1. Context and Objective of the Project

1.1 Context:

The number of international migrants increases every year: it is estimated at 272 million in 2019, or 3.5% of the world population, of which 33 million are children under the age of 18 (increase of 28% between 2010 and 2019). ), in connection with the increase in the world population. As presented in the Migration Policy Framework for Africa (2018 – 2030), “the driving forces, dynamics and patterns of migration vary across regions of Africa. However, over the past 15 years, migration has increased in all regions of Africa and is characterized by a predominantly young immigrant population, aged under 30, and diverse migratory flows. In West and North-West Africa, out of an estimate of 40-45 million international migrants, 5 million are children, although until now there is no exact data on children in mobility, and that it is difficult to obtain data disaggregated by sex, although a feminization of mobility has been observed for several years on the African continent. Children therefore constitute a significant part of population movements around the world, and the causes justifying this mobility are very diverse: extreme poverty, lack of employment, desire to access quality educational provision, search for employment opportunities. sustainable development, family or social tradition of migration, flight from violence, political instability or instability linked to conflicts and environmental problems, or quite simply the quest for well-being. Girls, for their part, have these same motivations, to which are often added gender inequality and discrimination caused by the socio-cultural constraints of their communities of origin, and which they very frequently continue to endure during their migratory journey. .

In this context, the Swiss government is committed to financing a regional project on children and

young people on migratory routes (EJM) in North and West Africa.

This project is implemented by a consortium led by Helvetas, Terre des hommes and GIZ in partnership with the MMC, Médecins du monde Belgique, Enda/African Movement of Children and Young Workers (MAEJT), International Social Service Africa West (SSI AO) and Service Social International (SSI-International) (called Expanded Consortium), which was selected by the Swiss Development and Cooperation Agency.

In its first phase, the project targets five target countries: Guinea, Mali, Morocco, Niger, Tunisia and the West Africa regional network for the protection of children (RAO) whose operational standards have been validated by ECOWAS.

The “Children and Youth on the Migration Routes of West and North Africa” project aims to sustainably strengthen national and regional systems of protection, education and socio-economic integration and facilitate access for children and young people on the move to the services provided by these systems (economic integration from the age of 18).

The project begins with a preparatory phase (2021) and a first phase of 3 years in 5 pilot countries to be able to develop and test systems strengthening approaches which will be sustainable and which will not be structurally dependent on external resources (2022-2024; Guinea , Mali, Morocco, Niger, Tunisia). It is expected that the project in the following phases will cover all ECOWAS countries plus Algeria, Libya, Mauritania, Morocco and Tunisia.

1.2 General Objective of the Project:

Countries in West and North Africa have and apply a normative framework and national organizational capacities to ensure children and young people on the move protection and access to education with a view to improving their opportunities and opportunities for a dignified life.

Effect 1: Beneficiaries: Children and young people on the move are better protected and have access to quality education; they have the skills and abilities that enable them to improve their chances and opportunities for a life with dignity.

Outcome 2: Organizations: National systems and organizations are strengthened to provide better protection, education and socio-economic integration for children and young people on the move.

Outcome 3: Policies: National laws and strategies are inclusive and are based on children’s rights; they take into account the needs of children and young people on the move through personalized care protocols.

Effect 4: Swiss profile: Switzerland profiles itself in terms of the rights of children and young people on the move and promotes these rights to States, coordination and governance bodies and partner organizations.

2. Objective and Expected Results of the Consultation

2.1 General Objective of the Consultation:

Provide the project management team with a professional Internal Auditor, capable of working effectively within the team or independently as needed. An individual with strong communication skills, including remote coordination, support and mentoring abilities across multicultural teams and a range of different organizations.

2.2 Specific Objectives:

  • Advise project management on the best strategic choices with a view to ensuring reasonable assurance on the degree of management control and control of activities internally and with implementing partners and other service providers;
  • Monitor the regularity and compliance of the procedures put in place, actions and operations carried out by all of the Organization’s services (business lines and supports) and by its execution partners and other service providers.
  • Ensure awareness, support, and training of key players in the EJM project. These missions encompass the consortium partners, the broader consortium, as well as the implementing partners, this capacity building will include a particular focus on compliance, adherence to established procedures and proactive risk management.

