Health Financing Team Lead At Management Sciences for Health


MSH seeks a Team Lead, Health Financing, for a new 5-year (2023-2028), $25 million, health systems strengthening (HSS) project in Rwanda named Ireme in Rwanda. The purpose of this USAID-funded Ireme activity is to improve the resilience of the Rwandan health system and optimize resources to sustain quality services and equitable health outcomes for all Rwandans. The specific objectives of the Ireme Activity include (1) Health financing optimized to enable equitable access to high quality health services without financial hardship; (2) Leadership, management, and governance (LMG) strengthened at all levels to improve quality and efficiency; and (3) Health workforce management strengthened to improve quality of health services.

OVERALL RESPONSIBILITIES:
The Team lead, Health Financing, is accountable for project deliverables, results, implementation and ongoing monitoring of the project activities related to health financing, including fulfillment of technical strategy and vision, project and people management, documentation and reporting, client and stakeholder relationships related to health financing activities.

SPECIFIC RESPONSIBILITIES:
• Support the Government of Rwanda’s efforts for the long-term financial sustainability of its health sector and has accountability for developing and implementing programs to strengthen health financing mechanisms affecting both the public and private sectors.
• Lead a team of four Health Financing Advisors, support or supervise analytical work and economic analysis in areas potentially including but are not limited to fiscal analysis, service costing, cost-effectiveness analysis, HTAs, equity analyses, national health accounts, health insurance and strategic purchasing, and the development of health financing reforms, policies and plans.
• Develop (update and adapt as needed) and execute project results framework, performance monitoring plan, technical strategy, M&E plan and annual work plans related to health financing activities as per MSH technical frameworks and standards, and guidelines. Ensure technical excellence within budget and on-time delivery of activity results related to health financing. Periodically evaluate progress towards the completion of project deliverables to verify alignment with strategic directions and defined targets.
• Collaborate with the Project Leadership and Monitoring, Evaluation, and Learning (MEL) Specialists to ensure health financing activities are closely monitored and documented throughout implementation and that actions are taken to continually improve activity performance (including re-orienting and adjusting strategies when needed).
• Participate in technical forums, working groups, and other meetings with host country government and other counterparts as needed.
• Manage and mentor the project health financing team as per MSH policies and guidelines and implement an effective performance-management program including regular check-ins, annual appraisals, coaching and career development support.
• Continually scan the project environment and ensure effective dialogue and relationships with project client(s), beneficiaries and other local and international stakeholders.
• Build and maintain strong working relations with key stakeholders, beneficiaries, prime and subcontractors, suppliers and partners. Provide effective and timely responses to inquiries and concerns.
• Provide support to aspects of securing additional project funding and strategic communication including information gathering, positioning, proposal development, etc.
• Collaborate with the MSH Rwanda Country Team in headquarters and participate as required in activities organized in the interests of MSH in country.
• Ensure effective project collaboration, coordination and internal partnerships with other MSH projects in country to build synergies across programs for maximum impact.

QUALIFICATIONS:

• Master degree in health economics or related field, PhD preferred.
• Significant relevant professional experience is required on designing, implementing, and/or evaluating health financing programs in similar settings, including demonstrated technical knowledge of UHC, health insurance, financial protection, equity and relevant health financing topics, including around government financing for health.
• Proven ability to provided technical leadership and support, capacity building and technical assistance on the design and implementation of health financing activities related to domestic resource mobilization, pooling and health insurance, resource allocation and/or strategic purchasing and performance-based financing.
• Substantial prior experience providing technical leadership and/or assistance to ministries of health, sub-national health authorities, and/or national health insurance agencies.
• Demonstrated ability to build and maintain relationships with senior-level colleagues, particularly interacting productively and professionally with government agencies, NGOs, private sector groups, USAID, and international organizations.
• Proven ability to align diverse, multi-level teams with project goals, objectives, and result areas.
• Demonstrated diplomacy, written and oral communication, and negotiation skills.
• Fluency in English is required.
