Gender Equality and Social Inclusion (GESI) Specialist, USAID Strengthening Democratic Governance (SDG) Activity At Counterpart International


Counterpart is accepting CVs for a Gender Equality and Social Inclusion (GESI) Specialist for the USAID-funded Strengthening Democratic Governance (SDG) Activity in Honduras. The purpose of the Activity is to build the systemic accountability and responsiveness of the Government of Honduras (GOH) to citizens, while strengthening civil society, to increase trust, safeguard human rights, and incentivize Hondurans to remain in their country and participate in their democracy. The first SDG work order aims to 1) Improve the capacity for effective governance, transparency, accountability and response to citizens by the institutions of the Government of Honduras; and 2) Provide localization, learning, adaptation, monitoring and information collection support services to implement activities for all work orders (OT) and SDG objectives.

Under the supervision of the Goal 3 Lead/Work Order Component 2 Lead, the GESI Manager will ensure that gender issues and social inclusion are appropriately integrated into SDG activities, methodologies and approaches and of OT in a results-oriented way. The GESI Specialist will provide leadership and technical guidance to the project team, its beneficiaries and other partners, providing technical leadership in the design and delivery of gender training and mentoring, and ensure that the goal, objectives and goals are successfully achieved. gender objectives and goals of the project.

The GESI Specialist position is full-time based in Tegucigalpa, Honduras, with the possibility of traveling to other municipalities where the project is being executed, such as San Pedro de Sula. You will manage all GESI-related activities of Counterpart under OT #1.

Responsibilities

  • Support the implementation of the GESI Action Plan to address gaps, capture unintended consequences and integrate GESI considerations into its internal operations and programming with government and civil society (CSOs, private sector, academia, media and others) in all components of the Activity and its OTs, to increase the impact for women and other marginalized populations (for example, LGBTQI+, people with disabilities, youth, Afro-descendant and indigenous communities, etc.) and improve the sustainability of the different interventions.
  • Conduct an annual re-evaluation of the GESI analysis findings and make updated recommendations for the GESI Action Plan, as necessary and appropriate, and ensure their implementation.
  • Work closely with the Obj Leader. 3/Component 2 to ensure that GESI approaches are integrated into activity planning, implementation and MEL activities to include the voices of women, youth and other marginalized groups.
  • Ensure that Activity documents include any unintended gender-related consequences that have been observed and address them if a viable solution exists.
  • Train SDG staff and provide them with GESI resources to implement and report on activities and indicators.
  • Provide expertise to the SDG team, government and civil society partners to ensure gender mainstreaming and implementation of activities, which may include aspects such as budgeting considerations and performance audits. gender and youth, or the incorporation of the gender perspective in the implementation of training in policy development.
  • Provide technical assistance to beneficiaries or other interested parties on GESI-related matters, which could include: training on the application of aspects of GESI in their Human Resources practices, supporting partners and beneficiaries to integrate GESI into their activities, or assistance in collecting GESI-related data for promotion or reporting for monitoring, evaluation and learning (MEL).
  • Contribute to the development of annual work plans, performance monitoring systems and tools, and writing quarterly and final progress reports. Identify and, as requested, write GESI-related impact stories for USAID.
  • Collaborate with MEL and organizational development/transformational change (OD/TC) teams to ensure that performance and other related indicators used for GESI are appropriate and reflect Principal Implementer and USAID regulations.
  • Support the execution of broader tasks of the Activity, as necessary for the success of the Activity.
  • Other assigned tasks.

Qualifications

  • University degree in international development, international relations, women’s studies, public administration or some other relevant field.
  • Minimum of five (5) years of related experience in programming gender and social inclusion activities, with a specific focus on strengthening civil society, including conducting analysis, planning actions, formulating recommendations and presenting reports .
  • Professional experience in GESI programming in development projects financed by international donors, preferably USAID.
  • Experience conducting internal and/or external training on the integration of GESI principles in project programming and at an institutional level.
  • Professional experience in developing and implementing programs that support the civic participation of women and members of marginalized communities to participate in political dialogues.
  • Excellent organizational, analytical, and oral and written communication skills.
  • Ability to work well in a team and individually under little supervision.
