Humanitarian Policy Manager Myanmar At Norwegian Refugee Council


What we are looking for

NRC is looking for a Humanitarian Policy Manager to join the Myanmar mission. The role holder will provide overall leadership, management, and strategic direction to NRC’s humanitarian policy work in Myanmar. He/she will be responsible for strengthening the incorporation of advocacy into all aspects of NRC’s activities, and guiding NRC’s advocacy messaging to promote an improved protection and humanitarian response environment in the country.

What you will do

  • Remote Management (development and implementation of remote management systems and tools).
  • Advocacy Response (identifying and coordinating).
  • Advocacy Strategy (developing, implementing, maintaining, and updating).
  • Situation Analysis (contributing to improved response and inform internal and external advocacy initiatives).
  • Advocacy Products (overseeing and supporting advocacy products to support strategic objectives).
  • Policy Development (developing NRC Myanmar’s approach and strategic positions to humanitarian issues).
  • Networks and Coalitions (networking, developing joint field-based advocacy and policy positions, and developing strategic partnerships and collaboration with stakeholders).
  • Representation (representing NRC Myanmar in national, regional, and global fora).
  • Fundraising (supporting NRC Myanmar’s fundraising through donor engagement and contributing to fundraising activities).
  • Programmes (incorporating and integrating advocacy into all aspects of NRC’s work, and ensuring advocacy coherence and reinforce effective synergies between programmes and advocacy).
  • Training and Capacity Building (systematic training on advocacy and communication).
  • Sub-Regional Initiatives (leading and supporting sub-regional advocacy and policy initiatives).

What you will bring

  • Advanced degree.
  • Manager or Advisor experience in humanitarian assistance.
  • Protection and advocacy expertise.
  • Policy process understanding, related to forced displacement, migration, and humanitarian response framework.
  • Analysis, drafting of messages, coordination, and networking experience.
  • Remote work familiarity.
  • Complex, and volatile context exposure.
  • English fluency, both written and verbal.

What we offer

  • Yangon, Myanmar duty station, subject to receiving appropriate documentation. Currently, international visas and work permits are subject to considerable delays. The successful candidate will be expected to work from home/remotely for extended periods of time.
  • 24-month contract duration (renewable, subjecting to funding, performance, and requirements).
  • 20% travel, approximately.
  • Grade 9 in NRC’s Salary Scale, with accompanying terms and conditions. NRC offers a competitive compensation and benefits package.
