Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.


Under the direct supervision of the Head, Human Resources Advisory Services (HRAS), the overall supervision of the Chief Human Resources Business Partner at IOM Headquarters (HQ) and the oversight of the Head, Panama Administrative Centre (PAC), the Human Resources Officer will be responsible for a wide range of Human Resources (HR) activities including providing policy advice on all matters related to HR benefits and entitlements for locally recruited staff worldwide and other HR policies and related guidelines with a view to provide timely and quality advice to HR practitioners in the field and managers. They will also play active role in the roll-out of the Unified Staff Rules (USR) and other HR policies.

Core Functions / Responsibilities:

  1. Act as Deputy Head of HRAS by providing advisory services and other various Human Resources (HR) activities.
  2. Provide quality and timely advice on interpretation and application of policies, regulations and rules. Review requests for exceptions to policies, regulations, rules and recommend the most appropriate course of action.
  3. Provide recommendations to managers on the appropriate use of various types of employment contracts, as well as on the administration of staff entitlements including salary, allowances, and insurance.
  4. Provide advice to Country Offices on recruitment and competitive selection processes in accordance with relevant policies; participate as panel member in competitive selection processes, as required.
  5. Provide advice and guidance to Regional Directors, Chiefs of Mission, Senior ResourcesManagement Officer (SRMOs)/Resources Management Officer (RMOs) and HR Focal Points on downsizing plans and prepare recommendations for implementation.
  6. Review and approve Performance Improvement Plans (PIPs) for staff in the field.
  7. Identify staff development needs and design appropriate trainings to meet identified requests; deliver HR trainings and workshops in collaboration with the Regional Offices, Department of Human Resources Management (DHR)/HQ and PAC/HRAS.
  8. Analyse and prepare briefs of contentious cases for further discussion with the Head of HRAS.
  9. Review complex cases and provide recommendations and solutions to the Head of HRAS,HQ-DRM and other Departments or Country Offices, as needed.
  10. Propose innovative and procedural changes to the Unit in a constant effort to improve thequality and efficiency of HR Advisory Services.
  11. Provide substantive inputs and support the implementation and enhancement of theOrganization’s ERP HR system. Provide recommendations for improvement, simplification, and automation.
  12. Keeps abreast of developments in various areas of human resources.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:


  • Master’s degree in Human Resources Management, Industrial Relations, Behavioural and Development Studies, Public or Businesses, Psychology, or a related field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.


  • Relevant professional experience in human resources management, administration or related area;
  • Experience working in a multi-cultural and international setting.


  • Ability to write clearly and concisely;
  • Computer/software literate, preferably knowledgeable in Microsoft Office and SAP;
  • Familiarity with the UN common system or similar international systems an advantage.


IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.
