WHO ARE WE ?

Doctors of the World Belgium (MdM-BE) is an international medical development NGO that is part of an international network. We provide medical assistance to vulnerable groups in Belgium and in the rest of the world. We want universal health coverage where every person has access to care, without barriers (financial, cultural, geographical, etc.).
Our projects are aimed at all people who have no or no access to health care. In particular, they are structured in five axes: people on the margins of society; children in vulnerable situations; women ; etc ; migrant or displaced persons and victims of crises or conflicts.

BACKGROUND

The Grants & Partnership Officer works within the Department of International Operations of MdM BE under the direct supervision of the Grants and Partnership Manager and in collaboration with the Desk Officers and the Director international Operations. This function has as objective to support MDM BE in the implementation of the strategy of institutional financing and partnership of the’organization in the projects carried out in the countries.

A valid and unrestricted work permit in the country of assignment of the position is required at the time of application.

THE ESSENTIAL

The Grants & Partnership Officer collaborates in the donor management and partnership of the’organisation at headquarters level in support of international missions.
This function is in particular responsible for :

  • to share and enforce donor guidelines and contracts with all international missions ;
  • support the drafting of reports and new proposals by ensuring that donor deadlines and guidelines are met ;
  • draft all memoranda of understanding (MOU) with new partners of the organization, always arranging the due diligence process for them beforehand ;
  • archive contracts and memoranda of understanding and manage donor platforms.

TASKS & RESPONSIBILITIES

As a Grants Officer:

  • Contribute to the development of relations with national and international donors, current or new for Doctors of the World Belgium ;
  • Monitoring of funding opportunities (current institutional donors, new donorsx envisaged by the MDM donor strategy, private foundations) ;
  • Contribution to’writing of new project proposals ;
  • Contribution to the drafting of reports ;
  • Responsible for the submission of reports in the donor platforms at the headquarters level of the organization.

Examples of tasks :

  • Analysis of funding opportunities and eligibility of MdM BE ;
  • Updating the list of donor contacts ;
  • Compilation of project proposals or concept notes for multi-country projects ;
  • Contribution to the review and proofreading of propals, concept note , contracts and narrative and financial report ;
  • Archiving (online and paper) at the headquarters level of all fundamental documents for projects: propals, reports, contracts, amendment.

As a MDM compliance controller to guidelines and donor requirement : under the responsibility of the Grants & Partnership Manager and with the support of the Compliance Officer, this role will guarantee the monitoring of’External compliance during the implementation of projects

Examples of tasks :

  • Monitoring of certain institutional donors (such as DG ECHO, DG INTPA, UN etc..) according to previously acquired expertise ;
  • Respond to due diligence processes conducted by donors or primary beneficiaries (head office) ; and ;
  • Monitor compliance between internal procedures and donor procedures ;
  • Train new and existing staff in donor procedures ;
  • Summarize donor guidelines ;
  • Monitoring and dissemination of deadlines (reports + retroplanning of proposals + audit).

As a Partnership Officer

  • Contribution in the’identification of the new’implementation partner ;
  • Development/Review of the framework of the partnership agreements (MOU) for all MDM partners BE ;
  • Contribution to the development of the partnership strategy ;
  • Contribution to partner due diligence processes ;
  • Contribution to the management of equitable partnerships.

Examples of tasks :

  • Conducting the due diligence process in verifying potential partners ;
  • Development of partnership agreements for multi-country projects ;
  • Support for missions in the’elaborations of’a data base of canvas of MOU ;
  • Validation of the MOUs to be concluded with the other chapters of MDM ;
  • Contribution to monitoring the development and monitoring of MdM BE strategic partnerships in the countries of intervention and at headquarters level.

The list of tasks listed above is non-exhaustive and will be adapted according to needs.
These responsibilities will be implemented in a specific and transversal way on the basis of the annual individual’action plan, established in collaboration between the manager and the holder of the position in question.

YOUR PROFILE

TRAINING & EXPERIENCE

  • Master in political science, development, management.
  • 2-year experience in managing grants or partnerships or experience in managing projects with several donors (preferably ECHO, DGD, BHA/USAID, UN, GAC).

REQUIRED COMPETENCIES

  • Perfect mastery of French and’anglais, knowledge of the dutch language is an asset.
  • Very good writing skills.
  • Organization, rigor, very good qualities of formalization of’tools and procedures.
  • Accuracy and meeting deadlines.
  • Mastery of the Office package and Teams and Sharepoint tool.
  • Effective and efficient communication with others.

WE OFFER

  • An enriching and essential function at the heart of Doctors of the World Belgium projects.
  • One fixed-term contract of 12 months full-time (5 days week – 39h).
  • A gross salary of 3282.41 € for 3 years of’experience ; a gross salary of 3 346.14 € for 5 years of’experience ; a gross salary of 3 505.48 € for 10 years of’experience. Relevant experience recognized.
  • Tickets restaurants (8€ of which 1,09€ per employee and 6,91€ per employer) – Hospitalization insurance – Refund at 100 % of public transport costs.
  • Leaveovers: 20 Legal days + 6 days RTT + 4 extra legal days between Christmas and New year.
  • Teleworking possibility up’s up to 2 days/week, with a premium of 14€/day for the whole month.
  • Place of work : Brussels.
