Job purpose
SYCAC is seeking for HR & Admin Officer who will be responsible for recruitment, employee relations, performance management, and ensuring compliance with relevant labor laws and organizational policies.
The ideal candidate will actively maintain a positive work environment.
in addition to commitment to executing any other related tasks in coordination with the direct manager.

Key Responsibilities

  • Contribute to the development and implementation of organization policies and ensure legal compliance.
  • Conduct risk assessments related to policy implementation.
  • Establish a regular schedule for reviewing policies.
  • Collaborate with department managers to develop job descriptions.
  • Create compelling job advertisements across multiple platforms.
  • Screen resumes, conduct initial interviews, and coordinate interviews with the selection committee.
  • Administer pre-employment assessments, skills tests, and reference checks.
  • Develop and implement an orientation and onboarding program for new employees.
  • Ensure HR files and documentation for all staff are current and complete.
  • Provide training programs on HR compliance matters.
  • Continuously improve recruitment and onboarding processes based on feedback.
  • Ensure employment contracts comply with legal requirements.
  • Address workplace conflicts promptly following established procedures.
  • Serve as a point of contact for employee inquiries and develop initiatives to enhance employee engagement and well-being.
  • Promote equal employment opportunities and address discrimination concerns.
  • Ensure safe, secure, and professional workplace environment.
  • Conduct exit interviews and analyze feedback.
  • Facilitate timely and constructive performance appraisals and provide support to department managers.
  • Identify and address training needs in coordination with department managers.
  • Establish, implement, and monitor performance improvement plans.
  • Maintain accurate documentation of performance-related activities.
  • Ensure alignment of individual goals with organizational objectives.
  • Track and document working hours and leave for the staff.
  • Maintain employee files and records in accordance with donor requirements and annual audits.
  • Assist in preparing documentation for internal and external audits.
  • Provide monthly reports to management on HR status and accomplishments.
  • Participate in developing the administrative budget, ensuring all necessary support costs are accounted for.
  • Monitor and manage administrative expenses, and prepare monthly reports accordingly.
  • Coordinate and prepare meetings, including relevant reports, and follow up on the outcomes effectively.
  • Maintain accurate and confidential employee records and implement measures for confidentiality and data protection.
  • Adhere to SYCAC’s policies and procedures, including the Code of Conduct and child protection measures.
  • Execute any other related tasks as directed by the direct manager.

Required Qualifications

  • At least a bachelor’s degree in a related field is required.
  • A minimum of three years’ relevant experience with NGOs is necessary.
  • Familiarity with HR systems.
  • Excellent skills in writing relevant reports and updates.
  • Ability to build relationships quickly with a wide variety of people, both internally and externally.
  • Excellent planning and organizing skills, along with the ability to adhere to deadlines, are required.
  • Very good analytical and computer skills, as well as familiarity with MS Office (Word, Excel, Outlook, PowerPoint), are necessary.
  • Good facilitation skills and ability to deliver briefings and training effectively.
  • Excellent Arabic, English, and Turkish language skills (written and spoken) are required.
