Result of ServiceThe Strategic Partnership Manager of the NBAAP Secretariat for the NBAAP Secretariat will undertake the following: a. Support the duties of the Task Force Co-Chairs (TF), and Technical Committee Co-chairs (TC)
- Provide secretariat services to NBAAP Secretariat, TC, and TF.
- Support the coordination efforts of the partnered ministries, UN agencies, DPs by preparing relevant documents for the TF and TC, and sharing them with TF and TC members. b. Organize the meetings of the TF, TC, and Steering Committee (SC),
- Develop ToRs for the meetings of the four TF and TC.
- Organize and facilitate the meetings of the four TF every two months, TC every six months, and SC once a year. c. Maintain the database on the various NBAA projects and programs from GoI, UN, international development partners and other stakeholders.
- Update and maintain the database on the various national blue agenda program and projects of the GoI, UN system, international development partners, and other stakeholders. d. Liaise, consult and cooperate with intergovernmental organizations and non-governmental organizations, and other relevant international organizations in developing the annual workplan. e. Assist with the appropriate compilation and dissemination of information materials prepared by GoI and other organizations.
- Compile and disseminate information and materials related to Blue Agenda from GoI and NBAAP members internally and externally. f. Public-awareness raising of the NBAAP and its Secretariat
- Create a brochure, leaflet, and power point presentations of the NBAAP.
- Promote the NBAAP and its secretariat activities through social media. g. Keep track of international publications relevant to the Blue Agenda.
- Develop, update, and maintain a list of international publications relevant to Blue Agenda. h. Identify good practices of Indonesia to be documented.
- Identify and document good practices of Indonesia related to Blue Agenda.
- Maintain good communications with NBAAP members, the government agencies, and other stakeholders. i. Monitoring and Evaluation (M&E)
- Track and update the progress of NBAAP Secretariat annual work plan.

Duties andResponsibilities
Ocean covers over two-thirds of the earth’s surface and plays a major role in contributing to achieving sustainable development, economic growth, and aquaculture. It encompasses a sustainable economy for the ocean-based marine environment, related biodiversity, ecosystems, species and genetic resources, while ensuring their sustainable use and hence, conservation. In the last few years, coastal and marine ecosystems have begun to show signs of degradation due to unsustainable utilization of living and non-living resources, infrastructure development, extractive industries and pollution which threatens the livelihoods of many ocean-dependent communities. This calls for effective marine management partnership to coordinate various uses of the ocean and protection of the marine environment. The Government of Indonesia (GoI), as represented by the Coordinating Ministry for Maritime Affairs and Investment, is working closely with the United Nations in Indonesia (UN)_and the Development Partners (DPs) to establish a National Blue Agenda Actions Partnerships to support the GoI and its people to advance the development of maritime and marine resources in a sustainable, inclusive and just manner as planned in the GoI’s vision and national development frameworks. The objective of the Partnership is to assist the acceleration of progress to achieve the GoI’s development targets on the Blue Agenda and the 2030 Agenda for Sustainable Development. This includes strengthening synergy and coordination of the implementation of government programmes with relevant stakeholders and supporting global agendas such as the Ocean Decade for Ecosystem Restoration and the United Nation Decade of Ocean Science. The Secretariat of the NBAAP will have the key services to facilitate: The Secretariat will facilitate and promote implementation of co-operative activities of the NBAAP, including the following tasks: 1. Support the duties of the Steering Committee, Technical Committee and Task Force and provide Secretariat services to the SC and TC, and Task Forces, and assist them in the performance of their duties; 2. Coordinate efforts of the partnered ministries, UN agencies, DPs in preparing relevant documents for the SC and sharing them with SC Members. Documents shared in preparing for the SC will include: a. Agenda of the upcoming SC meeting; b. Summary of previous SC meeting and updates on steps undertaken related to SC decisions; c. Other relevant documents as deemed necessary. 3. Organize meetings of the Steering Committee (SC) and Technical Committee (TC); 4. Develop and maintain the database on the various national blue agenda program and projects of the GoI, UN, international development partners and other stakeholders; 5. Identify and negotiate potential external funding from various organizations, foundations and other sources; 6. Liaise, consult and cooperate with intergovernmental organizations and non-governmental organizations, and other relevant international organizations in order to identify synergies with NBAAP; 7. Represent the NBAAP Secretariat in relevant international, regional and national meetings in order to promote its objectives in wider fora; 8. Identify areas of complementarity and possible synergy, and recommend appropriate collaborative actions; 9. Encourage external partners (inter-governmental and international and national non-governmental organizations or other relevant bodies and entities) to become members of the NBAAP, and establish a working relationship with such partners; 10. Communicate and update the SC and TC on the progress made including prepare reports on the work of the Secretariat for submission to the Annual Steering Committee meeting; 11. Undertake public awareness-raising through the media, both internationally and nationally: 12. Oversee the development of a range of information materials suitable for distribution to a wider audience, reflecting the aims and spirit of the NBAAP; 13. Assist with the appropriate compilation and dissemination of information materials prepared by Governments and other organizations, in order to maximize the benefits of experience-sharing; 14. Keep track of international publications relevant to the Blue Agenda to ensure that Indonesia stays abreast of the latest technologies, developments and practices related to Blue Agenda; 15. Identify good practices of Indonesia to be documented and to serve as a basis for south-south collaboration; 16. Perform other such functions as may be entrusted to it by the SC. For that reason, the NBAAP Secretariat requires the service of an experienced person for the Strategic Partnership Manager of the NBAAP Secretariat
Qualifications/special skills- Bachelor degree in one of the following field: social media issues, marine science, biodiversity. A Bachelor’s degree and 10 years of experience is acceptable in lieu of a Master’s degree – Excellent knowledge on the RPJMN related with blue agenda – Excellent knowledge of issues related with environment in general, biology, marine debris, marine ecology, coastal communities, social media – A good understanding on blue economy, marine conservation, coastal management, fisheries, aquaculture, marine technology and innovations and ocean-related regulations in Indonesia – Possess working professional experience in working with government institutions and coordination mechanism is preferable – Experience working with UN and/or international organizations and/or major donor agencies will be an advantage
LanguagesFluency in Indonesian and English with excellent written communication skills, and strong experience writing and developing documents.
