French speaking Gender Officer to Chad At Swedish Civil Contingencies Agency


The Swedish Civil Contingencies Agency (MSB) recruits committed and skilled experts for our humanitarian, resilience and peace support operations worldwide on a daily basis. MSB has a long-standing and well established experience of supporting partners in the UN and the EU in their response to crisis, conflicts or other disasters.

MSB is currently looking to recruit a French speaking Gender Officer for deployment with WFP to N’Djamena, Chad. The duration of the mission is 12 months. The expected start of the deployment is January 2024.

With about 1 million refugees, of which 450 000 fled Sudan to Chad since April 2023, Chad is one of the African countries hosting the highest number of refugees. In addition and as a result of the Lake Chad crisis, more than 250,000 IDPs are living in difficult conditions and the security situation remains volatile.

The pursuit of gender equality and women’s empowerment is central to WFP’s mission of saving lives and changing lives and supporting countries in their quest to achieve the Sustainable Development Goals. WFP’s ability in Chad to achieve its strategic objectives as defined in its Country Strategic Plan for 2021-2024 (CSP) depends on its ability to provide food and nutrition assistance as well as to build individual and institutional capacity to meet the diverse needs and priorities of the women, men, girls and boys it serves.

Duties

• Empowerment programme and facilitating their financial inclusion
• Establish a peer learning platform for Sahel COs to share experience and learnings on gender mainstreaming;
• Document and disseminate good practices on women and girls empowerment as well as men and community engagement.
• Provide contributions to reports, publications and other information products, including liaising with WFP country offices and HQ entities.
• Identify synergies with relevant partners with Gender Expertise

Critical deliverables

The expected impact of the mission is to support WFP Chad CO’s shift from a gender mainstreaming to a gender transformative programming approach. With the new CSP being approved, this will contribute to strengthening gender equality and women’s empowerment not only in programs, but in all aspects of WFP operations and processes. It will trigger gender equality mindshift and knowledge acquisition within WFP workforce and partners.

These major outcomes could be achieved by the MSB expert by:

• Conducting a baseline assessment/gender analysis. The results of this baseline assessment will be used to develop the gender action plan
• Development of training material and briefs for capacity building of partners and WFP personnel
• Pilot approaches to support women’s empowerment and financial inclusion
• Improved engagement with interagency gender networks and structures

Experience

• At least 7 years of progressively responsible relevant professional and practical experience in gender equality and women’s empowerment programming / operations
• Gender-related knowledge and skills, including knowledge of current thinking and development in the field of gender equality in humanitarian and development contexts.
• Experience in training, awareness, capacity building, on site or remotely
• Solid analytical skills, including gender analysis.

Education

Advanced university degree in one of the following disciplines: social sciences, gender, international development, international relations, human rights, political science, or another related field.

Languages

Fluency in English and French is essential, both spoken and written

Other requirements

We are looking for persons with a strong commitment towards humanitarian relief and disaster operations. It is of utmost priority that you understand, respect and act in the spirit of the mandate and core values of the MSB.

You must undergo a pre-employment medical examination, with verified results, by a licensed Physician before being contracted by MSB..
