INGO Forum National Coordinator

OBJECTIVE OF THE POSITION:

Established in January 2021, the Egypt International Non-Governmental Organizations (INGO) Forum exists primarily to serve the needs of its members and to act in their interest for the betterment of serving beneficiaries. The main objectives of this Forum include the following:

  • Information Sharing / Communication: To ensure that there is effective and transparent sharing of information relevant to both members and external stakeholders.
  • Coordination: To coordinate INGO exchange, learning and resource-sharing through meetings, Working Groups and through relationships with external stakeholders.
  • Policy / Advocacy: To represent the interests of Forum’s members in external meetings, policy discussions, advocacy meetings and documents, as well as to lobby on issues of common interest as indicated by its members and specifically related to protection of the operational space.
  • Representation: To consistently represent the interest of Forum’s members with donors, UN agencies, Egyptian government and other external stakeholders.

A Chairperson and Steering Committee provide leadership and stewardship to the Forum.

The Egypt INGO Forum National Coordinator provides overall support to the Forum, in particular the Chairperson and Steering Committee.

REPONSIBILITIES:

Responsibility 1: INGO Forum development, coordination and management

  1. INGO Forum development
  • Ensure the INGO Forum effectively represents the international non-governmental organizations in Egypt by encouraging meaningful participation of all relevant organizations.
  • Be responsible and be the focal point of the INGO Forum’s requirements towards local authorities (e.g. reporting, etc.) – if need be.
  • Follow and undertake analysis of local, regional and international political developments, humanitarian trends, human rights issues and development policy and any issues relevant to the INGO Forum Strategic Directions; synthesize and provide briefings on key concerns for members.
  • Support the INGO forum in developing proposals and conducting fundraising activities with guidance from the forum chair and steering committee.
  • Support the INGO Forum members in developing operational coordination and/or intervention among members, as well as common operational positions, when relevant.
  1. INGO Forum coordination and facilitation
  • Support and follow INGO Forum’s representation mechanisms and the membership process as per the INGO Forum Terms of Reference.
  • Organize and facilitate INGO forum plenary meetings, steering committee meetings and working groups and/or sub-groups; and ensure coordination between these groups
  • Ensure transparent coordination mechanisms and regular information-sharing among Forum members and other stakeholders.
  • Ensure recording of minutes and reporting to the INGO Forum and hosting organization.
  • Maintain up-to-date list of all INGO Forum members’ contacts, observers’ representatives and alternates.
  • Manage the Forum’s budget, resources, and assets – if any, as well as logistics of meetings/events.

Responsibility 2: INGO Forum external representation

  1. INGO Forum’s external representation
  • Develop, maintain and strengthen networking and relationship with relevant and key stakeholders (including UN Agencies, local authorities, local civil society, donors, diplomatic community, media, etc.)
  • Act as focal point and represent the INGO Forum externally, when required, often to senior-level officials and in senior-level coordination bodies.
  • Organize ad-hoc meetings and events between relevant stakeholders and INGO Forum.
  • Ensure that the INGO Forum’s position on specific issues and interests are well represented at relevant platforms and meetings.
  1. INGO Forum’s communication
  • Identify potential common positioning and communication opportunities from the INGO Forum, when relevant.
  • In coordination with the INGO Forum members and under the lead of the Steering Committee, support the INGO Forum communication on policy, humanitarian/development issues and produce communication materials/deliverables accordingly.
  • Support the effective development of advocacy initiatives called for by Forum members.

THE SUCCESSFUL CANDIDATE will have:

  • Degree in relevant sector(s) (humanitarian affairs, development studies, public policy, international relations, etc.)
  • Over 10 years of experience in INGO management and/or coordination roles.
  • Experience working in Egypt and sound understanding of political, development, humanitarian, human rights issues, programming, and operations in Egypt a strong asset.
  • Diplomatic and inter-personal skills a must, ability to build positive relationships.
  • Great communication and networking skills.
  • Excellent oral and written English and Arabic skills, including demonstrated experience in writing high-quality reports, proposals.
  • Prior experience in coordination and in representation in national and/or regional/global humanitarian and development coordination mechanisms, as well as governments, UN Agencies, donors, etc.; in networking and building alliances.
