Description of the Organization
SOS Villages d’Enfants Madagascar is a member of the International Federation of Children’s Villages SOS ( SOS CVI ).
SOS Villages d’Enfants International ( SOS CVI ) is a non-governmental and non-denominational organization that works with communities, partners and states to ensure that the rights of all children are respected in every society. SOS CVI is a global federation which works to protect and care for children who have lost parental care or are at risk of losing that protection. We respect all cultures and work with trusted partners where we can contribute to social development. Everything we do is made possible thanks to the generous support of sponsors and donors, institutional and corporate partners and loyal friends from around the world.
Considering that each child belongs to a family and grows in love, respect and security, we exist to found families for children in need, we help them shape their own future and we participate in the development of their communities. SOS Children’s Villages in Madagascar
In Madagascar, the association SOS Children’s Villages in Madagascar ( AN ), recognized as a public utility, has been a leader in its field for 34 years. Since then, it has extended its actions throughout the territory, both in the area of alternative care and that of preventing the abandonment of children by strengthening families, and this thanks to its different structures: villages, homes, centers with family strengthening programs, centers with community support programs, training centers, schools, dispensaries, maternal and child care centers, basic health centers and the emergency reception center. Its action is based on the International Convention on the Rights of the Child.
As part of the implementation of its actions and missions, the Malagasy association recruits its national director.
Overall objective of the Post
With the support of the Board of Directors, the Director / Director National gives strategic direction and leadership to the organization and is responsible for developing and increasing its capacity, its effectiveness and impact. The incumbent of this position must cultivate the best collaborative relationships with partners, donors, the Government as well as the beneficiaries of programs and services.
Post Office Summary
With the support and under the hierarchical and functional authority of the Board of Directors of SOS Villages d’Enfants in Madagascar, and under the technical direction of the General Secretariat of SOS CVI and of the regional management,
The Director / Director National / e ( DN ) provides overall direction, operations and effective performance of the member association ( AN ), developing and implementing basic programs and financial strategies that lead to the sustainability of the organization.
The ND directs and develops the AN to ensure the effective delivery of programs and services to children, families and communities as part of the vision, of the mission and values of the AN.
Within a team of 600 employees, the Director / national performs the following missions :
Strategic direction and governance
- Establish, guide, direct and supervise strategic plans, under the direction of the Board of Directors, to advance the mission and objectives and promote the sustainability and growth of the NA, in accordance with SO CVI and global strategic plans ( ODD ).
- Implements adequate tools for good governance, with great rigor, ensures their monitoring and reporting on achievements
- Communicate the policy of SOS CVI in the SOS children’s villages of the AN and other SOS sites in Madagascar.
- Foster operational excellence by ensuring that best practices, processes and appropriate technologies are in place.
- Foster compliance with the principles and statutes of governance to guarantee compliance at all times and ensure that corrective measures are taken if necessary.
- Ensure the implementation of strategies and policy formulation by delegating the appropriate levels of authority to key officials, and ensure effective monitoring and reporting of progress, aligned with strategic plans.
- Advise and support the establishment of effective national management systems and structures, governance systems and statutory requirements.
- Regularly review the strategy, proactively assess future needs and conduct sustainability forecasts to ensure the relevance and adequacy of the NA.
- Identify and resolve in a timely manner the problems and opportunities essential to the success of the organization, and resolve critical issues at the highest levels.
- Supervise the implementation of effective monitoring and audit systems aligned with agreed standards.
- Follow up on development and / compliance reports with the objective expected by any program / project within the AN.
- Supervise the implementation of corrective measures / improvement plans where standards are not met.
- Set an example in organizational ethics and morals and take strong action against disrespect for values, ethics and codes and good governance.
- Regularly present work plans, reports and proposals at meetings of the board of directors and / or subcommittees of the board of directors, and ensure that decisions/resolutions of the board of directors and the General Assembly are translated into clear actions.
- Support the development of the board of directors and members by launching orientation and other activities according to the directives of the President.
Sustainability and development of funds
- Design and develop the annual or even multi-year budget.
- Supervise the development and implementation of realistic and effective fund development plans and strategies.
- Develop emergency plans in collaboration with key managers to ensure long-term sustainability.
- Pilot the creation of sustainable wealth to ensure the achievement of strategic objectives.
- Ensure long-term financial sustainability by continuously assessing social, internal and external factors.
- Supervise the AN planning and budgeting processes.
- Assess financial trends and ratios and manage AN expenditures within the approved budget to ensure effective cost and savings control under the direction of the Board of Directors.
- Review reports and financial and management statements to determine progress and progress in achieving the objectives under the direction of the board of directors and help revise the objectives and plans, if necessary.
Promotion and awareness of the brand
- Provide strategic and tactical advice to AN promotion, brand and communication strategies and initiatives, in collaboration with the partnership and communication department.
- Maintain close contacts with stakeholders and partners to establish strategic relationships, seek advice and ongoing observations on initiatives to be taken and underway and understand the needs and perceptions of offers.
- Promote proactive and continuous communication internally, as well as with all stakeholders and partners to guarantee active and informed participation in all initiatives.
