About the WCS Global Human Resources team

Within the context of WCS’ human resources framework, the global human resources team partners with Global Conservation to create a global, diverse and engaged workforce by attracting, attracting and engaging, by developing and retaining talent to deliver on the strategy and mission of Global Conservation. Global HR works with management, executives and employees to develop talent solutions and engage in performance, employee relations and policy enforcement, while partnering with a wide range of activities with HR centres of excellence – Talents, Total Compensation and HR Operations and Systems. The global HR team ensures that WCS Global has diverse, equitable, and global teams,inclusive and with a high impact, necessary to carry out an ambitious conservation programme.

About the Human Resources Manager :

The country’s human resources officer will work in partnership with the executive director and management team to put in place the optimal organizational structure and expected work culture to enable the country’s programme to implement the country’s strategy. The incumbent will provide leadership and strategic direction to the HR function by maximizing opportunities to attract, engage and, build and retain an effective team supporting WCS business needs while being fully aware of the risks posed by the local context and the needs of staff in a changing environment.

The incumbent will ensure that WCS human resources policies are institutionalized and will need to proactively develop tools and advice to address country-specific issues. It will also ensure that the integration, well-being and development of staff is a priority for adequate programme support in the country. The country’s human resources officer must ensure that the human resources function of WCS complies with local labour legislation.

The incumbent must respect WCS values and code of conduct, as well as sensitivity to local culture. The incumbent of the position will advise management on human resources issues, lead key resource strategies, and, advise on human resources issues in the development of proposals and ensure that all staff contracts are up-to-date and manage human resources risks.

Main responsibilities :

  • Develop the strategic direction of the RCA HR function, ensuring that it is fully aligned with the overall HR strategy.
  • Advise the management team at WCS RCA and help define the direction, HR strategy and objectives of the company, aligning national human resources strategies to be an essential part of these strategies and objectives and to achieve positive results within this framework.
  • Collaborate with the Director of Human Resources of WCS Africa to ensure that the reforms undertaken within the’Organisation and the new initiatives in the field of human resources are implemented in such a way as to consistent in Madagascar Programs
  • Oversee executive and executive development, strategic workforce planning and recruitment initiatives, talent management and retention.
  • Design and activate a distinct leadership brand to develop leadership behaviors that support cultural transformation and accelerating leadership development at WCS RCA.
  • Lead succession planning (workforce planning) topics shaping and facilitating the effective implementation of the organizational staff agenda to ensure the sustainability of the’organization.
  • Ensure the integration and ongoing coaching of new leaders.
  • Develop and implement the talent management and retention strategy and plans to acquire, develop and maintain, develop and maintain the capabilities we need to ensure future success including identifying talent development programs for preparing our high potentials.
  • Manage the training and’learning programmes of the staff with the aim of promoting future talents.
  • Lead organizational development to align strategy, design and structure, as well as corporate culture, with a focus on building a high-performance culture at the WCS RCA level.
  • To develop harmonized human resources processes and formal procedures aligned with those of headquarters.
  • Ensure compliance with local labour law as well as overall organisational policies and procedures, including a harmonised disciplinary procedure.
  • Advise on and implement staff recognition and reward programs, as well as strong performance management programs.
  • Contribute to the comparison of total remuneration and remuneration with similar functions and ranks in the conservation and NGO sector, working with the global compensation team.
  • Manage the implementation and optimization of HR human resources management systems.
  • Manage relationships with employees and staff delegates.
  • Define indicators and reporting methods to measure the effectiveness of local human resources programs in terms of organizational performance
  • Participate in compliance audits and ethical investigations in order to maintain the expected standards of the organization.
  • Ensure full compliance with developments in employment legislation.
  • Keep abreast of contemporary theories and methods of human resource management, and provide appropriate interpretation to those responsible, and, to the local human resources team and employees within the organization.
  • Technically supervise the work of the Human Resources managers of other WCS RCA Projects and provide them with the necessary technical support. Verify, correct and approve the content of any employment contract. Support Park Directors and Project Managers on the decision of : promotion, modification, modification, etc, career management and termination of employment contracts of agents taking into account the legal bases and standard rules of WCS RCA.
  • Manage social disputes before administrative institutions (Labour Inspectorate) and judicial institutions, in collaboration with the Heads of the projects concerned ;
  • Manage relations with social organizations (labour inspection, CNSS, etc.)

Minimum qualifications :

  • Bachelor’s degree in human resources, social sciences, psychology or equivalent. A master’s degree in one of these disciplines or professional certification in HR is an additional asset.
  • 5 Years or more of experience in the same position.
  • Capacity in leadership and management of’teams
  • Good ability of communication
  • Ability to convey information in an effective and clear manner, both in writing and orally.
  • Oriented results
  • Demonstrate ingenuity and initiative in finding solutions, seeking opportunities for learning and development, bringing creative and innovative ideas.
  • Resistant and able to thrive in a dynamic and fast-paced environment, with a sense of urgency and an ability to deliver results under pressure.
  • A results-based approach to the planning, prioritization and delivery of HR activities.
  • Ability to speak and write in English
  • Excellent command of MS Word, Excel, Outlook and PowerPoint.

About 20% of field trips.
