Women around the world have played a central role in promoting human rights. Not only have they shaped the architecture of the current international human rights system and played a leading role in governments, civil society and businesses, but they also perform daily acts « in small places, near them » which have the effect of allowing the enjoyment of a wide range of human rights.

Indeed, women of diverse origins work to promote and protect rights in very different situations. There are, for example, women who demand gender equality, women who fight for land and environmental rights, women in rural areas who claim socio-economic rights, girls who campaign on social issues, migrant women and refugees who defend their rights and security, homeless women who claim the right to housing or shelter, women who fight for justice for missing persons, people who do not correspond to the image traditionally associated with their gender who stand up against gender-based violence, women who plead for free abortion and the right to dispose of their bodies,women who advance digital rights, women with disabilities who fight for self-reliance and women who take part in peace processes.

In Tunisia The access of women defenders of human rights to justice, as in many other countries, can be a challenge due to various social, cultural, political and legal factors. Here are some key points to consider regarding this issue in Tunisia :

  •  Gender discrimination: Women in Tunisia have made huge strides in rights in recent decades, but gender discrimination persists. Women human rights defenders may face additional obstacles because of their gender when seeking access to justice.
  •  Violence and harassment: Women human rights defenders in Tunisia can be victims of violence, harassment or threats due to their activism. This may deter them from filing a complaint or seeking justice.
  •  Legislative reforms: Tunisia has brought some important legislative reforms to promote gender equality and women’s rights. However, the effective implementation of these laws can be a challenge, and it can be difficult for women to assert their rights before the courts.
  •  Access to legal information and training: Access to legal information and legal training may be limited for many women in Tunisia, which can make it difficult to navigate the justice system to obtain justice.
  •  Solidarity and advocacy: Women defenders of human rights in Tunisia can strengthen their position by organizing themselves, by collaborating with local and international NGOs, raising public awareness and advocating for legal and social reforms.

It is essential to note that the situation of women defenders of human rights in Tunisia can vary according to various factors, in particular their geographic location, their field of activism and their level of engagement. The political and social context in Tunisia can also evolve, which can influence the way women who defend human rights access justice.

Tunisia has experienced significant developments in the field of human rights in recent years, in particular with regard to the essential role of women defenders of human rights. As part of its overall program for strengthening the rule of law, human rights, justice and security for peace and sustainable development, UN Women aims to strengthen the protection and visibility of these women and seeks to recruit a qualified expert to make an inventory ,develop and design a toolbox to facilitate their access to justice.

Objective of the mission

The objective of the mission is to take stock of the access of women defenders of human rights to justice and to design and develop a toolbox relating to the facilitation of their access to justice which will be made available to them.

The toolkit should include teaching materials that provide clear, concise and relevant information on challenges, means, the conditions and recommendations to enable women human rights defenders to access national and international justice as well as best practices for their support and protection.

Duties and Responsibilities

The recruited expert will have to accomplish the following tasks :

  •  Propose a detailed methodological approach to the conduct of the mission;
  •  Take stock of the situation of women defenders of human rights in Tunisia, by collecting relevant data and testimonies;
  •  Conduct intergenerational discussions with women human rights defenders on the main needs and challenges in terms of access to justice. ( Group discussions and individual interviews: real context, problems and challenges, recommendations … ) which can help develop the toolbox;
  •  Integrate concrete examples, case studies and practical recommendations;
  •  Design the structure and content of the toolkit on facilitating the access of women human rights defenders to justice from the inventory in consultation with the team UN Women;
  •  Write the teaching materials of the toolbox in Arabic and French, using clear and accessible language;
  •  Provide a preliminary version of the teaching materials of the toolbox for comments and revisions;
  •  Finalize the toolbox taking into account the comments and returns of the UN Women team;

The the consultant.e must to be equip all the materials and equipment necessary for the execution of their tasks, for example a laptop, software, etc…

Start-up phase: framing note to be submitted 3 days after signing the contract / to be improved and resubmitted on the 5th day.

Collection and diagnostic phase: Data and document collection, mini Focus groups Individual interviews, exploitation and analysis of the data collected, then presentation of the inventory draft and collection of comments to be included in the final version

  •  Develop ( research tools02 guides for discussion for KII’S and mini focus groups ( the tools must be validated by the UN Women team )
  •  Registration and transcription of focus groups
  •  Registration and transcription of individual interviews.

Finalization of the state of play on the access of women defenders of human rights to justice: real context, legal arsenal, problems and challenges, recommendations.

Education

Experience

  •  05 years of proven research experience in the humanities and social sciences, human rights, gender equality is a requirement;
  •  Experience in conducting similar research is a requirement;
  •  Experience and proven knowledge on gender equality and the empowerment of women and the human rights-based approach, gender mainstreaming, gender analysis is an asset;
  •  An approved understanding of the Tunisian context;
  •  Knowledge of the United Nations system, the European Union and other international donors in Tunisia is an asset;

Languages required

  •  Good command of the Arabic and French languages ( oral and written );

The consultant will be evaluated on the basis of the following methodology: Only candidates who have obtained a minimum of 49 points in the technical evaluation will be taken into account for the financial evaluation.

The contract will be awarded to the technically qualified consultant who will obtain the highest combined financial and technical score ( financial and technical.