Innovation, transformation and optimization of processes
- Periodically assess the needs for change and transformation in anticipation of national and international priorities in the field of children’s and youth rights.
- Initiate, direct, authorize and pilot initiatives aimed at optimizing programs and operations, improving service delivery and reducing costs within the AN.
- Propose and present new projects and innovative ideas to the board of directors and identify the opportunities to be exploited with partners and other networks.
Strategic relations management
- Establish and manage relevant partnerships and strategic relationships with internal and external stakeholders, focusing on the rights of children deprived of parental care or at risk of losing parental care, to ensure lasting partnerships to help achieve strategic goals.
- Develop and maintain a positive image of the organization with internal and external stakeholders ( including the media ) to guarantee a positive response, a perception of confidence in the AN.
- Pilot and guide the pursuit of advocacy objectives with NGO forums on the rights of the child and in partnership with other NGOs in collaboration with those responsible for protection, participation, education and advocacy.
- Establish strong relationships with the competent authorities and seek recognition and government support for SOS programs.
- Supervise transnational advocacy efforts on issues of national importance relating to children.
- Represent, under the leadership of the President, the AN to the government, to all national and international bodies and all partners/key players in the area of children’s and youth rights and defense.
Human resources management and development
- Set medium and long-term goals and objectives for staff and actively monitor progress in achieving the goals.
- Provide professional recruitment, guidance, performance management, training and continuous development for management staff in the national office.
- Develop and maintain a high performance team and regularly assess staff performance to ensure that functional objectives are achieved or exceeded in accordance with established policies and objectives.
- Ensure stable relationships with employees by managing conflicts and creating a positive working environment.
- Supervise workforce planning to ensure that the team has the appropriate staff to achieve the objectives, taking into account various internal and external factors.
- Ensure that work ethics are such that employees continually strive to improve their own performance.
- Provide technical assistance when necessary, with the support of national management staff in liaison with the staff of the regional office ( advisory / coordination ), and offer specific crisis support to all programs.
- Ensure that the organizational culture is maintained and that employees live the values of the AN.
- Supervise the proper management of all resources and full compliance with international reporting and audit requirements.
International Federation – Coordination with the General Secretariat of SOS CVI and the regional management
- Ensure a fluid communication flow between the AN, the PSA, the SG SOS CVI and the regional management, including compliance with reporting requirements and maintaining effective communication structures and channels.
- Ensure respect by the organization of
- Annual activity and financial reports to the NA strategic and annual plans.
- Program development reports.
- Financial reporting, budgeting and accounting requirements.
- Supervise an efficient flow of funds to programs and projects.
- Coordinate comments, as required, from relevant colleagues within the NA when developing policies and on international guidelines.
- Welcome research programs on common and / or crucial subjects, as well as pilot certain programs / projects of importance to the international organization.
- Participate in regional meetings and other forums determined by regional management / SG SOS CVI
- Support regional / international initiatives to promote the exchange and sharing of experiences, information and resources if necessary.
Child Protection and Safeguarding
- Be responsible for the implementation and management of the child protection and safeguard policy from SOS CVI to the AN and reports to the board of directors.
- Ensure that colleagues and programs do not harm children and young people and that they are not at risk of harm and abuse.
- Be responsible for reporting any concerns and breaches regarding the safety of children in its programs and within communities to the competent authorities.
- Ensure that colleagues act in accordance with national law, child protection policy, the code of conduct and all other child protection requirements.
Conditions of employment
- Full-time and exclusive position: renewable fixed-term contract.
- Position based in Madagascar to be filled on January 03, 2024.
Knowledge, skills, qualifications, skills and behavioral skills :
- Master’s degree ( Bacc + 4 minimum ) in social sciences, or equivalent field in education or law.
- Good understanding of policies and strategies related to child development, programs, education and advocacy.
- Understanding of children’s rights, child development, family and community development, advocacy and rights-based programs.
- Strong understanding and knowledge of childcare and protection legislation and policies.
- Intercultural sensitivity, of gender and diversity: capable of linking different national or international cultures, of working effectively in a multicultural environment and respecting diversity.
- Experience in developing, maintaining and implementing social development and fundraising programs through the establishment of long-term partnerships with stakeholders.
- Strong influential and executive leadership, being an articulated and confident manager, capable of building trust in the organization, working in close collaboration with the board of directors.
- Notorious success and successful assessment of achievements by working with and building successful teams in a multicultural environment.
- Excellent networking capacity, persuasive communication skills, marketing and fundraising.
- Strong management and implementation skills.
- Strong strategic awareness, integrating environmental developments, future orientation and a pragmatic vision in operational planning and daily work.
- Proactive decision-making based on solid analysis and excellent communication skills.
- Mastering the French language is decisive and English is required.
- Valid driver’s license.
Experiences
- At least 10 years of experience in leadership and leadership positions in the area of social work and development, social assistance, and primarily in child protection.
- Compulsory international experience in NGOs preferably.
- Being a manager in a large organization is an advantage.
- Have experience in the management of a structure of equivalent size ( + 500 employees, 4 million euros )
