Head of Chad Programme At Norwegian Refugee Council


Context

In April 2023, a large-scale conflict erupted in Sudan, causing massive displacement in all neighbouring countries. The total number of refugees has exceeded one million and Chad has so far hosted more than 500,000 Sudanese refugees and 100,000 Chadian returnees, or about 20% of the total displaced population. Since the beginning, the population fleeing the war has found a first security along the border areas with Darfur, then it was gradually relocated to refugee camps in the three provinces of the East. Of the 43% of the population relocated, 64% were transferred to camps in Ouaddai, 28% to Wadi Fira and 8% to Sila. The vast majority of the remaining population is currently in informal sites in Adre (Ouaddai), waiting to’relocate to the new camps.

Given the humanitarian needs and gaps, NRC intends to contribute to the emergency response by providing assistance to the refugee population relocated to the new camps in Ouaddai, including Metche, Ourang and Arkoum. The proposed intervention will focus on integrated programming in sectors where NRC can add value, Shelters, Education, ICLA. Equipped with this strategy for a multisectoral response, NRC Chad will continue its response in the Ouaddai region, with the possibility of’ extending interventions further.

To meet this NRC has established an Area a Adre office with projects in the’Est under the responsibility of the NRC country office. The’organisation is looking for an experienced and dedicated Finance Manager. This staff will actively contribute to the management of multiple and diverse funding for the NRC mission in Chad. He/she will be responsible for setting up NRC’s financial systems and tools, as well as’a rigorous and comprehensive finance training to finance and program staff.

Role & responsibilities

The objective of the COP position is to develop the strategy and strengthen the NRC program in Chad, first, but not exclusively, in the’est. The CoP is also responsible for the quality of the programme and the coordination of its implementation.

  1. Hierarchical management for specialists and technical management for those responsible for the development of the key competencies program
  2. Member of the Country Management Group (CGM)
  3. Compliance and compliance with NRC policies, guidelines and procedures
  4. Contribute to the program and the’ development of the strategy and plan of’action of the country
  5. Development of a core competencies strategy aligned with regional and global priorities and strategies
  6. Development of holistic and needs-based programs, including cash interventions and programs that are market oriented
  7. Identify funding opportunities, develop funding strategies and forecasts
  8. Management of grants, BPO allocations and reporting to donors, including compliance with donor standards
  9. Quality control, S&E and organizational learning
  10. Capacity building of the’ all technical staff
  11. Representation in coordination with the head of mission in the country
  12. To promote the rights of internally displaced persons and returnees in accordance with the advocacy strategy

Professional skills

  • Minimum of 4 years of experience in a senior management position in a humanitarian or recovery context
  • Experience working in complex and volatile contexts
  • Expertise in basic skills
  • Knowledge of cash interventions and market-oriented programs
  • Documented results related to the responsibilities of the position
  • Knowledge of own leadership skills/profiles
  • Mastery of French, both written and oral, and good knowledge of English

Context-related skills, knowledge and experience (must be tailored to the specific position) :

  • Experience of the start-up and emergency contexts, and very basic living conditions (little comfort).
  • Prior experience in Chad or neighbouring countries is an advantage.
  • Knowledge of the Arabic language is an advantage
