CONTEXT :

Under the responsibility of the Manager of the development division of Atlas Logistique (AL), the Grants Officer contributes to the implementation of the fundraising strategy of AL headquarters in his area of ​​intervention, by ensuring his active participation in the design of projects, as well as in the writing of concept notes, project proposals and monitoring of AL headquarters projects.

Atlas Logistique merged in 2006 with the NGO Handicap International. The objective of this merger was to strengthen HI’s emergency deployment capacity. Atlas Logistics (AL) is an operational, technical and emergency unit of HI, based on the H2H principle and specialized in providing shared logistics services and improving access to support humanitarian organizations in delivery aid to affected populations.

Currently, HI-AL is present in 11 countries: Bangladesh, Haiti, DRC, CAR, Mali, Burkina Faso, Togo, Benin, Afghanistan, Ukraine and Madagascar (expected opening in Mozambique in 2023).

POSITION OBJECTIVES / RESPONSIBILITIES:

Contribute to the writing of project proposals and reports

  • Write project proposals and concept notes (alone or in consortium or collaborations) for AL, in accordance with the timelines for publishing project proposals and donor regulations and internal technical processes, in collaboration with the AL Development Officer, the teams from the technical and deployment centers of AL, the field teams concerned (project managers, grant officers) and the other HI departments involved (Finance/HR/Logistics, 3i, etc.)
  • Participate in key phases of diagnosis and project design
  • Lead/Coordinate meetings to facilitate the design of new project proposals
  • Facilitate meetings to launch the process of writing project proposals (Kick off, ARCI, etc.)
  • Develop retroplannings for each call for projects, collaborating with the different departments involved
  • Contribute to good coordination between the teams involved (headquarters/field) for the compilation of contributions to project proposals until submission to the donor. Make the adjustments requested by the donor in order to present a final revised version of the project proposal
  • Ensure the compilation of narrative versions for structuring global projects and identified consortium projects from AL headquarters.
  • Participate with the development division manager or business development in proposal preparation meetings with HI’s institutional financing department (DFI) and internal arbitration meetings (if necessary)

Donor compliance and fundraising

  • Update Atlas Logistique’s fundraising strategy
  • Identify donors, networks, partners, NGOs, influential groups in your sector; carry out the mapping of donors and the private sector, analysis and recommendation of donors/privates according to the strategy
  • Identify major opportunities and suggest priorities in terms of business development in your sector
  • Develop an action plan of the business plan (including KPI) and the Atlas Go to market strategy in collaboration with the Atlas financial manager
  • Support the development of a language and key indicators facilitating the traceability of Atlas Logistics activities in order to measure its impact to inform donors
  • Ensure compliance with the schedule (not the drafting) of the periodic reporting of the various donors for AL headquarters projects
  • Support the manager of the development division in analyzing changes in donor strategies followed by the program (financing strategies, financing zones, positioning notes, etc.)
  • Participate in informative donor meetings as part of the publication of project proposals and report back
  • Identify or support the identification of private and institutional financing opportunities (at headquarters level)
  • Liaise and mobilize donor and private business liaisons from HI Headquarters
  • Accompanies or in some cases replaces the development manager during meetings with donors and other partners

Communication

  • Write standard narratives that can be used for cross-cutting issues (climate, gender, youth, localization of aid, regionalization, nexus), as well as the main elements of LA technical approach in drafting project proposals
  • Write and revise “contextual” narratives for AL (history, evolution of humanitarian logistics) as part of writing project proposals
  • Support internal communication and visibility actions (drafting project sheets, thematic notes, infographics for donors, organization of workshops and communication events, etc.)
  • Support AL headquarters projects in the realization of their communication plan and their visibility by collecting their inputs, data and specific technical information in collaboration with the HI communication department, with a view to producing the appropriate supports

REQUIRED PROFILE:

  • You have completed higher education in a business school or equivalent / You hold a Master’s degree in development cooperation and/or humanitarian action or you have completed training in project management (project cycle, logical framework, identification indicators, risk analysis etc.)
  • You have a minimum of 2 years of experience in writing humanitarian projects and submission to donors, design of concept notes, transversal approaches (climate, gender, etc.) / You have a minimum of 4 years of experience in management and monitoring humanitarian projects (emergency or development) / You have at least 4 years of field experience in project management
  • You have excellent interpersonal and communication skills (oral and written) as well as excellent organizational skills
  • You have an excellent level in French and English
  • You master the Office Pack (Excel, PowerPoint, Word)

ACCESSIBILITY OF THE WORKPLACE:

In Lyon, a disability representative is present to answer your questions and support you in your procedures, depending on your needs the position can be adapted. Teleworking is possible 3 days a week.

The position is located in Open Space, boxes are available for more calm if necessary and the work space is very bright. The post is easily accessible by public transport (bus, metro). Parking is also available.

Concerning the building, elevators and access ramps are put in place.
