ABOUT THE CHAIN ​​OF HOPE

La Chaîne de l’Espoir is an international NGO founded in 1994. Its mission is to strengthen health systems to give everyone, and in particular children, the same chances of survival and development.

It operates in 28 countries through a global approach, focused on the child but also on mothers and disadvantaged communities:

  • Prevention and screening from an early age, particularly within the framework of school health programs.
  • Care and surgery, to meet the most urgent needs of children and their mothers.
  • Training and skills transfer to local teams thanks to our international network of experts in all areas of surgery.
  • Construction and equipment of hospital structures adapted to local needs.

CONTEXT

La Chaine de l’Espoir mainly implements projects in the Sahel zone (Senegal, Burkina Faso, Mali, Niger, Mauritania) aimed at sustainably strengthening health systems and facilitating access to specialized health care (cardiac surgery , reconstructive surgery, pediatric surgery, digestive endoscopy, etc.). To do this, La Chaine de l’Espoir intervenes, with other actors, at different levels of the care chain and on different pillars of the health system: strengthening the capacities of the medico-surgical and paramedical workforce, support for the supply of medicines and consumables, biomedical maintenance, prevention, awareness and screening at community level, financing of care, etc.
Furthermore, La Chaine de l’Espoir is in the process of defining an operational approach allowing it to provide an emergency response to crises that are weakening health systems in the Sahel zone. The operationalization of this approach should be effective from 2025.

POSITION AND MISSION

Under the responsibility of the Africa Geographic Manager and in close collaboration with the Headquarters teams and the Heads of Mission of the countries monitored, the SAHEL Program Coordinator ensures the management of the programs in his portfolio, which may need to evolve, ensuring their consistency with the operational strategy of the association, their effectiveness and efficiency and their good accountability towards third parties.
The program coordinator, in collaboration with the Heads of Mission, provides cross-functional support for the functioning of the country offices.

MAIN ACTIVITIES

As a program coordinator, your main missions will be:

STRATEGY AND OPERATIONAL MANAGEMENT

In collaboration with the Medical Department, the logistics and purchasing department, the infrastructure and equipment department and the HR department:

  • Proposes and implements the operational strategy of its programs, in consultation with its Geographic Manager
  • Ensures compliance of its programs with the association’s strategy
  • Guarantees the proper implementation and deployment of its programs throughout the project cycle (identification, analysis of needs, formulation, implementation, reporting, monitoring, evaluation, capitalization and learning)
  • Defines and plans medical and technical missions

FINANCIAL MANAGEMENT

  • Develops and monitors program budgets in close collaboration with management controllers
  • Supports the Administrative and Financial Department in verifying the conformity of budgetary allocations, supporting documents and compliance with procedures in force internally and externally

SEARCH FOR FUNDING AND DONOR RELATIONS

  • Identifies potential sources of financing
  • Consolidates public and private financing, in close collaboration with the Institutional Financing and Patronage Managers (participation in monitoring, development of concept notes and project proposals, reporting, etc.)
  • Actively participates in monitoring and negotiation with donors

COMPLIANCE WITH OBLIGATIONS REGARDING COMPLIANCE, QUALITY, ACCOUNTABILITY

  • Monitors the quality of the programs for which he is responsible (relevance, effectiveness, efficiency, sustainability, impact, and accountability to beneficiaries)
  • Ensures that its programs are managed in accordance with external obligations and internal procedures

DEVELOPMENT OF NEW PROJECTS, INTEGRATION OF PROGRAMS IN PARTNERSHIP WITH OTHER ASSOCIATIONS

  • In collaboration with the field teams, and in conjunction with the infrastructure and equipment department as well as the Medical Department, maintains monitoring and analysis of the changing needs of the countries in which it works and shows itself to be a source of proposals for the development of new projects.
  • In conjunction with its geographical manager, with the other coordinators and the Medical Directorate, studies the development of synergies between programs
  • Meet and develop partnerships and participate in meetings (geographical, thematic) with other NGOs / international organizations likely to be complementary actors in responding to the needs of populations

SECURITY MANAGEMENT

  • In collaboration with the Security Referent and the Head of Mission if applicable, contributes to defining the security system for all employees contributing to the programs for which he is responsible
  • Contributes to the analysis of the security situation in the countries concerned
  • Contributes to making necessary decisions in crisis situations in coordination with the relevant headquarters departments
  • Analyzes safety and security risks and participates in the implementation of standard operational procedures defined for the area (for countries without Head of Mission, otherwise, the Head of Mission has this responsibility)
  • Ensures that the entire team (expatriates, local teams, consultants, staff and volunteers on mission) adheres to security procedures and applies them (for countries without a Head of Mission, otherwise, the Head of Mission has this responsibility responsibility).

PROMOTION OF PROGRAMS INTERNAL AND EXTERNAL

  • Contributes to the visibility of its programs, internally and externally in conjunction with the communications and collection team
  • Participates, with field teams, in collecting the information necessary for promoting programs
  • Rereads and validates communications on the programs for which he is responsible, particularly when there is a security issue

HR MANAGEMENT

  • Supervises the organization of briefings/debriefings (Headquarters level) for all expatriates leaving the field and returning
  • Supports the definition of the organization charts of the countries under its responsibility and ensures their updating
  • Contributes to the writing of job descriptions for senior staff in country offices
  • Contributes to the evaluation of project managers in the field

LOGISTICS MANAGEMENT

  • Supports the sizing of the resources necessary for the proper functioning of country offices

TRANSVERSALLY

  • Contributes to achieving the objectives of the Operations Department and developing processes and tools to improve the quality of programs
  • Actively participates in one or more thematic or collective working groups with the aim of improving the quality and efficiency of the organization’s internal processes

FORMATION ET EXPERIENCES

  • Bac+5 in International Humanitarian Aid, International Relations, Humanitarian and Development, Educational Sciences, Health or any other training relevant to the position.
  • Minimum 3 years of experience in the humanitarian or development field
  • Experience in a similar position in NGO headquarters and/or field experience in a medium-sized NGO or larger
  • Experience in the field of health and access to care is an asset
  • Experience in team management and/or cross-functional coordination is an asset
  • Experience in managing programs financed by AFD is an asset

REQUIRED SKILLS AND QUALITIES

  • Mastery of the Microsoft Office Package computer tool
  • Mastery of project cycle management
  • Mastery of management and administrative, financial project monitoring and contract management
  • Fluency in French and English with good writing skills
  • Knowledge of the countries concerned appreciated

CONDITIONS

  • Permanent contract, executive status
  • Full-time position, based at the association’s headquarters in Paris, 75015
  • Desired start date: May 2024
  • Occasional travel to be expected
  • Proposed salary: 39k – 43k depending on profile and experience
