A major player in the social and solidarity economy, the French Red Cross manages a network of more than 480 establishments and services in the health, medico-social and training sectors.
She is also the head of 12 regional health and social training institutes.
A member of the largest humanitarian network in the world, the French Red Cross employs more than 16,700 employees who, through more than 70 professions, put their professionalism at the service of the most vulnerable within medical-educational institutes, nurseries, retirement homes, functional rehabilitation centers, emergency accommodation centers, training, international missions, etc.
The history of the French Red Cross with Guyana dates back to 1890, when the French Red Cross was still a Society for the Relief of Military Wounds. Since then, our action in the region has diversified. Today, the French Red Cross is made up of two entities which combine their efforts:
• The territorial management which is responsible for managing the activities of around 140 employees
• The territorial delegation which brings together a little more than 100 volunteers
As part of a replacement, we are looking for
a health center director M/F
for the management of the 3 Guyanese health centers based in Cayenne, Kourou and Saint Laurent du Maroni and transversal public health projects.
The health centers of the French Red Cross in Guyana offer preventive medicine consultations based on 3 axes, CEGIDD, anti-tuberculosis fight and vaccination center; with 80% of its patients without social security coverage, the health crisis passing, the needs of the public monitored by the French Red Cross in Guyana have evolved; We therefore incorporate general medicine consultations and social consultations carried out by health mediators and psychologists into our routine activities.
The division currently has around 50 FTEs for an operating income of €8M.
By delegation from the territorial director of Guyana, you will manage the non-hospital care provision of our health centers.
You lead the establishments’ policy by supporting a team of 8 people; a coordinating doctor, three referring doctors, a pharmacist and three project coordinators.
Your main missions will be:
Participation in the development of the strategic and medical project of access to care establishments, consistent with the strategy of the French Red Cross and the priorities of public policies
Conduct of the medical project of the centers with your team and actions intended to guarantee the high quality of services provided by health centers and medical consultations, the expansion and diversification of the public served, the structural economic visibility of activities
Development of the activity of establishments on health assessments, access to care for vulnerable groups, migrant populations, disabled people, people in situations of social exclusion.
Participation in public health actions developed by the ARS.
Preparation of files submitted for opinion and deliberation by the authorities of the French Red Cross (board of directors, office, supervisory board), in conjunction with the Territorial Director and participation in the supervisory board.
You manage the establishments’ human resources: management and leadership of the team of center managers, management of the recruitment policy, mobility, training, prevention of professional risks. You are also responsible for disciplinary power and the regulatory framework within establishments.
You are responsible for the financial and budgetary operations of the establishments:
development of operating budgets and multi-year investment plans for establishments, analysis and control of the financial balance of establishments.
You develop financial management tools linked to management control.
You defend health center projects to supervisory authorities and potential donors.
You supervise the management of real estate assets (adaptability, maintenance, renovation actions, etc.).
You prepare the future moves of our centers (horizon 2025)
You manage the quality policy (assessments, implementation of the quality approach, modernization of business tools, development and monitoring of protocols, quality of reception and care conditions patients…).
At the same time, you will work on the sea doctor project which will allow fishermen from Guyana to be monitored by the French Red Cross.
You regularly communicate and provide feedback on your files to the territorial director.

With level 1 training related to the health sector, you have several years of experience in the field of health, even mutual insurance and health centers.
You have good managerial qualities and know how to generate support from your teams.
You are organized, rigorous and respectful of your commitments.
You are proactive in project management and coordination with your structure managers.
Knowledge of Guyanese territory would be appreciated.
Good command of IT tools is also essential.
