As a major player in the social and solidarity economy, the French Red Cross manages a network of more than 600 institutions and services in the health, medico-social and training sectors. It is also the head of 12 regional institutes for health and social training.

At’international, the CRF intervenes in 16 countries alongside National Societies and 2 regional platforms (PIRAC and PIROI), on the following themes: Health and Disaster risk management.

Just as in the professions that’elle develops and implements in France, the French Red Cross at’international inscribes all its missions in a sustainable humanitarian action plan. This is reflected in an articulation of the activities of’urgency, post-emergency, crisis exit and reconstruction aimed at the best efficiency. The’objective is to carry out actions with lasting effects and to allow the populations to regain their full autonomy.

The French Red Cross (CRf) has been present in Mauritania since the year 2000, through health programmes (nutrition, maternal and child health), economic and social recovery and food security.

Its national strategy is based on three main axes: the strengthening of the health system, the strengthening of the resilience of populations, and the exchange of expertise with the National Host Society, the Mauritanian Red Crescent.

Under the hierarchical supervision of the/head of delegation, the/head of sub-delegation supervises the coordination, planning, and, the implementation and monitoring of interventions and projects in the region of Hodh el Chagui. He/she is the/the referent.e security, and S’ ensures compliance with procedures by the entire staff of the CRF in the whole region of Hodh El Chagui.

The/the sub-delegation head is the/the guarantor of the accountability of the interventions of the FIU towards the beneficiaries ; members of the CR/CR movement and donors. To this end he/she works to strengthen the capacities of the CRm and the valorization of operational achievements.

The sub-delegation of Bassikounou, currently has a team of’about 38 staffs including 2 expatriates who will be under the management of the/of the head of sub-delegation.

Objectives

Under the authority of the/leader⋅fe of delegation based⋅e in Nouakchott, the/leader⋅fe of sub-delegation has the objectives of :

  • Represent the French Red Cross (CRF) to the authorities, beneficiaries and partners involved in the Hodh El Chagui area. It is important to note that the representation with the central level (ministries of guardianship except exceptional cases) will be made by the/the chief⋅fe of delegation or the/the lessor’s reporting and communication officer of the delegation.
  • Guarantee the coordination and monitoring of projects of the Bassikounou sub-delegation, as well as the sharing of information with other humanitarian actors and field partners, and, specifically with members of the CR/CR Movement,
  • Ensure good communication and coordination between the various departments of the sub-delegation and with the FIU delegation in Nouakchott
  • Maintain the strategic positioning of the FIU and guarantee the quality and accountability of the actions implemented in its areas of competence, within the sub-delegation of Bassikounou.

The/the sub-delegation chief⋅fe is the/the guarantor⋅e of the respect of the internal procedures, and in particular security, set up by the CRF at the sub-delegation level of Bassikounou. The current challenge of the delegation is to develop new projects in the Hodh El Chagui.

Candidate profile

Qualifications & experiences

  • Master or equivalent in project management, international relations/international cooperation, social sciences and/or administrative and financial management
  • At least 3 years of’ experience in a similar position; very good skills in’ team management

Mandatory requirements for the position

  • Proven experience in management, project management (3 years minimum) essential
  • Experience in security management
  • Experience in administration, finance and logistics
  • Experience in the’humanitaire/development and abroad’ indispensable
  • Ease in communication and institutional relations
  • Ease of coordination with many other humanitarian actors
  • Autonomy, versatility, adaptability in a difficult context
  • Organizational capacity and coordination capacity
  • Writing skills and experience in project writing and’ reporting
  • Good analytical and synthetic mind
  • Good knowledge of major donors and their procedures

Skills appreciated

  • Mastery of the Office pack (Word, Excel, Powerpoint), networking (G-Suite/Google Workspace)
  • Knowledge of the Red Cross Movement

Skills related to the’specific mission environment :

  • Rigour, patience, diplomacy, flexibility and the ability to’ adapt
  • Experience in managing staff from different cultures
  • Good knowledge or experience of the CR/CR Movement (operation, mandates, etc.)
  • Great faculty of negotiation

Languages

  • Excellent level of French compulsory (spoken and written)
  • Correct level of’english read and written appreciated

Practical information related to the position

  • Status type : expatriate
  • Contract type : CDD of French law/precarity premium paid at the end of the contract
  • Salary : salary range, according to the classification of the position on the CRf grid and according to the’experience of the/of the candidate
  • End of year premium : equivalent to a 13th month in the pro-rata at the time of presence
  • Perdiem : daily perdiem which varies according to the country
  • Leaveovers : 5 weeks of paid leave/year and 21 days of recovery – Ticket of’avion 100% supported by the CRf for home/mission journey for leave at 6 months
  • Health coverage : CFE + Mutuelle MSH (covered 100%) – 75% supported by the CRf
  • MedEvac insurance/repatriation : YES
  • Other insurances : pension (death-disability)