2.3. Expected results :

Support the deployment of Internal Control:

  • Raise awareness and train operational staff in Internal Control
  • Assistance in developing action plans resulting from audit recommendations and their implementation;
  • Raise awareness among key project stakeholders of issues related to compliance and risk management
  • Supporting operational staff in implementing and complying with procedures.

Audits :

  • Organize and supervise external audits with the teams
  • Organize and manage internal audits.
  • Serve as an interface for external audit and statutory audit missions;
  • Ensure follow-up and implementation of audit recommendations

3. Process / Methodology

It will be up to the consultant to develop the most appropriate working methodology to achieve the expected results. However, a physical presence in the Helvetas premises in Tunis will be requested from the consultant during the lessor reporting periods.

4. Tasks of the Consultant

  • Ensure compliance with administrative, financial, accounting and human resources management procedures, minimizing the risks of recovery and squandering of resources;
  • Support field teams with advice on the development and execution of budgets, prevention of recovery risks and dissipation of funds;
  • Support implementation partners and other service providers in West Africa and North Africa, for their compliance with contractual commitments with Helvetas Swiss Inercooperation (HSI): commitment to results, ethical code, regularity in the execution of financial commitments;
  • Ensure awareness, support, and training of key players in the EJM project. These missions encompass the consortium partners, the broader consortium, as well as the implementing partners, this capacity building will include a particular focus on compliance, adherence to established procedures and proactive risk management

More specifically, the tasks of the internal auditor are as follows:

  • Set up and manage the internal control system (3rd line of defense);
  • Develop the audit plan and ensure its implementation;
  • Develop appropriate and effective control and monitoring tools;
  • Develop and execute the project and support services control schedule;
  • Support each department of the organization chart according to the project’s directions;
  • Support implementation partners and other service providers in their compliance with contractual commitments: commitment to results, ethical code, regularity in the execution of financial commitments;
  • Ensure a monitoring role regarding the adaptation and modernization of management tools;
  • Prepare periodic reports on controls carried out with departments, implementing partners and other service providers;
  • Serve as an interface for external audit and statutory audit missions;
  • Ensure the monitoring and implementation of audit recommendations;
  • Draw up risk mapping and implement the risk management strategy in line with corporate strategies.
  • Collaborate with stakeholders to put in place risk monitoring mechanisms.

5. Key Deliverables

6. Qualifications

  • The consultant must be based in Tunis with the right to work in Tunisia and able to travel occasionally to the project countries.
  • Minimum educational level: BAC + 5 in accounting, auditing, management control or equivalent
  • Professional experience of at least 5 years, in a position of responsibility;
  • Professional experience in educational teaching;
  • Professional experience in control and audit training and awareness
  • Significant experience in terms of tool implementation and support;
  • Experience within international organizations is an asset
  • Risk analysis;
  • Mastery of audit and internal control methodology and professional internal audit standards;
  • Proven communication skills (listening, tact, etc.) and customer service;
  • Mastery of computers ;
  • Knowledge of GDPR (General Data Protection Regulation);
  • Good useful accounting knowledge;
  • Have an excellent command of French written and oral communication. Fluency in the English language is desirable.

7. Period and Duration of the Consultancy

The service period extends from June 2024 to March 31, 2025, with a total of 100 consultation days, or 10 days per month . Planning for the 10 days of monthly delivery will be done in coordination with the availability of the consultant and the needs of the organization. The consultant undertakes to be available when requested by the organization to meet these service needs.

The maximum budget for the consultation must not exceed 3000 TND excluding tax or 3570 TND including tax per month.

8. The Budgetary Structure of the Consultation

The consultant’s service will follow the following budget structure:

  • The services provided by the agent are remunerated by fixed monthly fees of 3000 TND excluding taxes.
  • Travel and missions within the framework of the project must be validated in advance by the project manager and are covered by the project budget.
  • Travel and related costs (accommodation, telephone calls related to the mandate, visa, vaccines, travel insurance, etc.) will be reimbursed according to the conditions and scales of Helvetas, from the project budget and upon presentation of invoices and supporting documents. .

The consultant hired for the Internal Audit undertakes to:
