Action Against Hunger is an international, non-governmental, private, non-political, non-denominational and non-profit humanitarian organization. Founded in 1979 to intervene around the world, its mission is to fight against hunger, misery and dangerous situations threatening men, women and children. Currently, 500 employees and more than 5,000 employees work for Action Against Hunger in more than forty-six countries, and in four areas of’action: health /nutrition, nutrition, food security and livelihoods’, and water/sanitation.

We have been present in Niger since 1997 and we currently operate in the Diffa, Maradi and Tahoua regions with a Coordination office in Niamey.

GENERAL OBJECTIVE OF THE POSITION :

Establish, develop and monitor the mission’s donor strategy and the coordination of proposals and management of funding contracts.

Specific objectives :

Objective 1: Responsible for developing the country funding strategy and updating it regularly.

  • Develop and update the mission’s financing strategy.
  • Actively contribute to the search and identification of new potential funding for the mission.
  • Establish a database on donor financing procedures and mechanisms.
  • Update the mission donor mapping document in collaboration with the PD and the Deputy

Objective 2: Donor representation.

  • Assists the Country Director in the regular dissemination of relevant information to the mission’s donors (briefing, external reports, newsletters, operational updates).
  • Assists, at the request of the Country Director, in welcoming and supporting donor missions.

Objective 3: Coordination of the development of concept notes, project proposals, and intermediate and final reports for the various donors.

  • Coordinate, in collaboration with the various technical coordinators, the development of concept notes, project proposals, and intermediate and final reports for the various donors.
  • Manage the proposal development process to ensure that proposals and concept notes are developed in a timely manner and with realistic deadlines and are well communicated and understood by teams.
  • Be responsible for sending project documentation to donors, while ensuring compliance with donor formats and standards, set deadlines, Action Against Hunger quality standards, and ensuring the final quality of the product.
  • Support teams in integrating gender and the conflict-sensitive approach into NC/Propals.
  • Support the mission in formulating major programmatic visions in the different areas of intervention in the country;

Objective 4: Contract management:

  • Evaluate and update the mission’s contract reporting and monitoring tools.
  • Identify contractual risks related to the implementation of contracts.
  • Propose to the Deputy CD and program managers possible contract modifications (cost/time) or project reformulations to present to donors.
  • Share information with the Deputy CD and headquarters to find joint solutions and inform donors.
  • Respond and/or coordinate the response to various requests for additional information from donors, both for proposals and for reports sent.
  • Check and ensure the reliability and consistency of the data produced by the teams and facilitate the updating of donor contract information on GESPRA (internal project cycle management system) on a regular basis.
  • Support the Deputy CD in systematizing the launch of new contracts

Objective 5: Information management and capacity building

  • Regularly train teams on donor standards.
  • Strengthen the knowledge of the Coordination team in mastering donor calendars and their financing procedures (procedures, donor guidelines).
  • Develop tools to ensure compliance with donor formats and standards.

Do you match the profile we are looking for?

Training: Bac + 5 level in Social Science and all other related fields

Specific technical knowledge: Good knowledge of financing instruments and directives from donors such as OFDA, FFP, USAID, GAC, GIZ, ECHO,

Experience (years): Experience in defining strategies, project formulation, implementation, monitoring, evaluation and capitalization.

Knowledge of the humanitarian sector: Minimum professional experience of 3 years in the cooperation or humanitarian aid sector.

Knowledge of the organization: An asset

Languages: Excellent level of spoken and written French (preferably bilingual). Good level of spoken and written English.

Our remuneration package:

We offer immediate incorporation into a dynamic organization of international scope including the following contractual conditions:

• Fixed-term employment contract: 12 months with possibility of renewal

• Position Based in: Niamey

• Salary between 45 572 € & 52 072 € annual gross according to the’ professional experience and responsibilities (it includes perdiem, living expenses and family allowances in due cases).

• 915 Break d’one week with the participation of ACF at the cost of the A/R ticket up to € and a perdiem break of 215€.
