Organisational Setting and ReportingThis position is located in the Executive Office of the Office of Internal Oversight Services (OIOS) in New York. The Human Resources Officer reports to the Executive Officer. OIOS is an independent office reporting to the Secretary-General and to the General Assembly. It comprises of three pillars, the Internal Audit Division (IAD), the Inspection and Evaluation Division (IED) and the Investigation Division (ID) with a staff presence in Headquarters, Offices Away from Headquarters and Peacekeeping Missions.

Responsibilities

Within limits of delegated authority, the Human Resources Officer will be responsible for the following duties: GENERAL:

  •  Monitors and ensures the implementation of human resources policies, practices and procedures.
  •  Keeps abreast of developments in various areas of human resources.
  •  Prepares reports and participates and/or leads special human resources project.
  •  Plans, organizes, manages and supervises the work of the Human Resources and Administration team. RECRUITMENT AND PLACEMENT:
  •  Ensures adherence to policies and procedures in filling vacant posts by client offices.
  •  Oversees workforce planning and acquisition: recruitment planning, classification analysis of jobs, strategic outreach, assessment options, recommendations and advises client offices throughout the process.
  •  Reviews recommendations on the selection of candidates by client offices.
  •  Participates in task forces and working groups identifying issues/problems, formulating policies and guidelines, and establishing new procedures.
  •  Represents the Organization with full delegation of authority in discussions with senior officials on recruitment and other human resources matters. ADMINISTRATION OF ENTITLEMENTS:
  •  Advises on the development, modification and implementation of United Nations policies and practices on entitlements.
  •  Reviews and recommends level of remuneration for consultants.
  •  Provides advice on interpretation and application of policies, regulations and rules. Reviews and provides advice on exceptions to policies, regulations and rules. STAFF DEVELOPMENT AND CAREER SUPPORT:
  •  Identifies and analyzes staff development and career support needs and fosters Organizational initiatives to meet identified needs.
  •  Analyzes staff development and career support plans to ensure that they are consistent with the overall organizations goals, policies on staff development and career support, and the respective mandates.
  •  Evaluates effectiveness and impact of staff development and career support programmes and recommends ways to enhance effectiveness and impact.
  •  Provides advice on mobility and career development to staff at all levels in all categories.
  •  Provides performance management advice to staff and management to strengthen the Organizational culture of feedback and accountability. Assists supervisors and staff with understanding the Performance Management and Development System as well as use of the performance appraisal system in Inspira.
  •  Assesses training needs, identifies, designs and delivers training programmes to staff at all levels.
  •  Formulates examination policies and develops and prepares examination questions and papers. OTHER DUTIES:
  •  Advises and counsels staff in respect of rights, responsibilities, code of conduct and difficulties associated with work and entitlements.
  •  Monitors staff welfare and identifies/proposes appropriate programmes and remedial action.
  •  Monitors, advises and acts on disciplinary matters in accordance with established policies and procedures. Mediates conflict, grievance and harassment cases.
  •  Collects and analyzes data to identify trends or patterns and provide insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting
  •  Provides guidance to programme managers on the application of classification policies and procedures and by undertaking whole office review.
  •  Identifies areas that require HR analytics; provides recommendations to evaluate and enhance HR systems, policies, processes.

EducationAdvanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, education or related field. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is an advantage.

Work ExperienceA minimum of seven years of progressively responsible experience in human resources management, administration or related area is required. Five years of experience in the administration of staff contracts, benefits, and entitlements at the United Nations or a comparable international organization is required. Five years of experience in recruitment, administration and planning at the United Nations or a comparable international organization is required. Experience in the use of major Enterprise Resource Planning (ERP) tools for HR staffing, administration and talent acquisition is required. Three years of experience providing guidance on performance management at the United Nations or a comparable international organization is required. Experience designing and/or implementing strategies to improve gender, diversity and inclusion is desirable. Experience implementing or developing change management or improvement initiatives is desirable Two years or more of experience in data analytics or related area is desirable.

LanguagesEnglish and French are the working languages of the United Nations Secretariat. For the post advertised, Fluency in English is required. Knowledge of French is desirable. Knowledge of another official language of the United Nations is desirable.
