General job description

  • Ensure timely and quality implementation (according to international and AAH standards) of the FSL activities portfolio in the field base
  • Ensure timely and accurate reporting of undertaken activities
  • Contribute to programme development through participating to multi-sector integrated needs assessments and leading technical needs assessments
  • Liaise and coordinate with external stakeholders in their own technical area (FSL)

Key activities

Objective 1: Ensure timely and quality implementation of the FSL activities portfolio in the field base

  • Ensure timely implementation and monitoring of FSL project activities;
  • Ensure adherence to the programme implementation plan as agreed with local authorities and agencies, and in line with validated plans, budget and time-frames;
  • Prepare and coordinate work plans to achieve project outcomes and results.
  • Contribute to the implementation of the log/kit forms and procedures relating to the supply chain, procurement, transport/movement;
  • Contribute to the supervision of specific project (s) budget forecast and follow up and participate in the design of new budgets
  • Ensure the implementation of cross-cutting themes (gender mainstreaming, protection mainstreaming, conflict-sensitivity and environmental sustainability) is integrated in the H&N portfolio under the guidance of the FSL Coordinator, FC, PM, DCDP according to the AAH Syria guidelines
  • Hiring and recruiting the field monitors and daily workers needed for conducting agreed tasks
  • Preparing the Term Of Reference of the daily workers or any hiring process related to FSL tasks.

Objective 2: Ensure timely and accurate reporting of undertaken activities

  • Ensure monthly reporting of activities including achievements, challenges and explaining deviation with targets
  • Contribute to donors’ reporting requirements, sectors/sub-sectors/technical working groups 5Ws, lessons learned documentation and capitalization for programme development
  • Conduct field visits during all stages of the project to ensure good quality is maintained, and AAH and donors’ standards on FSL activities are respected and followed regularly;
  • Ensure proper archiving and capitalization of the information related to FSL activities in the mission

Objective 3: Contribute to programme development through participating to multi-sector integrated needs assessments and leading technical needs assessments

  • Collect information and data required to analyze FSL needs/gaps;
  • Prepare data collections tools such as questionnaires, and field materials
  • In coordination with the MEAL department and other departments, selecting locations based on needs and gaps for implementing FSL projects adhering to the sector, donor and AAH criteria
  • Make recommendations for appropriate interventions.

Objective 4: Liaise and coordinate with external stakeholders in own technical area (FSL)

  • Actively participate in sub-sector meetings and relevant technical working groups at the local level
  • Coordinate interventions with all relevant technical stakeholders to ensure complementarity, synergy and avoid overlapping
  • Following up approvals from line ministries
  • Maintain the working relationship with the local partner/local communities

Candidate description

  • Degree and/or master’s degree in the relevant sector
  • FSL needs assessments and data analysis, M&E tools and methodologies
  • Experience in Cash & Voucher Assistance and Market Assessments/Analysis
  • Knowledge of Project Cycle Management (Logical Framework Approach)
  • Solid project cycle management knowledge
  • Proved experience in conducting needs assessments
  • Technical knowledge in implementing FSL interventions
  • Previous experience in the humanitarian field as officer or similar At least 2 to 3 years
  • Good experience in working with local/national partners, Ministries, experience in implementing FSL interventions and capacity building for partners.
  • English (compulsory working language, fluent spoken, read and written);
  • Very Good Microsoft Office, specially in Excel
  • At least2 to 3 years of previous relevant job experience in a relevant field
  • Valuable prior experience in issues related to the promotion of gender equality or personal commitment to gender equality.
  • Frequent travels to Latakia

Remuneration package

Contract period: 12 months renewable base on Action Against Hunger fund and performance.

Salary/benefits: According to Action Against Hunger’s salary scale and terms and conditions.

Duty station: Hama with frequent travel to Latakia
