The USAID-funded Climate Adaptation Support Activity (CASA), implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for a Humanitarian Climate Risk and Vulnerability Specialist to support CASA activities with the USAID Bureau for Humanitarian Assistance (BHA). The position can be fully remote from a US-based location or hybrid/remote within a commutable distance to either one of our office locations in Burlington, VT or Arlington, VA.
CASA is seeking a Climate Risk and Vulnerability Specialist to provide technical expertise as part of the core CASA team supporting the USAID Bureau for Humanitarian Assistance (BHA)’s Bureau Environment Officer (BEO) and Climate Integration Lead (CIL) in the implementation of the tasks above. Specifically, the Specialist will be responsible for the following areas of support:
- Lead technical support to integrate review climate risk management and climate adaptation into USAID/BHA programming, in accordance with USAID’s climate risk management (CRM) policies and guidelines and the USAID Climate Strategy.
- Guide BHA’s support to integration of climate risk and adaptation considerations into multi-stakeholder partnership initiatives such as the Nexus Environmental Assessment Tool (NEAT+) and efforts to improve sustainability of humanitarian supply chains.
- Serve as a subject matter expert on climate risk and vulnerability assessment approaches and adaptation planning in the humanitarian context.
The above tasks will be conducted in close coordination with USAID Missions, Washington, and partners and in line with relevant USAID policies and frameworks.
As part of the core team supporting BHA with the above tasks, the Specialist will be expected to work closely with other team members and provide support as needed to ongoing tasks related to climate risk management, integration of climate equity and justice, and other areas as needed.
This position is a one-year (12 month), full-time assignment.
Responsibilities:
* Provide expert guidance on development of climate risk management plans and integration of climate adaptation considerations into USAID/BHA programming processes and documentation.
* Develop and implement training focused on climate risk management and adaptation action with USAID staff and implementing partners.
* Lead research, development, and technical review of climate risk profiles.
* Advise team on best practice in applications of climate risk and vulnerability information, including key indicators, projections, scenarios, and considerations in the context of humanitarian action.
* Manage CASA’s support to BHA’s work to map humanitarian supply chains and identify key climate risks and vulnerabilities as well as adaptation solutions.
* Support Climate Resilient Humanitarian Action Advisor with day-to-day management of CASA’s support to BHA.
* Respond to other tasks as required.
Qualifications:
* Master’s degree in international development, climate change policy, climate science, environmental studies, or similar field.
* At least 7 years’ experience developing climate risk and vulnerability assessments, ideally in the context of international development programming or policy.
* At least 3 years’ experience providing technical support to complex USAID-funded programs and familiarity with USAID policies.
* Experience leading remote teams and working in a client-facing context.
* Experience working in cross-cultural and highly collaborative team environments.
* Professional proficiency in English is required.
* Ability to travel internationally.
* Current US work authorization is required at the time of application.
Preferred Qualifications:
* Experience developing climate adaptation policy and programming in the international development context.
* A history of collaboration and fostering inclusive, equitable, locally led climate change adaptation activities.
* Experience with international humanitarian and/or disaster management donors and agencies.
* Understanding of the intersection of climate adaptation, humanitarian action, and disaster risk management.
* Proficiency in Spanish or French.

Pay Transparency Statement:
We are committed to taking a thoughtful, compliant, and equitable approach to employment compensation. The anticipated pay range for this position is $90,000 to $130,000 annually.
