Position

The UK Government (Foreign, Commonwealth and Development Office – FCDO) has a vision of a world free from Female Genital Mutilation/Cutting (FGM/C) by 2030, in line with the SDGs. A programme has been established entitled ‘Support to the Africa-led movement (ALM) to end FGM/C’ to contribute to global efforts to achieve that vision. Following a co-creation period, programme implementation began in September 2021.

This programme will support and build the capacity of the Africa Led Movement to end FGM/C at multiple levels and at scale, working in partnership with the rest of the FGM/C movement, complementing UN agencies (such as the UNFPA-UNICEF Joint Programme on FGM/C), Saleema initiative, other alliances (such as Girls not Brides etc.) and grassroots Civil Society Organizations (CSOs), women’s and girls’ movements, etc.

The programme includes two consortia working in close collaboration. Options leads a consortium including Amref Health Africa, ActionAid UK, Orchid Project, ACCAF and University of Portsmouth to implement the ‘Support to the Africa Led Movement to End FGM/C. Population Council is implementing ‘The FGM/C Data Hub: Data and Measurement Support to the Africa Led Movement to end FGM/C’.

The programme is currently being implemented Kenya, Senegal ,Ethiopia and Somaliland.

Summary Purpose and Objective of Role

The Consultants shall conduct organizational capacity assessment and building for nine (9) grantees in Sool and Sanaag regions in Somaliland using a defined methodology developed in partnership with TGG-ALM Programme team.

The expected approach to this engagement is that the capacity assessment and building should be conducted in such a way as to facilitate ownership and drive of the implementation plans so that results are sustained. As such, it should be participatory, consultative, and incorporate methodologies like technology of participation, design thinking and collective Impact that not only improve the range of information collected but also to improve ownership and drive of the implementation plans.

In close co-ordination with Options and the grantees, the Consultants/Firm will implement the following tasks:

a) Facilitate the co-designing of the assessment tools.

b) Submit the assessment tools to Options for review and approval.

c) Conduct the organizational capacity assessments (conduct the assessments based on the approved methodology and assessment tools/schedule.

d) Facilitate priority setting and capacity work planning meeting/workshop(s).

e) Submit the final OCA reports including the detailed implementation strategy for validation by Options and the grantees.

f) Conduct capacity building meetings and workshops.

g) Develop or strengthen grantees policies and procedures documents.

Deliverables

The Consultants/Firm is expected to complete and submit the following deliverables;

a) Inception report including comprehensive consultant’s work plan, including a detailed methodology on how to undertake the assignment.

b) Co-created tools and templates.

c) Facilitation of participatory capacity assessment of all the grantees

d) Comprehensive OCA results reports of the grantees and guidance on how to develop organizational development plans.

e) Facilitate priority setting and capacity-building work planning workshop.

f) Capacity building reports for detailing list of policies and standard operating procedures (SOPs) developed for each grantee for approval.

g) Production of policies or as applicable per domain for each grantee depending on their capacity.

h) Completion and Submission of the final consultancy report to Options

Requirements

  • Exceptional organizational and interpersonal skills
  • Proven interest in issues of girls and women rights
  • Previous similar experience at national trainings/workshops is an asset
  • Experience in working in humanitarian sector preferably in Somaliland is an added advantage
