relevant progress reports from Phase I of the Joint Programme.
- Key contacts in the four partner agencies that can provide insight on existing resource mobilisation and partnership strategies.
- Contact details of donors and partners
- Introductory letters to key partners to be included in key informant interviews.
Other relevant information or special conditions, if any
Allowances for Data and communication costs will be incorporated into the daily rate.
