INGO FORUM COORDINATOR At CARE USA


ROLE SUMMARY

This is a new position that goes hand in hand with the process of formalizing the INGOs forum in Chad. The other aspects of the job include information sharing among humanitarian community, communication and advocacy, and representation. The position will be based in N’Djamena, Chad with frequent visits within and outside the country.

The coordinator will coordinate the forum made up of representatives of international NGO members and supervise the staff of the forum’s secretariate. The coordinator will ensure the achievement of the statutory and strategic objectives set at the plenary meetings and General Assembly of members, and the operational objectives agreed under the grant contracts with the forum’s institutional backers. He/she ensures that the service offered by the forum is of high quality within the strict framework of the forum’s Articles of Association and Charter.

RESPONSIBILITIES:

Structuring of the forum

  • Finalization of the forum’s constitutive texts.
  • Review of the work plan and business plan for the coming months.
  • Creation of monitoring and service tools for the forum.
  • Communication about the creation of the forum with the authorities, United Nations agencies and donors.
  • Fundraising to ensure the forum’s sustainability (ongoing activity).

Representation/Information /Communication

  • Represent members in dealings with institutional donors and/or members of the diplomatic corps.
  • Represent members in dealings with the authorities on all matters concerning INGO coordination.
  • Represent INGOs in coordination forums, e.g. meetings with ministries/departments, humanitarian teams, donors, technical partners, etc.
  • Ensure the systematic transmission of information received and sent to the Forum, including all reports received from national, humanitarian, or other coordination bodies.
  • Organize and facilitate internal Forum meetings (monthly plenary and ComEx meetings, as well as ad hoc meetings).
  • Systematically participate in country coordination meetings within the Forum’s limits.
  • Oversee the organization of internal thematic meetings (Admin/Legal, Communication, Advocacy, Humanitarian Principles and Accountability), the production of Minutes.
  • Actively contribute to setting up or improving communication and coordination mechanisms with the United Nations, the Government, donor representatives and other stakeholders, and national NGOs.

Access, Security and Safety, forum office management

  • Liaise closely with INSO and UNDSS
  • Participate in CMCoord and Access group meetings.
  • Participate in the updating of the security tree and in its animation when necessary.
  • Advocate respect for humanitarian principles and international humanitarian law.
  • Oversee studies and advocacy on humanitarian access issues.
  • Establish the office’s human resources requirements and recruit as funds permit.
  • Ensure the strategic and day-to-day management of the permanent office (personnel, budget, etc.).
  • Provide leadership to the office, encouraging delegation, accountability, and teamwork.
  • Be responsible for the project’s budget.
  • Be attentive to staff needs, ready to support them where necessary.

Quality and Program Management

  • Encourage the sharing of information and experience between NGOs
  • Capitalize on, formalize and/or share information/answers on operational and administrative issues (work permits, taxes, registration, conventions, UN and government funding mechanisms and planning procedures, etc.).
  • Ensure proper control and management of the budget of the forum.
  • Monitor the implementation of activities, the achievement of results and objectives, collect sources of verification and monitor indicators.
  • Ensure timely reporting to the NGO and/or project sponsors.
  • Supervise any evaluations and audits.

QUALIFICATIONS:

  • At least 5 years’ international experience with an INGO, an international organization or as a donor representative in complex emergencies.
  • Demonstrated experience in inter-NGO coordination
  • Demonstrated communication, interpersonal and negotiation skills
  • Documented skills in preparing proposals, budgets, and reports
  • Demonstrated leadership skills
  • Computer skills
  • Fluent spoken and written French and English
  • Strong advocacy experience in conflict-affected countries
  • Proven knowledge of humanitarian architecture, UN system (Country Humanitarian team, Clusters)
